// Spatial Dynamics and Strategic Planning in Metropolitan Areas SPIMA - Dublin seminar May 9 th 2018

1 The SPIMA Targeted analysis project 3 ESPON TNO Workshop on spatial planning Brussels 10/25/2018

SPIMA ESPON Targeted Analysis Project Initiated by the EUROCITIES Metropolitan Areas Working Group 12 months (2017) Wageningen Environmental Research-Alterra, Norwegian Institute for Urban Research, Metropolitan Research Institute (Hungary) Lead Stakeholder city: Oslo Stakeholder cities: Vienna, Prague, Brno, Zurich, Brussels, Oslo/Akershus, Turin, Terrassa, Lille, Lyon 4 10/24/2018

Metropolitan Europe: 75% urban population Local administrative units Functional urban areas SPIMA cities: Vienna Zurich Oslo Terrassa Turin Prague Brno Brussels Lille Lyon

Administrative city VS Real city Functional Urban Areas the real cities are on average more than double the population than the administrative city. From this follows that one of the important challenges of European urban development is to solve the problem of governance on functional urban area level. Changing governance models 7 10/25/2018

Key issue of SPIMA How the traditional planning practices shall respond to urbanization beyond the jurisdictions of a single administrative authority?

SPIMA objectives Reflection on state of the art, data and definitions Evidence, differences, similarities, success factors Policy implications at national and EU level Applied recommendations for stakeholders 9 PowerPoint template 16:9 10/25/2018

Key products

Key findings 1. No single definition of Metropolitain area 2. Spatial planning systems of stakeholder areas address metropolitan scale to a limited extent 3. Common spatial dynamics: urban growth and suburbanization 4. Institutional frameworks: formal, semi-formal or informal 5. Key challenges: transport and traffic congestion, multilevel cooperation, shared vision on strategic plans and lack of political involvement 6. Key success factors: shared governance and mix of tools allowing dynamic interactions between actors and policy. 7. Typologies of Metropolitan areas: Spatial characteristics ; Institutional characteristics 13 10/25/2018

How to strengthen spatial planning at Metropolitan level? Recommendations Redefining MA to take into account flows and trends Governance: cooperation and coordination More coordinated spatial planning approaches across governmental scales Shared-governance process clearly linked to administrative levels of statutory planning Strengthening administrative capacity and planning practices Mix of policy tools Triggers Political leadership awareness of the need to address collectively metropolitan issues Need of a general policy framework and better recognition of MA EU funds as key incentives to create a framework 34 Pages with concrete guidelines to establish more effective metropolitan planning and governance Approach 16 10/25/2018

2 Recommendations for Brussels Metropolitan area 17 ESPON TNO Workshop on spatial planning Brussels 10/25/2018

Metropolitan area spread in 3 Regions Core City admin. MUA (Morphological Urban Area) = Dense urban space FUA (Functional Urban Area) = Travel-to-work MDA (Metropolitan Development Area) = space to tackle spatial dynamics 18 PowerPoint template 16:9 10/25/2018

Priorities, opportunities and incentives Strategic priorities Sustainable urban development providing better services, environement and economic opportunities Mobility as a sustainability factor Housing: new housing areas and affordability Emerging challenges Develop a shared vision to manage population growth and its spatial and mobility consequences Opportunities and incentives The (3) new regional strategic plans European funds and projects 19 10/25/2018

Takings things forward: Guidelines for metropolitan planning approach The SPIMA report advocates an approach of coordination and collaboration between levels of government across policy sectors in strategic, statutory and collaborative planning. MAs can move towards this situation through eight action areas that can be addressed in parallel, at different speeds. Eventually, all eight items must be dealt with. 20 10/25/2018

Analysis of Brussels Metropolitan Area Recommendations Developing shared governance processes among and between regional and local authorities Further define the status of the Metropolitan area Create pre-conditions for long term collaboration at inter-regional level by Starting collaboration from bottom initiatives to create common benefits gaining political commitment enhancing the role of strategic planning Policy tools Fostering cooperation between the 3 Regions Setting up clear coordination process Developing inter-regional institutional framework for metropolitan planning approach 22 PowerPoint template 16:9 10/25/2018
