Brief Background - Kiribati History Kiribati (pronounce kee-ree-bus) is used to be known as Tungaru and made up of 33 low lying coral atoll except Banaba (Ocean Island) which is 80m above sea level. Rest are barely 6m above sea level EEZ of 3.5million sq.km and landmass of 810 sq.km. Population is about 100,000 (2010 census) Located in the Central Pacific Ocean and straddles the Equator and the International Date line About 4,000-km (2,500 miles) southwest of Hawaii or about 4,500-km (2,800 miles) northeast of Australia LMD - Function Looking after and administering all Lands in Kiribati Updating and registering of all Gov t leased lands in Kiribati in KLIS/KLIMS Safeguard all Gov t state lands in the Line & Phoenix Islands Valuing of Lands and lease rates for Gov t leases Surveying of Government leased lands and owned lands Surveying of Land Boundaries of Individuals or Private lands Advisor on land information to Government and Public and the Court Provide land data and survey data to the public and those who needs 2

Survey Work in Kiribati Cadastral Survey of all Islands in Kiribati Surveying of all Government Lease Lands Land Boundary Surveying determined by Court Plotting, digitizing and mapping of defined boundaries in MapInfo, CivilCAD or digital format Geographical Information System (GIS) Selling of Maps and Site Plans Subdivision of lands, allocating of subleases, leases etc. Current activities of Data sharing in Kiribati Aerial Photos of Tarawa in 1950s Tarawa Imagery IKONOS (1960s) Tarawa Imagery Quick Birds (2005) Outer Island GeoEye imagery 2010 (Gilbert, Line & Phoenix Group) WorldViewer for Outer Island Imagery 2014 These are in the form of Raster Data and Vector Data We have GIS Group Users from some organizations such as LMD, Agriculture Division, Mineral Division, Fisheries and Ministry of Health. 3

The GIS software installed was MapInfo and based on the images captured from the aerial photography the following layers of the GIS were established: Coastline Buildings Contour lines Roads Sea walls Vegetation Reef areas Lagoon areas Kiribati Land Information System (KLIS) With the establishment of the GIS and the additional cadastral information input the Kiribati land Information System (KLIS) was established. KLIS QUERY 4

Relevant Legislations Native Land Ordinance Cap 61 Land Planning Ordinance Cap 48 Foreshore & Land Reclamation Ordinance Cap 35 State Lands Act 2001 State Acquisition of Lands Cap 95B Issues/Challenges Land boundaries in Kiribati not all surveyed and defined conflicts and disputes and expensive Limited access to data collecting from other organizations Outdated or obsolete Legislations No specific legislation or regulations for Land Surveyors but are covered under Native Lands Ordinance Cap 61 Lack of Higher Qualified Land Surveyors and GIS Officers Shortage of Land Survey Staff Unattempt of court summons by Land Surveys result in DOL being warranted and escorted to Court by Police Officer 5

Way Forward Security of specific national data Revised of relevant Legislations Native Land Ordinance Career Promotion and motivating younger generation on Land Surveying, GIS and Geospatial Inspiring and motivating GIS Users to see the real happening and focus more on sharing and disseminating of data KAM BATI N RABWA 6
