PHOTO: KEVIN HYDE In Brief Weak El Niño conditions formed during January 219, based on the presence of above-average sea surface temperatures, and they are likely to persist into the spring. Temperatures this winter have been cooler than normal in the majority of western MT valley bottoms and for portions of north and south central Montana. Consistent with El Niño, snowpack west of the divide has been slightly lower than normal. For the plains region east of the divide, winter precipitation has been above 35% of normal in some areas. The NOAA seasonal forecast, which takes El Niño and other current climate patterns into account, is for warmer conditions statewide this spring, with equal chances of above or below normal precipitation. Warmer temperatures tilt the odds towards earlier snowmelt and an earlier start to the growing season.

Monitoring and Forecasting for Agriculture Producers MARCH 219 3 CONDITIONS Reference IN A WORD... Weather and climate forecasters use words and information in very particular ways that may be different from what we are accustomed to. Here is a list of terms we use in this newsletter: Weather and Climate The difference between weather and climate is timescale. Weather is the dayto-day interaction of factors like temperature, humidity, precipitation, cloudiness, visibility, and wind. To understand climate at a given place requires looking at weather trends over relatively long periods of time months, years, and decades. In addition to studying weather, scientists examine climate trends or cycles of variability to understand the bigger picture of long-term changes. Temperature and Precipitation Throughout this newsletter, we report past temperature and precipitation data derived directly from the GridMET daily 4-km-gridded meteorological dataset from the University of Idaho. Temperature data are reported as seasonal averages; precipitation data are reported as seasonal total precipitation. Our three-month temperature and precipitation forecasts come from NOAA s Climate Prediction Center. Normal(s) Climatologists use the term normal to compare current conditions or forecasts, such as temperature or precipitation, to the past. Here, the normal value is the statistical mean (the average) for a given measurement in a specific place during a specific period of time. Climatologists use the most recent 3-year period, rounded to the nearest decade, to define normal in North America: 1981 21. The goal is to look far enough back in time to capture variation in weather patterns, but not so far as to be irrelevant to recent conditions. In 221, we will start using the 1991 22 period. La Niña/El Niño El Niño and La Niña are the warm and cool phases of a recurring climate pattern across the tropical Pacific, the El Niño Southern Oscillation (ENSO). When ENSO is between warm and cool phases, conditions are called ENSO Neutral. ENSO is one of several global climate phenomena that affect Montana s weather patterns, and ENSO conditions often guide seasonal climate projections for Montana. Current ENSO conditions and upto-date projections are available on NOAA s ENSO website. Snowpack Snow Water Equivalent (SWE) is the amount of water contained within the snowpack. It can be thought of as the depth of water that would theoretically result if you melted the entire snowpack. SWE is measured across the West by the USDA Natural Resources Conservation Service s SNOTEL network of snow monitoring stations. The SWE percent of normal represents the current snow water equivalent found at selected SNOTEL sites in the basin compared to the normal value for those sites from 1981 21. Root Zone Soil Wetness Root Zone Soil Wetness is a measure of how much water has saturated the soil. More specifically, it s the relative saturation between completely dry (indicated by a ) and completely saturated (indicated by a 1) between and 1 cm depth. In the maps in this newsletter, soil saturation comes from NASA s Soil Moisture Active Passive (SMAP) satellite program SPL4SMGP data product. Soil moisture is mapped using a combination of radar and radiometer measurements from space and surface observations at an approximately 9-km spatial resolution.

4 Montana Drought & Climate MARCH 219 REVIEW Winter 219: El Niño Arrives Temperature Warmer than average temperatures in December and early January have been balanced out by near record low temperatures for parts of the state in early February. Overall, temperatures this winter have been cooler than normal in the majority of western MT valley bottoms and for portions of north and south central Montana. During early winter, northeastern MT experienced warmer than normal temperatures, but cold weather in February has lowered the seasonal average down to normal or below normal. MARCH 219 5 Monitoring and Forecasting for Agriculture Producers Precipitation Drier than normal conditions persist in western Montana with slightly lower than normal mountain snowpack. Portions of eastern Montana have seen over 35 percent of their normal precipitation for December through February. Jan Snowpack Snowpack is very close to normal across Montana, with slightly lower than average Snow Water Equivalent (SWE) in northwest Montana (8% 1%), and slightly higher than average SWE for southern and central Montana (1% 12%). Mountain snowpack can be a good indicator of streamflow levels and the water available for diversion in the summer for areas east and west of the divide. It will be important to pay attention to spring temperatures that impact the timing of snowmelt and flooding. El Niño conditions going into the spring tilt the odds towards warmer temperatures and earlier than normal snowmelt. 6 Montana Drought & Climate MARCH 219 FORECAST Spring 219 Forecast El Niño Update The El Niño Southern Oscillation (ENSO) is a natural seasonal fluctuation in the sea surface temperature of the Pacific ocean near the equator. El Niño events have a strong influence on winter weather across Montana, and less of an influence during the rest of the year. Back in October, NOAA was predicting an El Niño event would begin over the winter. A weak El Niño finally formed during January 219, and weak El Niño conditions are likely to continue into spring. Historically, El Niño events bring slightly warmer than normal spring temperatures to northern and western Montana, and slightly cooler than normal temperatures in southeastern Montana. Spring precipitation during an El Niño event is very close to normal across the state. However, weak El Niño events have less of an influence than strong El Niños, and there have been many years when these patterns haven t held up. For example, Montana has been officially in an El Niño since the end of January, but this February has been colder than average across much of the state, and portions of Montana have received much more precipitation than normal. Keep an eye on the NOAA ENSO outlook (https://www.climate.gov/enso) for the latest ENSO conditions and predictions as we head into spring. The solid lines represent the average conditions in each of El Niño, La Niña, and ENSO Neutral conditions (see the Reference section for an explanation of these conditions). The dashed lines represent the range of recorded conditions during the 1981 21 period on any given day. For temperature, ENSO conditions only have a strong influence on Montana climate in the winter months; the solid green line (El Niño) is above the other lines, indicating warmer conditions on average in El Niño years. El Niño conditions lead to slightly drier winters, while La Niña conditions are indistinguishable from ENSO Neutral conditions with regard to winter precipitation across Montana. 4 2 Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec El Niño ENSO Neutral La Niña Temperature El Niño events can have a strong influence on weather in North America, so NOAA s Climate Prediction Center (CPC) seasonal projections for this spring are in part guided by El Niño conditions. The CPC is projecting that temperatures will likely be warmer than normal across western Montana this spring, especially going into April. Warmer temperatures may accelerate spring snowmelt and prompt an earlier start to the growing season. It doesn t look like there is anything on it! That s right the CPC isn t making predictions one way or another for precipitation this spring. The entire state of Montana is in the Equal Chances category, meaning that our precipitation may be higher, lower, or near normal depending upon particular storm tracks. Soil moisture across Montana Soil moisture is notoriously difficult to measure and we have very few weather stations across Montana that can measure soil moisture. Recent advances in satellite monitoring now enable us to estimate root zone soil wetness to depths up to three feet, but only at coarse spatial scales of about six miles. These predictions are dependent upon measurements from the September 1, 218 Root zone soil moisture Relative saturation satellite and meteorological data that are combined to model soil moisture. In our fall newsletter, this map of SMAP satellite derived soil moisture from September 1, 218 showed a pattern of moisture trending from wetter in eastern portions of the state to drier in western Montana. A well-informed observer from Toole County (outlined in bold on the map) reported that soil moisture near the surface was much lower than the SMAP estimates. In this region much of the spring snowmelt ran off due to frozen soils and there was a deficit in summer precipitation. This discrepancy highlights the importance of local observations of soil moisture including reports from our readers! and of using multiple types of data when making decisions.
