REGIONAL COORDINATION MEETING ON CAPACITY BUILDING FOR NATIONAL METEOROLOGICAL OR HYDROMETEOROLOGICAL SERVICES (NMSs) 1. At the kind invitation of China Meteorological Administration (CMA), the Regional Coordination Meeting on Capacity Building for National Meteorological or Hydrometeorological Services (NMSs) took place from 29 October to 5 November 2001 in Beijing, China. 2. There were 14 participants at level of Director and senior officials from 14 Members in Regional Association II (Asia), namely Bahrain, Bangladesh, Lao People s Democratic Republic, Kazakstan, Kyrgyz Republic, Myanmar, Nepal, Pakistan, Qatar, Saudi Arabia, Tajikistan, Thailand, Uzbekistan and Viet Nam and two participants from the Secretariat of the World Meteorological Organization (WMO). The list of participants is given in Annex I. 3. The Meeting was declared open by Dr Zheng Guoguang, Deputy Administrator of CMA at 9 a.m. on 29 October 2001 at the National Meteorological Centre (NMC) in Beijing. He welcomed the participants and thanked WMO for its support. Mr AbdulMajeed H. Isa, Acting President of RA II, thanked CMA for the excellent arrangements and warm reception. Mr Eisa H. Al-Majed, Regional Director for Asia and the South-West Pacific, expressed the appreciation of WMO to the Government of China for hosting the Meeting. 4. The participants visited a number of CMA operational centres in Beijing, Meteorological Bureaux, and observing stations of different levels in Yangzhou, Nanjing (Jiangsu Province), Guilin and Nanning (Guangxi Autonomous Region). The programme of the Meeting is given in Annex II. 5. The participants were briefed on the activities and future development plans at the Meteorological Centres visited. All the visits were followed by discussion sessions. 6. The participants were welcomed by Dr Qin Dahe, the Administrator of CMA. During their visits, they were also received by the Vice-Governor of the Jiangsu Province, Vice-Mayor of Yangzhou City, Mayor and Vice-Mayor of Guilin City, the President of the Nanjing Institute of Meteorology and the Director of WMO Regional Meteorological Training Centre in Nanjing and others; receptions hosted by them. 7. The participants expressed their views that it was a very useful Meeting and that they had benefited from it. They also appreciated the contribution of CMA to the development of some Meteorological Services in the Region through provision of bilateral assistance, WMO Voluntary Cooperation Programme (VCP) and training assistance. Furthermore, they had an excellent opportunity to learn from the experience of CMA, in particular the significant development achieved in the recent years. 8. The participants expressed their appreciation and thanks to the Government of the People s Republic of China, CMA, the Vice-Governor of the Province, Mayors and Vice-Mayors of the cities who received them. They also thanked the staff of CMA for providing them with excellent facilities, enjoyable programme and generous hospitality, and WMO for its support in convening the Meeting.

- 2-9. The Meeting discussed the ways and means of strengthening cooperation among NMSs in RA II. The following were the main outcomes of the Meeting: (a) China and WMO were invited to continue convening such coordination meetings in the future; (b) NMSs to modernize their Services and infrastructure including appropriate new technologies; (c) NMSs to assist and or make available to other NMSs, in particular the less developed NMSs, as appropriate, facilities or expert services in (d) telecommunication, satellite, data processing and others; NMSs to exchange application software including numerical weather prediction models and research studies in weather and climate; (e) NMSs are encouraged to make full use of Regional Meteorological Training Centres (RMTCs) in the Region as the venue for training of their staff. These Centres should provide specialized training, in particular data processing, satellite meteorology, agricultural meteorology, marine meteorology and radar operation and maintenance in accordance with the requirements of the NMSs in RA II; (f) (g) (h) (i) NMSs are encouraged to use Regional Instrument Centres (RICs) for instrument calibration and on-the-job training on maintenance; NMSs to exchange information on equipment, systems and instruments in use including the lists of national manufacturers when available; NMSs to explore ways and means of reducing the cost of radiosondes including by collective purchasing of such equipment through WMO; NMSs to strengthen their collaboration and coordination with each other through the implementation of bilateral programmes and projects and through the WMO Technical Cooperation Programme. 10. The Meeting invited NMSs to implement the above-mentioned outcomes as appropriate and recommended that they be brought to the attention of the second session of the RA II Advisory Working Group, which will take place on 10 November 2001 in Nanning, China. 11. The Meeting was closed in the meeting room of the Hawaii International Hotel at 6.35 p.m. on 5 November 2001.
