Implementation Status and Key Decisions Prior to effectiveness, the Bank provided Technical Assistance (TA) to the Borrower related to the largest disbursement linked indicators scheduled for the calendar year 2017. The TA included (i) exchange of experience with the Unique Identification Authority of India (UIDAI) on the leading biometrically based authentication systems in the world (the Aadhaar program) to inform the design of the National Population Registry (NPR); and (ii) provision of hands-on training to the joint team from the Haut Commissariat au Plan (HCP) and the Ministry of Interior (MI) on the calibration of scoring formula to estimate the well-being of the Moroccan households (a Proxy-Means Test (PMT) Model). The TA focused on the estimation of a new targeting formula to estimate household welfare based on the HCP s latest available household survey data. The output involved the following activities: (i) drafting of terms of reference (ToRs) to estimate the PMT formula using the HCP s latest consumption survey which spelled out the rationale for the work, data requirements, main analytical models, sensitivity analysis, as well as a framework (set of indicators) used to select among different prediction models; (ii) distance-learning workshops with key staff from the HCP and the MI (April 5-6 2017) with the objective to expose the HCP and the MI staff to the analytical models used to estimate household welfare under a PMT approach and to use the ADePT SP software to carry out benefit incidence analysis for the existing programs (e.g. the RAMED program) or for those resulting from the estimation of different PMT models. In addition, a World Bank mission initiated the technical work for the calibration of the PMT model in Rabat (April 10-14, 2017). The preliminary results suggest that the targeting performance of RAMED is quite weak (only 28% of the cards go to the poorest quintile), which provides an excellent justification for the social registry and the new targeting formula. The preliminary PMT formula would increase the RAMED coverage of the poorest quintile from 28 percent to about 60 percent. The TA related to the development of a biometrically based national population registry, financed by both the ID4D group and the MENA Subsidy Reform Trust funds, focused on the exchange of information between the MI team in charge of developing the NPR and the India Aadhaar project. Specifically, a Moroccan delegation from the MI traveled to India to learn about the largest biometrically based identity system in the world, Aadhaar, which serves as an inspiration for their new National Population Registry. The mission equipped the Moroccans with in-depth knowledge on the functioning of the Aadhaar program, which in turn helped them finalize some of the bidding documents for the NPR and jump-start the first component of the project. The data and documentation on the Aadhaar program contributed to helping them improve the ToRs for the NPR and will ultimately equip them with a better understanding of both the services and the biometrically supported identity platform.
