G radua te School of Centra l Pa rty U niversity, B eijing 100091, China ) Abstract: Lewis dual econom ic model becomes the foundamental theory of development econom ics which disclosed the source of cap ital formation, but its popularization is lim ited becouse it neglected the factors as land, technology and institutional arrangement as well as the characteristics of the develop ing countries. In the p rocess of China s dual econom ic structure transition, rural land and labors move into modern urban sectors, and amend the traditional Lewisdual econom ic model as new parameters entry. And this shows policy revelation below: Agriculture, Countryside and Farmerissues can only be solved by synergy of market power and institutional arrangement which is p referential for Chinese farmers; the land institutional arrangement encourages the dual econom ic structure based on rural land p roperty arrangement which brings about increasing the transaction costs from rural sectors to modern urban sectors.
