ط Abstract The purpose of this study was to identify the complementary case of the Cooperation Council for the Arab States of the Gulf and unitary challenge, and the most important developments that followed the establishment of the Council in 1981. In addition to identifying the most important features of the possibly union between Gulf Arab states and determine the appropriate type of Union for them. Highlighting the most important factors that drive the Gulf Arab states to search for Union. As well as to clarify the obstacles that could impede the efforts of the Arab Gulf states in the path of the Union. The study was launched from the basic assumption that the Gulf Cooperation Council for the Arab Gulf States could develop a federal formula advanced among them be more integrated and integrated to reach the stage of the Federal Union. Through various classes that tried to answer the key questions raised by the hypothesis of the study and its objectives, proved the validity of the hypothesis of the study that the Gulf Cooperation Council for the Arab Gulf States could develop a federal formula advanced among them be more integrated and integrated to reach the federation model.
