Water Supply and Reservoir Status (01:30 03:50) Dave Benner (FPC) provided an overview of recent reservoir operations, snow pack, water supply forecasts, and Chum operations. See attached document. Weather Update and Climate Forecast (03:50 09:45) Kyle Dittmer (CRITFC) provided an overview of the precipitation for the water year and the month of December (see attached). Several storms coming in. Snow levels currently low (~1,500 ). Precipitation expected Tuesday and Wednesday and light moisture on Thursday. Dry pattern will develop on Friday and continue through Monday. Snow levels expected to increase to ~4,500 during this time. Precipitation expected to return next week. Snotel sites still below normal but catching up (see attached) NOAA still predicting El Niño (90% chance). Kyle is still predicting ENSO Neutral. Sea Surface Temperatures seem to have peaked. Weather to date still suggesting ENSO Neutral. Chum Operations (09:45 10:15) Charlie Morrill (WDFW) noted that we are currently targeting a protection level of 11.3 and water supply scenario looks ok. Ok to continue for another week until next checkin. Adult Counting Contract (10:15 21:50) Tom Lorz (CRITFC) noted that there was a conference call Monday to discuss the potential ideas of how adult counting will be covered until GAO review is completed. Outcome of the call was that COE will send more detailed proposal for further discussion. Counts at BON and LGR are most important. Question from COE is, what is necessary frequency for data posting for other sites? Tom Lorz (CRITFC) and Charlie Morrill (WDFW) noted that it would be nice if the COE would contact TAC representatives directly instead of using FPAC/FPOM members as go-betweens. TAC needs BON counts and LGR is shortly thereafter. Charlie Morrill (WDFW) reiterated that a key component of the COE proposal will be what time on Monday will BON counts be available. Erick Van Dyke noted that, with all changes in operations proposed for 2019, having daily counts at all projects is a good idea for adaptive management. Tom Lorz (CRITFC) suggested that FPAC may want to consider drafting a joint JTS with TAC to the COE on the issue. Will wait to see proposal from COE. Tom will ask for update at FPOM on Thursday and go from there. Jay Hesse (NPT) noted that if temporary solution continues to go down route of COE staff doing counting, need to continue to stress importance of staff training and make sure quality of data remains the same. Fall Chinook Transport (21:50 24:30) At last FPAC meeting, FPAC agreed to allow truck transport to begin on August 1 st but were still debating allowing start on July 15 th. FPAC still in agreement with August 1 st start date. WDFW and NPT not supportive of starting any earlier. Page 2 of 3

Charlie Morrill (WDFW) noted that the Flex Spill Agreement needs to be incorporated into the FPP. Tom Lorz (CRITFC) noted that the Flex Spill operations are going to be in the 2019 FOP, which is expected to be released in February. Will ask for an update at FPOM on Thursday. Sort-by-Code Request (24:30 29:00) Sort-by-Code request from CSS/SMP was submitted for FPAC review (https://www.ptagis.org/services/separation-by-code/requestdetail/1588/). Unclear how FPAC is going to deal with SbyC requests during government shutdown, given that NOAA and USFWS are not present. Brandon Chockley (FPC) noted that this year s CSS/SMP request is the same as past years, which have been approved for last several years. There is time for some delay in approval but delay will make things more difficult to track as requests pile up. Erick Van Dyke (ODFW) noted that this is a request that has been done for years now, with no changes. ODFW is ok with the request. Approval will be delayed until at least next week. Brandon Chockley (FPC) reminded FPAC that there was a SbyC from the previous meeting. Tom Lorz (CRITFC) will check to verify if previous SbyC request was approved prior to government shutdown. Outflows at Grand Coulee have ranged between 84.9 Kcfs and 103.7 Kcfs over the last week. The Libby Reservoir is currently at elevation 2415.2 feet (1-6-19) and has drafted 0.3 feet over the past week. Daily average outflows at Libby Dam have been 4.0 Kcfs for the last week. Hungry Horse is currently at an elevation of 3537.5 feet (1-6-19) and has drafted 0.9 feet last week. Outflows at Hungry Horse have been 2.8-3.1 Kcfs over the last week. Dworshak is currently at an elevation of 1521.4 feet (1-6-19) and has held steady over last week. Dworshak outflows have been 1.7 Kcfs. The Brownlee Reservoir was at an elevation of 2061.6 feet on January 6, 2019 and has drafted 1.2 feet in the last week. Outflows at Hells Canyon have ranged between 10.3 and 13.6 Kcfs over the last four days.
