Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions The implementation of both components is progressing well and continues to be on track to meeting key development objectives, despite delays in the implementation of some activities. Component 1: Subcomponent 1 (a) on Local level support for improved municipal governance has completed two Municipal Performance Grant cycles (2013 and 2014), the two pending works under the third cycle (2015) are nearing completion, implementation of the fourth and fifth cycles (2016 and 2017) are advancing well (20 of 24 infrastructure works completed in 2016 cycle; and 12 of 20 infrastructure subprojects under implementation under 2017 cycle). The Technical Assistance to Municipalities in Urban Land Use Management and Municipal Finance has delivered tangible improvements in participating municipalities, especially regarding their local revenue generation, and on-the-job support is being extended to enhance sustainability prospects of these results. As for Sub-component 1 (b) National Level Support for Improved Municipal Governance, the central agencies are implementing the activities agreed under their 2017 works plans. Component 2. The drainage rehabilitation works in Beira are progressing well; as of February 2018, 82% of the works had been completed and the plans for commissioning of the system are being finalized. The Technical Assistance to strengthen the capacity of participating municipalities to adapt to climate change, funded by the Nordic Development Fund, is underway. The procurement process for the Green Infrastructure works in Beira, cofinanced by KfW, is nearing completion. The procurement process for the priority drainage works in Maputo, identified based on the sanitation and drainage master plan for the Greater Maputo Area (completed in December 2015) was finalized. Based on the audited financial figures for participating municipalities for 2016, 12 municipalities have achieved their target increases in ownsource revenues for that year. While the rehabilitation of over 11km of inter-connected storm water drainage channels in Beira has already been completed, the area will only be counted as benefitting from reduced flooding when the installation of flood gates is completed in June 2018 and the system can be used to evacuate storm water effectively.
