Experiences made Organization versus Technology Partners have to be on the Same Level (Technology and Thinking) Data has to be interoperable (Harmonization was underestimated) Licensing of the data has to be clear (its preferable when the data is free) Data Provision has to meet the User Requirements (Quality instead of Quantity) A clear task for the Use of the Data is needed (theoretical Use Cases are not sufficient)

Similarities between MDI-DE and INSPIRE Like INSPIRE MDI-DE has to deal with a lot of independent Data-Providers MDI-DE is using the same basic Architecture as INSPIRE The data should be brought to the User by Services One of the goals was to use INSPIRE regulations, guidelines and specifications where ever it was possible. MDI-DE has tried to use INSPIRE for Reporting Obligations such as WFD, MSFD Interdisciplinary provision of data With all these similarities MDI-DE could be looked at as a Test Bed for INSPIRE.

Good governance in the context of spatial data In the political world good governance describes how public institutions conduct public affairs and manage public resources. There is no doubt that characteristics like effectivity, efficiency, accountability, transparency and responsiveness could only be achieved when reliable spatial data is permanently available for political and economic decisions. This is where Spatial Data Infrastructures (SDI) like MDI-DE and INSPIRE come into play.

A few Comments on INSPIRE INSPIRE is to complicated. Even at this stage only a few experts overlook the whole INSPIRE process. For most people INSPIRE is a riddle wrapped up in an enigma. Where is the data? A lot services already have been set up for INSPIRE, but if you look for a specific dataset you can t find it and you don t know where to search. The provision of data is not driven by the needs of the user. At this stage INSPIRE is trying to provide as much data as possible. But quite often it s not the data the user needs.

But Marine Data Infrastructure (MDI-DE) A few Comments on INSPIRE INSPIRE was a big boost for Spatial Data in Europe. Without INSPIRE a lot of people wouldn t have started to think about spatial data and a lot of countries wouldn t be able to provide spatial data. INSPIRE has finished the first step, it has reached the Version 1.0. A lot of people have put a lot of efforts into it, to set up a system as good as possible. But it only could be the first step. INSPIRE has to be a living system which has to evolve according to the requirements of the users.
