Project activities planned for delivery in 2018 are well underway. Notable achievements are as follows: i) LIPI jointly with universities, has conducted coral reef health monitoring surveys in 10 sites; ii) LIPI, as the Licensing Certification Agency for coastal ecosystem monitoring, has successfully issued certificates to 79 surveyors and assessors for two schemes (mangrove and seagrass habitat condition); iii) establishment of sub-national assessment centers was done in four regional offices (TUK in Pari Island, Bintan, Manado and Semarang); iv) Since LIPI launched the Indonesia Coral Reef Health Index in November 2017, LIPI has conducted socialization on the accounting method of health index to the provincial agencies and universities in eastern and western Indonesia; v) On the delivery of demand driven research grant, selection for the first call for proposal was completed, 13 (out of 394 proposal submitted) have been selected and are underway; vi) 4 scholarship students have been sent to international universities to pursue graduate degrees in marine science and policy. Additionally, LIPI as the Licensing Certification Agency for coastal ecosystem monitoring, has successfully issued certificates to 79 surveyors and assessors for two schemes (mangrove and seagrass habitat condition). Progress has also been made on the establishment of sub-national assessment centers in four regional offices (TUK in Pari Island, Bintan, Manado and Semarang). The mission also noted that since LIPI launched the Indonesia Coral Reef Health Index in November 2017, LIPI has conducted socialization on the accounting method of health index to the provincial agencies and universities in eastern and western Indonesia, which was held from February-April 2018 in Jakarta, Bali and Medan. Following higher than expected demand for demand-driven research grants, 13 have been awarded, and LIPI's own research is underway. These are expected to form the basis of published research papers in the future. Overall LIPI is in the process of contracting a Project Management firm to support overall M&E as part of their tasks. Proposed revisions to the GEF financing are: (i) adjusting the PDO to incorporate improved management of priority coastal ecosystems ; (ii) changing the executing agency for GEF activities from MMAF to the Indonesian Ministry of National Development Planning (BAPPENAS), with one of its working units, the Indonesian Climate Change Trust Fund (ICCTF) playing the role as co-executing agency alongside LIPI; (iii) including a demand-driven grants mechanism to support on-the-ground management activities through experienced and established NGOs; and (iv) adjusting and realigning project activities to be consistent with the updated PDO, implementation progress to date, and government priorities including MMAF s strategic and policy frameworks.
