(a) All eempt and noneempt signs shall conform to the standards in the following sections, ecept as otherwise provided herein. (b) Eempt and noneempt signs shall conform to applicable standards in Tables 27, 28 and 29, Sections 1153.18 to 1153.~. (c) Required sign standards provided in Table 28, Section 1153.19 may be modified as provided in Table ;W, Section 1153.U20 provided the conditions specified therein are established and maintained at all times while the sign is established. Shall be amended to read as follows: 1153.12 STANDARDS FOR ALL SIGNS; MODIFICATIONS. SECTION FIVE: Chapter 1153.15 ofthe City of Zanesville's Planning and Zoning Code which reads as follows: 1153.15 SIGN CONTENT. (a) Resemblance to Traffic Devices. No sign shall by reason of shape, color, content or use of lighting be similar in appearance to any traffic signal or traffic sign in a way that may interfere with traffic movement or safety. (b) Obscenity. No sign or display shall contain words or pictures of obscene character or of a character harmful to juveniles, as defmed by Ohio R.c. 2907.01(E) and (F). (c) Permit Number. The sign permit number shall be displayed in a conspicuous place on every noneempt sign. (d) Other Content Restrictions. Content of eempt and noneempt signs shall conform to the requirements of Table 29, Section 1153.20. Shall be amended to read as follows: 1153.15 SIGN CONTENT. [c] May be pennitted as provided under temporary uses in Chapter 1129. [dj Pennitted only after issuance by the Design Review Board of a certificate of appropriateness. [e] Change in copy of a changeable copy sign (including outdoor advertising signs) or face replacement on a sign not involving structural change, a change in any dimension thereof, removal of all or any part of the sign support structure, or any change of use. [f] No sign pennit shall be required for maintenance operations, such as removal and reinstallation of sign faces, that do not involve removal of all or any part of the sign support structure. [g] A sign pennit shall be required for: I. Any maintenance or repair involving removal and reinstallation of all or any part of the sign support structure; or 2. Any structural repair or alteration to the support structure. [h] Decorations or noncommercial messages relating to a holiday period, seasonal, festival or the like.
