To: House Health and Human Services Committee From: Kansas Psychiatric Society Re: Support for Senate Bill 32 Date: March 8, 2017 Representative Hawkins and members of the House Health and Human Services committee, thank you for considering the comments of the Kansas Psychiatric Society in support of Senate Bill 32. For those of you that are not familiar with the Kansas Psychiatric Society, it is a district branch of the American Psychiatric Association whose members have been serving the citizens of the state of Kansas since its establishment in 1942. The Kansas psychiatric Society offers its support for the provisions of Senate Bill 32 as amended that would include "general psychiatry and child psychiatry" for the first time as areas of medicine eligible to participate in the Kansas "Medical Student Loan Act." We applaud the efforts of the Association of Community Mental Health Centers in bringing the critical need for more psychiatrists in Kansas to your attention. The KPS also offers its support for the provisions added by the Senate Committee that creates two funds in the state treasury specifically for medical student loan agreements with individuals who commit to satisfying their loan obligations by practicing or teaching general psychiatry or child psychiatry and residency-bridging loan agreements with medical residents training in general or child psychiatry. Appended to these remarks is a map generated by Kansas Department of Health and Environment, Office of Primary Care and Rural Health, regarding medical professional shortages. This particular map shows mental health professional shortage areas as of September 2016. You will note that 97 of 105 Kansas counties are categorized as mental health professional shortage areas (HPSA) based on geography. Additionally, another three Kansas counties are designated as mental health professional shortage areas based on low-income population, for a total of 100 out of 105 Kansas counties having mental health professional shortages. One Qualifying criteria used by the Kansas Department of Health and Environment to designate a health professional shortage area for psychiatrists is a to have a population to psychiatrist ratio of greater than 30,000 to 1. The federal Shortage Designation Branch calculates a score (0- to 25 for primary care and mental health and 0 to 26 for dental) with 25 / 26 being the highest degree of shortage for each designated HPSA.

ly, included with this testimony is the Kansas Department of Health and Environments "Kansas County Level Health Professional Shortage Designations" which lists in table form each counties HPSA score for the three shortage areas of medical professionals: family practice, dental and mental health. This document is dated December 31, 2016. Of interest to this committee as it contemplates broadening the Kansas medical student loan act for psychiatry would be the fact that in almost every county, the HPSA score for mental health is greater than the other two categories indicating the most critical shortage exists in the area of mental health. On behalf of the Kansas Psychiatric Society I encourage you to consider this legislation favorably and pass it out of this committee for the benefit of the citizens of the state of Kansas.

FEDERAL MENTAL HEALTH PROFESSIONAL SHORTAGE AREAS (HPSA) A health professional shortage area designation identifies an area facing a critical shortage of health care professionals in an urban or rural area; a population group; or a public or nonprofit private medical facility. Qualifying Criteria: To be designated as a Mental Health HPSA, areas in Kansas must meet three criteria: 1. Be a rational service area for the delivery of care. 2. Have a population-to-psychiatrist ratio greater than or equal to 30,000:1. 3. Have Mental Health professionals in contiguous areas that are over-utilized, excessively distant or inaccessible to residents of the area under consideration.
