INTEGRATED COASTAL ZONE MANAGEMENT PROJECT, ODISHA Terms of Reference for posts of Geographic Information System (GIS) Analyst 1. Background: The Government of Odisha in partnership with Government of India has initiated a project to achieve the goal of sustainable utilization of coastal areas without causing any noticeable degradation of its habitats and deterioration of the eco-system and avoid the adverse impact of unplanned and incompatible development. As one of the components of the national initiative through Integrated Coastal Zone Management (ICZM) approach in states like Gujarat and West Bengal, the approach is being piloted in Odisha. This component will include capacity building of the state level agencies and institutions, including preparation of an ICZM plan for the coastal sediment cells that include the stretches of Paradip-Dhamra and Gopalpur-Chilika, including a regional coastal process study, and pilot investments. It has adopted Integrated Coastal Zone Management practices in managing the coastal zone activities. Under Integrated Coastal Zone Management Project, State Project Management Unit (SPMU) has been formed under the Department of Forest and Environment, Government of Odisha which will implement the Odisha component of this national initiative. The project envisages execution through primary and secondary institutions from the State Project Unit to the Community Level Groups 2. Objectives of the Project: The overarching objective of the project is to provide for best longterm and sustainable use of coastal natural resources and for perpetual maintenance of the most beneficial natural environment through full involvement of all the stakeholders through a comprehensive and integrated programme. In order to do so, the underlying objectives of the project include: Building up of the national capacity for implementation of comprehensive coastal management approach in the country, and piloting the integrated coastal zone management approach within the state of Odisha. To build state level capacity to manage coastal zone issues is a necessary complement to the national level capacity building,
given the constitutional division of responsibilities between the state and national governments. The key outcome indicators will be (i) The existence of an appropriate national institutional structure for guiding and coordinating implementation of ICZM approaches, (ii) The number of knowledge benchmarks showing improvement according to end-users of knowledge services, (iii) The number of completed pilot ICZM activities demonstrating cross-sectoral and spatial integration; and (iv) The number of other ICZM Plans initiated to replicate the lessons learnt. The initiatives proposed under ICZM Project, Odisha has following objectives; - Formulation of Integrated Coastal Zone Management Plan for the State - Coastal Erosion and Associated Oceanographic Processes - Vulnerability to Disaster - Biodiversity Conservation - Livelihood Security - Pollution/ Environmental Quality Management - Improvement and Conservation of Cultural/ Archaeological Assets 3. Organization and Implementation Structure: The overall responsibility for project implementation and coordination for the component designed for the state rest with the State Project Management Unit (SPMU) of the Integrated Coastal Zone Management Project which has been established to serve as a coordinating agency. The State Steering Committee (SSC) is the apex body chaired by the Chief Secretary, Government of Odisha while the Principal Secretary, Forest and Environment is the Vice-Chairman. This Committee includes representatives of various implementing departments and civil society. The Project Director of ICZM in State Project Management Unit (SPMU) will act as the Convener of SSC. 4.Job description : GIS Analyst will be responsible for performing GIS duties on standalone GIS projects and provide support to multi-discipline projects as directed by authority. General responsibilities include but are not limited to the following: He/She would be responsible to:
- Create maps and graphs, using GIS software and related equipment - Meet with project data needs, project requirements, required outputs, or to develop applications. - Produce maps, provide web-based mapping support, develop spatial and non-spatial databases, and provide technical support to other GIS staff or team members. - Gather, analyse and integrate spatial data - Compile geographical data from a variety of sources including censes, field observation, satellite imagery, aerial photographs, and existing maps. - Move, copy, delete, and add files, drawings, and maps to output reports in hard copy or electronic transfer. - Customize GIS Data Models, Custom Application Development, Deployment and Integration - Operate Global Positioning system (GPS) devices - Analyze GIS data to identify spatial relationships or display results of analyses, using maps, graphs, or tabular data - Implement GIS maps using ArcGIS Desktop - Perform data conversion for inputting into GIS system - Perform geo-database data entry - Perform tasks as directed by supervisor - Interpret aerial or ortho-photographs - Conduct fieldwork to obtain data for entry into GIS databases - Spatial data conversion, survey data integration, 3D modelling, Satellite Image Processing, Data Cleaning, Digital Image Processing - Respond to the internal requests for GIS support
