Sharing Resources Geoff Mortson esri, Inc. SDI Solutions Team
Key Points Sharing fosters participation and collaboration Metadata has a big role in sharing Sharing is not always easy
Data Sharing is Good for Everyone
GIS Is Already Very Valuable to Government Extensively Used in Many Integrated Applications Agriculture/Forestry Natural Resources Conservation Land Management Pollution Congestion Science/Modeling Defense/Security Biodiversity Water Crime Business Efficiency Energy Oceans Land Use Economic Recovery Urbanization Development Global Warming Public Safety Logistics Humanitarian Relief Population Education Law Enforcement Facility Management Emergency Management Environmental Protection National Security Human Health Improving Planning, Management and Decision Making...... Providing Critical Infrastructure
Data Sharing Has Been a Key to This Success Data.gov A Common Resource Data Clearinghouses Have Improved Access...... But They Haven t Facilitated a Geographic Platform
Data Sharing Results in a Continued Process Supporting Decision-Making Share Discover Improve Apply Evaluate
Geographic Platform
Today GIS Has Gone Mainstream Federal, State and Local Applications Demonstrate the Value... Engaging Citizens, Delivering Transparency and Enhancing Policymaking
GIS Supports Place-Based Policies Increasing the Impact of Government Programs and Projects Targeting Priority Places Coordinating Projects and Programs Agency 1 Developing Coordinated Plans Supporting Integrated Decision Making Agency 2 Agency 3 Watersheds Neighborhoods h Regions Corridors Using Geography and GIS as a Framework for Integrated Problem Solving
Implementing PlacePlace-based Policies Multi--agency Interests Multi Vulnerability Assessment Informed Decisions Place Place--based Reporting
Geographic Platform Supports Crowd Sourcing Engaging Citizens in Spatial Data Collection and Civic Action Observations Conditions (i.e. 311...) Delinquent Behavior Citizen Science Events Opinions and Feedback Systematic Data Collection Every Citizen is a Sensor Empowering Everyone to Participate and Contribute
From Presentation to Interaction Issue Reporting Web Browsers Desktop Mobile Devices Feature Service Citizen Science
A Policy Driven Participatory GIS Is Emerging... A Distributed Network of Systems & Services Location Enabled Applications Transparency & Accountability Performance Measurement Placed Based Approaches Gov 2.0 Citizen Engagement Emergency Response Gov. Gov. Gov. Bus Bus Gov Gov. Citizens Citizens Gov Gov. Academia Academia Gov GIS is Providing a New Shared Platform... Integrating National, Regional, Municipal & Individual Geospatial Knowledge
Data Sharing Example: emergency response Emergency response (hours/days): Effective delivery of emergency services and supplies All sources of information may help Reconstruction (weeks/months): Rebuilding of essential services and infrastructures Continuously evolving decentralized geographic data sources Development (months/years): Planning, development of services to support the society From an unstructured societal contribution of observations to a managed operational framework to support Find Use Combine Collaborate
Where are the data and services? Data sources: Authorative Agencies Social networks: Users as sensors re elevance User generated content Authoritative data Emergency response reconstruction development time ESRI Inc (c)
Web Services and Sharing
Tools for Creating Geospatial Content & Web Services Authoring Standard, d, Open Web Services Services: Map Analysis Locators Custom Author Imagery Globes Data Serve Use Server Desktop IT and Geospatial Community Standards
Governments Create and Share Geo-Services Move from Data Sharing to Creating Shared Services RESTful Services Shared Easily Discovered Geospatial Open Standards d Support Resources Easy to Use Clients Free Application Tools (API s) Services Government Content Open Access to Many New Users & Applications
Platforms Go Beyond Application Silos Service Oriented Architectures a Framework for Integration Web 1.0 Services Oriented Architecture (SOA) Web Client Desktop Client Web Client Mobile Client Interconnected Interoperable Integrative Dynamic Enterprise Service Bus Highest Point Service Highest Point Service Terrain Service Point-to-Point Services Loosely Coupled and Orchestrated Services
Example: Data.gov Geodata.gov existing initiative in geospatial domain Data.gov new initiative to transparent government Data.gov looked at building yet another catalog for data Geodata.gov and Data.gov collaborated Geodata.gov now supplies Data.gov with 270,000+ downloadable datasets through an OGC Web Service
GEO Viewer Haiti Earthquake and Gulf Oil Spill Fuses OpenStreetMap, p, Commercial Imagery, OGC services, ArcGIS.com,... Provides 2-way Twitter Client, Flickr Search, http://geoss.esri.com/geoviewer
Information-Sharing Technologies Authoritative Data High Quality Maps Visualizations Spatial Analysis & Models Rich Applications Geoportal Discover Publish Use Shared Geospatial Resources Services Moving from Data File Sharing to Creating Shared Services... Opening Access to Many New Users & Applications
Metadata and Sharing
What is Metadata? Data about data
Importance of Metadata Protects investment in data Helps users understand data Enables discovery Limits liability Provides evidence of prudent data stewardship Reduces workload associated with questions about data Cuts overall costs
Take Another Look at Metadata Brief Metadata is Sufficient Tagging, Dublin Core, Large User Community: General Users Verbose Metadata is Desired ISO 19139, FGDC Metadata Profiles Limited User Community: GIS Specialist Emergency Responder
Tools for Registering & Discovering Geospatial Content ArcGIS.com Search Engines (Google, Bing, etc.) Data.gov Geodata.gov Internal Registries

Geoportal and Sharing
ArcGIS Server Geoportal Extension Enabling discovery and use of geospatial resources Search and view geospatial resources Manage, publish, and store metadata View live map services Download data
Use Case: I want to find data Solution: Simple keyword Search Spatial search Advanced options for experts Smart matching and ranking Thesaurus Service Search results must be simple to understand yet contain detail for power users
Use Case: I want to make a map Solution: Preview services: ArcGIS Server Map Services ArcIMS Image Services OGC WMS GeoRSS KML Provide integration points for map viewer platforms JavaScript, Flex, Silverlight Java ADF viewer as starting point for domain applications ArcGIS Desktop ArcMap ArcGIS Explorer
Use Case: I want to download data Solution: Provide page with simple choices for: Selecting area Selecting data Setting options Deliver download link through email Based on Geoprocessing Service Extensible in Python
Use Case: I want to know when new data is available Solution: User specifies search criteria Give user link to a GeoRSS feed User subscribes to GeoRSS feed
Use Case: I want to share my resource Solution: Give user choices for sharing: Register servers or services directly Create metadata online Upload metadata Register SDI catalog site for harvesting Support metadata standards: INSPIRE North American Profile Dublin Core
Use Case: Help! I need somebody
Demo Geoportal Extension
Upcoming Webinar
Metadata and its role in sharing Training overview Create metadata using the ArcGIS Server Geoportal Extension web-based based Metadata Editor. Metadata will be published and shared to Geospatial One-Stop (GOS). Participants will use their real content for the exercises, therefore adding new and relevant content to GOS. Trainees will also be shown how to discover geospatial services within GOS. Participants will be exposed to the FGDC service status checker to assess the service availability.
Training Format The technical training will be a three-part webinar consisting of lectures and hands-on exercises The sessions are scheduled for: July 27th, August 3rd and August 10th 1pm 4pm ET / 10am 1pm PT There will be time after the webinar for ESRI to answer follow-up questions and provide additional guidance
Metadata Training Outcomes Metadata and sharing Improved understanding of Metadata and its role in sharing Improved understanding of web services Improved understanding of search and discovery for resources
