Call to Order: The meeting was called to order by Chair Grijalva at 0:07 am. B. Approve Agenda: Correction for the date of the minutes as January 4. On a motion by Zach Wood seconded by Pierre Rivas the agenda was approved, 3-0. C. Correspondence: None. D. 3 Item - Review and recommendation to the Amador County Planning Commission for a variance from Amador County Code Section which requires a 25- foot front yard building setback to allow construction of additions to an existing residence consisting of an attached single-car garage and entry way and a small corner portion of a covered deck area within the front setback. Applicant: Bernie and Ann Erickson (Graham Simmons, rep.) Location: Dangberg Drive; Lot 69, Kirkwood Meadows Unit APN: Item was introduced by Susan Grijalva. KMPUD has submitted a letter related to snow removal with the project. Graham Simmons stated that improved access to the home was the goal of the project. The project has been submitted to architectural review for the subdivision and has obtained preliminary design approval. Bob Weber noted that his lot is across the street from the proposed project and questioned if 25 utility easements existed for all properties in the subdivision. He noted that the utilities for the Erickson lot pass through an easement on Lot 53. Mr. Weber added that the County should review snow removal on the County Road and that the snow removal policy should be fair. Susan Grijalva explained when the KMA subdivision was created only seasonal (summer) access was available as the County does not provide snow removal services in Kirkwood so there was no need for snow storage. It was only more recently, when garages were allowed by the Homeowner s Association that issues developed regarding snow storage. She noted that snow removal is done by KMPUD. Graham Simmons stated that the Erickson lot has sufficient area for snow storage. Pierre Rivas moved to recommend approval of the variance to the Amador County Planning Commission with the following findings:. The location of the garage is the most feasible due to the location of the existing dwelling. 2. Adequate on-site snow storage exists per the letter from KMPUD. 3. The granting of the variance is not a special privilege as several of the lots within the subdivision have garages and driveways within the front setback. The motion was seconded by Zach Wood. The motion passed 3-0. Item 2 Request by KMPUD to recommence previous discussion regarding possible amendments to the Kirkwood Specific Plan s Employee Housing Ordinance by implementing an in-lieu fee program for construction of future employee housing units. Michael Sharp discussed the past efforts to review and reform the ordinance. Nate Whaley and Andrew Strain mentioned overall interest in a collaborative process to review the ordinance. Michael Sharp recommended that the KMPUD board create an adhoc committee that would be specific to the employee housing issue. The committee could review and make recommendation on the employee housing ordinance to TC-TAC. TC- TAC Minutes Page 2 of 3 February, 203 ZW

4 Pierre Rivas questioned if the ad-hoc committee created by the KMPUD would be subject to Brown Act requirements. Michael Sharp noted that the purpose of a KMPUD adhoc would be to create an open forum for anyone to participate. Zach Wood stated that he would volunteer to represent TC-TAC on the committee. After the committee is formed periodic updates on progress may be given during TC-TAC meetings. As conditions that would alter prior analysis and conclusions relating to development under the 2003 Specific Plan have not occurred, the study required under this mitigation measure should be deferred and reviewed next year (and thereafter annually, as appropriate) to determine once development has restarted and thus conditions change such that this study is again warranted. 8 RECEIVED Amador County KIRKWOOD APR PLANNING DEPARTMENT Kirkwood Mountain Resort's Annual Avalanche Forecasting Report and Snow Safety Program Mitigation Measure: 4.ae (COA 32) Continue avalanche forecasting and control program as well as provide annual evaluation. Kirkwood Mountain Resort's (KMR) Alpine Snow Safety Plan, Explosive Use/Storage Plan and 75mm Rifle Artillery Procedure Plan are referenced in Sections 2,3 and 4 respectively in the overall Winter Site Operating Plan that was originally developed in 972 prior to opening the ski area. Each year these sections are reviewed and updated as necessary to reflect any improvement to systems that provide increased safety and efficiency for the snow safety program. KMR's avalanche mitigation procedures have always focused on the safety of the workers first. All avalanche staff is equipped with the latest state-of-the-art avalanche beacol)s, avalanche search and rescue gear, and proper protective clothing to enable employees the safest possible work environment. KMR has also introduced avalanche workers with backpack airbags that, when deployed, keep the worker on top ofthe snow when trapped in an avalanche. It is anticipated that the air bags will soon become standard equipment for all avalanche workers. Anemometers at various locations on the mountain provide real time wind speed and direction information for predicting areas of snow accumulation and for monitoring of other wind related hazards. KMR complies with all BATF, CalOsha and USFS rules and regulations for the storage and handling of explosives. All avalanche team route leaders are CalOSHA licensed blasters with at least one trained partner as part ofthe team. The mountain is not opened until the avalanche hazard has been minimized to the greatest extent possible. The snow and weather conditions are continually monitored during the course of the day, and if conditions deteriorate to an unsafe level, areas of the mountain may often close until the hazard is ameliorated. The 20/202 season posed challenges more due to a lack of snow rather than an abundance. After a very dry December, the resort finally received enough snow by January 2 to open the entire mountain. It wasn't until the month of February, however that we began to see more regular snowfall with good skiing and more of an avalanche hazard that needed attention. There were 24 days of snow safety operations on the mountain at KMR. The official season snowfall totaled approximately 250 inches as measured by the Kirkwood Ski Patrol. There were many days that the resort was open during snow-storms with various degrees of avalanche hazard present at different areas of the mountain. KMR's system of opening and closing areas in conjunction with avalanche mitigation practices allowed for another relatively safe year of operation at the resort.

9 We did have one avalanche incident that resulted in injury in Sentinel Bowl on March 3. During a snow storm 2 men were caught by a natural release from above in a remote area of open terrain. Neither man was buried but one of the men was swept into trees where he sustained injury. Since we could not be certain that others were not buried in the snow slide, a Stage Search and Rescue was conducted utilizing Kirkwood Ski Patrol, resort employees and volunteers. No people were found buried in the slide. Another Stage Search and Rescue was performed on March 27 on the Sunnyside ski run accessed from the Lookout Vista T-Bar. Following a 6" snowfall of relatively light snow, a skier triggered a class 2 slide mid-day after the spring heat had made the snow heavy. Since the witnesses could not be celiain nobody else was in the slide, an S&R of similar magnitude to the March 3 search commenced with nobody discovered buried. Significant proficiency and professionalism were exhibited during the above described avalanche accidents. The speed and efficiency of the searches are a testament to the training and skill of the ski patrol staff. The addition of a dedicated "snow scientist" hired from within the ski patrol department continues to provide a good understanding of the snow pack and allow for better informed avalanche forecasting. The snow scientist dedicates a portion of each day specifically to this end. KMR conducted only 3 firing missions with the 75mm recoilless rifle during the 202 winter season and the use of the weapon has now been terminated. The use of a 75mm recoilless rifle as an adjunct to explosive hand charging for snowpack stabilization began in 972. The 75 mm ammunition was very old and became unreliable, so for this reason, the US Army mandated the decommissioning of this weapon. Nearly every avalanche program in the United States that uses artillery has adopted the M 0 A Howitzer as the preferred weapon. The Avalanche Artillery Users of North America Committee (AAUNAC) has acquired several reconditioned Howitzers and is keeping them securely stored and maintained at an Army Depot in California. Prior to the start of the 2023 season, KMR had already completed a new gun mount within a building and had several trained staff ready to utilize the new weapon system.
