21 AUXCOMM Training Course Goal Provide instruction to the Auxiliary Emergency Communications (AEC) volunteers so that their individual and organizational efforts/expertise are properly integrated into the public safety/service communications support environment: At incidents Within the emergency management structure (Emergency Operations Center (EOCs), etc) Supporting communications with other organizations (Red Cross, Salvation Army, etc)

22 AUXCOMM Training Course Purpose Educate the AEC Communicator on how to work in an EOC environment. Standardize basic back-up emergency communications procedures that can be used either within a state or between states. Educate volunteers on how to work closely with the public safety community so that communications between the two will be interoperable.

26 Statewide RACES Test Cooperation between ARES & RACES In counties with no RACES group, ARES was asked to assist with the semi-annual statewide RACES Test Goal is to establish lines of communication between each county EOC and the state EOC (W9SEM) First ever cooperation between RACES and ARES for the statewide test Coordinated by Don West, W9DEW, Director of Communications for IN DHS, and Joseph Lawrence, SEC

27 TCARES was asked to provide communications for the RACES Test for Tippecanoe County Thanks to all who participated in the coordination net Special thanks to: Statewide RACES Test KC9QVF: Made contact with W9SEM on 80m & 40M KP4CI: Made contact with W9SEM via IRLP on the W9YB 2M repeater (also monitored net on EchoLink) Contact also made with W9SEM via 2M FM voice on MHz simplex, and PSK31 on 80M W9TCA call sign used for this net (No personal calls)

42 Severe Weather Reports Must meet certain criteria Must be eye-witness reports May be first-hand report from a non-ham to you Must be accurate, detailed, and timely Are NOT weather reports from other sources (scanner, broadcast radio, TV, other SKYWARN nets, etc.): May be useful for situational awareness (under NCS control) Not passed to the NWS (critical to avoid unwanted verification) Low priority when first-hand reports are active

44 SKYWARN Operations Plan National Weather Service Support Plan for Tippecanoe County ARES (OP PLAN 100) Every ARES member should be familiar with this document, and Have a printed copy of it handy It details how Tippecanoe County ARES works in cooperation with the NWS and Central Indiana SKYWARN to relay spotter reports accurately, timely, orderly, and in a professional manner.

46 SKYWARN Net Conditions ARES Net Condition 4 Automatic when a WATCH is issued No net will be initiated (under most circumstances) Weather Radio announcement should make everyone aware of the threat condition WIRES repeater will periodically announce the WATCH

47 SKYWARN Net Conditions ARES Net Condition 3 Authorized by EC/AEC under a WATCH when severe weather will likely threaten Tippecanoe County Directed net to prepare for likely warning ARES Net Condition 2 Automatic when a WARNING is issued Any available NCS should start a SKYWARN net immediately No time to waste a WARNING means that we should have a SKYWARN net up and running with an NWS Liaison active
