1 TOWN OF BASALT SNOW MANAGEMENT PLAN
2 Introduction Snow management in the Town of Basalt is the responsibility of the Department of Public Works. The overall goal is the restoration of clear, passable pavement surfaces as soon as possible after every snowfall. An effective transportation network is vital to the economic well being of the Town. However, it must be understood that our mountain weather can create hazardous conditions at any time during the season that may, at a moments notice, change the format in which this plan is implemented. This manual describes methods and procedures of the Department of Public Works and is a guide for all Town employees. Each of our operators will carry a copy of this manual and its emergency contact numbers in case of emergency situations. Training sessions and refresher courses will be provided periodically. Policy Guidelines 1. After hours call-out of all PW staff will commence when 2 inches of snow accumulates on the ground and it is still snowing. 2. The snow will be plowed and removed where possible in downtown parking areas rather than only plowing the curb line. 2. Public right-of-ways will be maintained on the priority basis outlined in the Snow Management Plan. 3. Town personnel will respond at the highest priority to any situation jeopardizing public safety.
3 4. Private property will not be sanded or plowed unless an emergency exists or it serves the interest of the public. 5. Vehicles which impede plow operations will be towed by the Town of Basalt Police Department upon the request of the plow operator. 6. Agreements may be made with Eagle and Pitkin County or the Colorado Department of Transportation to mutually benefit agencies engaging in snow management operations in the Town. 7. This Snow Management Plan will be reviewed on an annual basis and updated as required. The last update is 10/5/17 Plan Operation The purpose of this plan is to provide guidelines for reducing hazardous road conditions and accidents, to maintain the capability for quick response by fire, police, and other emergency personnel, minimize disruption to the community and maintain the effectiveness of the Town s road system. The following priorities have been established to accomplish the objectives of the Snow Management Plan. Priority 1 - Major arterials necessary for public safety and transportation. Priority 2 - Secondary roads that have little public travel. Priority 3 - Snow shoveling areas.
4 The weather in Basalt is unpredictable, which requires a flexible approach to the application of this plan. The judgment of public works personnel will, at times, determine how this plan is applied. 5 3(c) Personnel Responsibilities The supervision of the Snow Management Plan is ultimately the responsibility of the Assistant Public Works Director. The execution of the Plan is a cooperative effort of all members of the Public Works Department. Equipment Operators Operators have the responsibility for checking their equipment, and seeing that it is mechanically ready and safe for operation. On CDL required equipment this includes a pre and post trip inspection filled out in the vehicles JJ Keller booklet. They are also responsible for repairs in the field, depending on the conditions encountered. As well as washing vehicles of mag and dirt. Snow Shovelers Snow shovelers have the responsibility of manually clearing all municipal walkways, stairs, and other public areas which cannot be accomplished with heavy equipment. 4 (c) Plow Directions Midland Avenue Hillside Drive Plowed to center or ends of parking areas depending on depth. Removed to snow storage at west end of Midland Spur, South of Two Rivers Road. Additional snow storage at Old Pond Park. East Plowed to north side of street. West plowed north to end driveway then pushed south.

7 - Underpass at Basalt Ave. and Hwy 82 -Sidewalks and entrances to Town Hall -Stairs around Lions Park -Steps and porch at PW Shop -Basalt Ave. to Basalt Store and Roundabout over 7-11 bridge -Stairs between Midland Avenue and Homestead- Lucksinger -Islands on Midland Ave., Elephant ears -Stairs by Habitat for Humanity -Single path on both sides of Midland Avenue -Around Lions Park -Pueblo Bridge -Cottonwood -River Cove -Swinging Bridge Lane -Two Rivers Rd. from Midland (both sides) to Cottonwood - From Two Rivers Rd. across 7-11 bridge to Basalt store -Two Rivers Rd. from Guido s drive to Cottonwood use pickup - Riverside Drive from Pueblo Bridge to top of bike path by Kilns at Arbaney Park entrance use pickup. - School Street from Two Rivers Rd. to top of berm by tennis Court, use pickup to tennis Ct. - Berm Trail - Midland Ave. Bridge and trail to Post Office - Frying Pan Trail use a pickup - Southside Drive (High School Trail) - Sidewalk around Southside Park -Trail from E. Fiou Ln to Alexander Ln (Southside) - Arbaney Park (around pool) - Path from pool to school -Trails in Willits Park and Soccer Field -Willits Trail - Pocket Park (Between East Valley Rd. and Whole foods parking lot) -All sidewalks on undeveloped property -Shining Mt. Laundry and mech. Room entrance and stairs (do not need to do upper deck)
8 Snow Storage Areas - Midland Spur west end, South side of Two Rivers Road - Arbaney Park parking lot - Old Pond Park parking lot - Upper back part of cemetery Drainage -All drainage starting at the lower end of Midland Ave by the Library, or lower toward river, will be cleared by hand if necessary, and working up hill always. - Remainder of Town after downtown drainage is flowing. - Original Rd. at Hwy Homestead & Two Rivers Rd. - Sopris & Cedar - Bottom of Spur - E. Valley Willits - bank - Side streets in Elk Run - Park - Elk Circle - Ptarmigan - Lauren Ln Sopris Drain Rocks on Roadway - Two Rivers Road - Frying Pan Rd. - Cedar Dr. - Original Rd. - Hillcrest - Anywhere else by chance during wet periods of precipitation or when a freeze thaw condition occurs.

The sand will be removed rather than swept to the sides of the streets. The Public Works Coordinator will initiate street clean up after what is believed to be the last significant snow of the season. Article IV; Section Removal of Snow or Ice It shall be unlawful for any owner or occupant of any lot, block or parcel of ground within the Town, or any agent in charge of such property, to allow any snow or ice to accumulate or remain upon any sidewalk alongside such property longer than twenty-four (24) hours from the time of the last accretion of such snow and ice. Town personnel will remind private property owners, as necessary, of their responsibilities regarding snow removal. Including citizens should not plow snow into streets and the removal of snow around fire hydrants.
