3 Unaccounted For Energy occurs for a Settlement Area when: Injections (-) Generation + Imports Withdrawals(+) Loads + Exports + Losses (SE Loss) Generation sa + Imports sa + Loads sa + Exports sa + Losses sa = Unaccounted For Energy sa
4 Unaccounted For Energy: Unaccounted For Energy The difference between Generation, Export, Import, Load, and Losses within a Settlement area. (Gen and Imp are negative # s) Based on submitted meter values by meter agents. Two methods to resolve Unaccounted For Energy are the use of a Top-Down Load (TDL) by the Market Participants and Calibration applied by SPP.
5 What is Calibration Generation sa + Imports sa + Loads sa + Exports sa + Losses sa = Unaccounted For Energy sa Calibration is the method used to distribute Unaccounted For Energy to the loads however those terms are used interchangeably Calibration is applied to Load Settlement Locations within a Settlement Area by load ratio share. It is the Meter Agents/Market Participants responsibility to submit timely and accurate meter data. Since Calibration is based on Actual meter submitted values, FSE treatment does not affect calibration. Section in the protocols contains processes to calculate and apply calibration (Unaccounted for Energy).
6 Settlement Area with TDL Generation sa + Imports sa + Loads sa + Exports sa + Losses sa = Unaccounted For Energy sa If there is a TDL: The meter value submitted by the TDL is just another input to the Load part of this calculation The meter value submitted for TDL will be based on a calculation instead of actual meter value. The meter value submitted for TDL contains losses which is Adjusted to remove the losses within the settlement caclulations.
7 Settlement Area with TDL Generation sa + Imports sa + Loads sa + Exports sa + Losses sa = Unaccounted For Energy sa SPP uses the State Estimator to calculate these losses
8 Settlement Area with TDL This example shows a Settlement Area with Load L1 designated as a TDL. SL MW Qty E2 30 L2 20 G1-100 G2-50 I2-50 L1 Calculates and submits: 150 L1 Adj Meter (sub SE Loss) 130 SE Loss(SPP Calculated) 20 Calibration 0 Load L2 +20mwh Settlement Area SE Loss = +20mwh Export E2 +30mwh Gen G1-100mwh Gen G2-5omwh Load L1??? Import I2-50mwh All other settlement locations submit actual meter values, Load L1 calculation results in 150 MW Settlements calculations adjust the Load L1 150 MW by subtracting 20mwh of SE Loss giving Load L1 and adjusted meter value of 130 MW which is what the MP would be charged. Allows MP to account for load that is not metered in a Settlement Area. When calculated correctly, Unaccounted For Energy will be zero.
9 Settlement Area without a TDL If Load L1 is not a TDL, then actual meter value is submitted. SL MW Qty E2 30 L2 20 G1-100 G2-50 I2-50 L1 130 SE Loss 20 Calibration 0 Load L2 +20mwh SE Loss = +20mwh Export E2 +30mwh Settlement Area Gen G1-100mwh Gen G2-5omwh Load L1 +130mwh Based on ALL meter locations and SE Loss being accurate submitted, Load L1 would have an actual meter of 130 MW. Requires all Generation, Loads, Imports, and Exports to be metered and accurately submitted within the Settlement Area. Import I2-50mwh
10 Calibration Example Unaccounted For Energy or calibration is calculated from meter values for ALL Settlement Locations within each Settlement Area. Generation sa + Imports sa + Loads sa + Exports sa + Losses sa = Unaccounted For Energy sa SL Submitted MW Qty E2 29 L2 21 G1-100 G2-50 I2-50 L1 129 SE Loss 19 Unaccounted For Energy -2 Load L2 +21mwh SE Loss = +19mwh Export E2 +29mwh Settlement Area Gen G1-100mwh Gen G2-5omwh Load L1 +129mwh Import I2-50mwh The actual cause of calibration can be difficult to determine and can be due to numerous issues but the end results in Unaccounted For Energy that must be accounted for and allocated. In this example, 2MW will be applied to L1 and L2 submitted meter value based by load ratio share to give an adjusted meter value.
