1 Testing and Reprting Requirements fr LED-based Hrticultural Lighting Versin 1.0 Effective Octber 18, 2018 Hrticultural lighting prducts using LEDs must cmply with the prvisins f this dcument t be eligible fr listing n the DLC Slid-State Hrticultural Lighting Qualified Prducts List ( Hrticultural QPL ). Prducts eligible fr DLC qualificatin must be cmplete LED light fixtures. That is, they must be electrmagnetic radiatin-generating devices analgus t luminaires as defined by ANSI/IES RP-16 sectins and Definitins Unless therwise nted, DLC plicy nmenclature directly references the definitins frm the American Sciety f Agricultural and Bilgical Engineers (ASABE) ANSI/ASABE S640: Quantities and Units f Electrmagnetic Radiatin fr Plants (Phtsynthetic Organisms), and, where applicable, the Illuminating Engineering Sciety (IES) ANSI/IES RP-16: Nmenclature and Definitins fr Illuminating Engineering, with key deviatins r interpretatins nted. Each mentin f the term LED device in this dcument is meant t reference LED packages, mdules, r arrays. Eligibility Only prducts designed and intended t perate with standard Nrth American nminal AC line vltages are eligible fr DLC qualificatin. The fllwing are further eligibility rules fr hrticultural lighting prducts: Prducts that are lamps (analgus t RP-16 sectins and ), light engines (analgus t RP-16 sectin ), r identified as retrfit kits intended t replace the light surces r ther structures within an existing fixture, are nt eligible. Fixtures that incrprate light surces ther than LED, whether as sle-surce r as LED-hybrid fixtures, are nt eligible. 2 Fixtures that emply externally-supplied active cling systems, including circulating-liquid and ducted frced-air, are nt eligible. Thse that incrprate internal active cling systems that can be measured via standardized fixture test prcedures, such as n-bard fans, are eligible. 4 Phtn Flux, Far-Red (PF FR ), (µml/s) This is the utput f the prduct ver the far-red band defined by ANSI/ASABE S640 ( nm). This metric is an integrated value fr the entire device, and cntains n spectral r directinal infrmatin. This metric is a reprted field nly. The DLC Hrticultural QPL reprts n the ttal flux f this 100nm-wide band separately fr end users infrmatinal needs. Spectral Quantum Distributin (SQD), (µml/s/nm) This is the distributin f phtn flux per phtn wavelength ver the phtsynthetic and farred range f wavelengths defined by ANSI/ASABE S640 ( nm). This distributin is measured and reprted as integrated in all directins frm the device, and cntains n granular directinal infrmatin itself. The DLC requires an image f this distributin t be submitted with hrticultural lighting applicatins. The image must be in a.jpg graphical file frmat, at a size f 300x300 pixels. This image is accessible t users n the QPL via dwnlad. Phtsynthetic Phtn Intensity Distributin (PPID), (µml/s/sr) This is the distributin f PPF intensity per unit slid angle leaving the device. This distributin is measured and reprted as integrated fr all wavelengths acrss the nm range leaving the device, and cntains n spectral distributin infrmatin itself. The DLC requires an image f this distributin t be submitted with hrticultural lighting applicatins. The image must be in a.jpg graphical file frmat, at a size f 300x300 pixels. This image is accessible t users n the QPL via dwnlad. Efficacy: The DLC requires testing and reprting f Phtsynthetic Phtn Efficacy (PPE), which is the utput f the fixture ver the specific range f wavelengths defined by ANSI/ASABE S640 fr PPF ( nm), divided by all electrical input watts t the device, including any ther ancillary lads (cntrllers, sensrs, cling fans, etc.). All prducts are required t have a PPE f 1.9 µml/j. In bth initial applicatins and surveillance testing, the DLC allws an abslute tlerance f -5% t this threshld value. The result f this plicy is the DLC s acceptance f any test reprt shwing an efficacy f 1.81 μml/j r higher, and the disqualificatin f any prduct, either at initial applicatin r in pst-apprval surveillance testing, with a test reprt shwing an efficacy less than 1.81 μml/j, at any pint in the prduct s specified perating vltage range. All evaluatins f this measurement will be runded t the secnd decimal place. While, in general, family gruping appraches are nt allwed fr hrticultural lighting prducts (i.e. prducts must all have their wn testing), limited variatins fr alternate drivers are allwed within the same prduct listing. If the prduct cntains multiple drivers, is available with multiple drivers specifically fr the capability f perating at multiple input vltages, r uses varius drivers fr supply channel flexibility: All driver spec sheets must be prvided. 5 Fr each unique driver used, manufacturers must prvide electrical testing t demnstrate which driver variatin results in the verall wrst-case efficiency (and therefre efficacy) when at full designed perating pwer, as well as which variatin results in the verall wrst-case pwer quality (Ttal Harmnic Distrtin, current r THDi, and Pwer Factr). This testing shall include the input current and wattage, the utput vltage, current, and wattage, and the THDi and PF, fr each driver, at each nminal input vltage. In-huse (i.e. nn-accredited lab) bench-tp electrical testing is sufficient fr demnstrating the driver efficiency at the applicable lading cnditins and at the applicable input vltages. Frm this electrical characterizatin testing, the prduct and cnditins representing wrst-case efficacy must underg frmal whle-fixture testing by an accredited lab. Drivers that result in explicitly different nminal perfrmance are nt allwed variatins within a single QPL listing (fr example, if a driver change results in substantively (determined at the DLC s discretin) different flux utput r wattage cnsumptin by the prduct). These changes require testing and submissin f each versin f the prduct, as well as distinct mdel numbers. Lng-Term Perfrmance: The DLC requires the fllwing perfrmance items t characterize the lng-term perfrmance and reliability f the device: Flux Maintenance, PPF and PF FR This is a characterizatin f the ability f the device t maintain its utput within the given ranges ver time. Given that device utput f interest is measured in quanta f phtns, and nt in lumens, the DLC is using the general engineering term fr quanta, Q, instead f the mre-familiar L prefix used within general illuminatin applicatins. The DLC requires either LED device-level r whle-fixture testing and prjectins in accrdance with the (LM and TM-21) r (LM-84 and TM-28) industry standards sufficient fr a Q 90 f 36,000 hurs within the PPF range ( nm). This evaluatin result is based strictly n the value shwn in cell I42 f the ENERGY STAR TM-21 calculatr r cell I45 f the ENERGY STAR TM-28 calculatr, when the rest f the spreadsheet is filled ut crrectly. The flux maintenance pint is set at a 10% reductin frm initial prduct utput due t the increased sensitivity f plant metablism t reduced flux. While human visin can tlerate a 30% lss f utput acrss a fixture s life (the intent f the L 70 extraplatin), the reduced plant grwth resulting frm reduced flux is a significant factr in end users ecnmic calculatins. All TM-21 r TM-28 prjectins must be made at the maximum envirnmental temperature n the fixture s specificatin sheet. See ISTMT infrmatin belw fr additinal details. 6 The DLC requires testing and prjectins t reprt Q 90 fr the PF FR range f nm, but des nt make determinatins r qualificatins based n this data. Please see a descriptin f PFM FR -specific testing requirements in the sectin belw, titled Fr fixtures using multiple types f LEDs. T supprt PFM P and PFM FR prjectins, LM / LM-84 infrmatin must be prvided fr bth the nm and the nm range. Fr applicants wh decide t use the LM-80 / TM-21 apprach, the DLC allws qualificatin f prducts that have LM-80 data frm histrical testing in differing units than desired fr PPF maintenance prjectins (namely, relative percentage degradatin in μml/s), fr applicatins submitted the first 12 mnths f the prgram (prir t Octber 15, 2019). Data are currently accepted if stred frm histrical tests as radimetric pwer r lumens, with apprpriate cnversin factrs t PPF based n the measured SQD f the device. Data in ther units will be addressed n a case-by-case basis as needed, and applicants will be expected t give detailed technical justificatins. Applicants intending t use data in ther units are asked t cntact hrticulture@designlights.rg t ensure expedient prcessing. Fr the abve prvisinal paths t be utilized by applicants, bth apprpriate SQD testing f the LED device (fllwing prvisins f LM- 85) and cnversin frmulas must be prvided. Any prducts qualified using alternative LM-80 data are designated as prvisinally qualified n the QPL. Prducts initially qualified using this prvisinal apprach will be allwed t update their listings t remve any caveats by submitting actual data whenever it becmes available. Beginning in Octber 2019, all new prduct submissins using the LM-80/TM-21 apprach will be required t prvide LM-80 data in apprpriate (PPF) units. Prducts qualified with nn-ppf units during the Octber 2018 September 2019 prvisinal perid will have until April 2020 t update their listings with actual PPF maintenance data, r will be delisted. Prducts may nt be qualified and listed n the QPL withut lng-term perfrmance data fr flux degradatin. Prducts which use LEDs fr which n LM-80 data are available, in any units, are required t underg LM-84 testing fr TM-28 prjectins. In-Situ Temperature Measurement Testing (ISTMT) must be cnducted and prvided fr the httest LED in the fixture, and LED-device level drive current must be reprted. ISTMT testing must be cnducted and reprted in the same manner as thermal testing fr safety purpses. Specifically, applicants must characterize the perating temperature f the LED at the fixture s highest rated ambient temperature. 7 safety testing fr measuring and prjecting perating temperatures generally. Fr example, if a fixture is rated fr peratin at 40 C ambient, ISTMTs are nt accepted if they nly shw the temperature f the LED when measured during a 25 C ambient cnditin. In this example, apprpriate steps, as defined by the thermal prtins f the relevant safety standards, must be taken t characterize the LED perating temperature when the fixture is in a 40 C ambient envirnment. Fr fixtures using multiple types f LEDs: LM-80 reprts (if being used instead f whle-fixture LM-84 data) must be prvided fr each type f LED device present in the fixture. Type f LED refers t bth the nminal utput f the LED device, as well as the manufacturer f that LED device. Fr example, a fixture incrprating fur different LEDs, with nminal emissins f 440nm, 660nm, 730nm, and a 5000K white, is required t prvide fur LM-80s and assciated infrmatin fr TM-21 prjectins, crrespnding t each f these nminal designatins. Sme limited crss-applicability f LM-80 data is allwed within phsphr cnverted white LEDs f the same series; see LM-80 applicability infrmatin belw. ISTMT testing must be prvided n the httest f each f the LED types (Fr example, the httest blue, white, and red LED in the fixture, respectively). Maximum drive current must be reprted fr each f the LED types. Fr PFM P ( nm), each LED type present in the fixture that has at least 25% f its per-device flux in the PPF range must independently meet the Q 90 36,000 hurs requirement, as shwn by a TM-21 calculatin. The DLC des nt require device-level SQD data frm submitters, and will largely accept (while reserving the right t request explanatin) submitters descriptins f a device s relative PPF flux. The DLC reprts the minimum PFM P value ut f all submitted values n the QPL. The DLC will require calculated PFM FR fr all fixtures with a PF FR utput that is equal t r greater than 5% f the fixture s flux frm nm. Fr PFM FR ( nm), each LED type present in the fixture that has at least 25% f its per-device flux in the PF FR range must reprt its Q 90 duratin in hurs. The DLC des nt require device-level SQD data frm submitters, and will largely accept (while reserving the right t request explanatin) submitters descriptins f a device s relative PF FR flux. The DLC reprts the minimum PF FR Q 90 prjectin ut f all submitted fr each LED type present in the fixture n the QPL. There is n threshld perfrmance requirement acrss this far-red range: it is a reprted value nly. LM-80 applicability: fr phsphr-cnverted white LEDs within the ANSI nminal chrmaticity range, the DLC fllws the ENERGY STAR Requirements fr the Use f LM- Testing and Reprting Requirements fr LED-based Hrticultural Lighting V1.0 Effective Octber 18, 2018 Page 7 f 13

8 80 Data published Octber 2016, as the DLC des in its SSL General Illuminatin Prgram. Fr narrw-band emitters (i.e. LEDs targeted at a particular wavelength like red, blue, green, etc.), the DLC requires an LM-80 fr each distinct nminal prduct ffered by an LED device manufacturer. Warranty The warranty must cver the cmplete fixture fr a perid f at least five years. Warranties that nly cver certain cmpnents f the fixture are nt sufficient t meet the requirement. Warranty statements are reviewed n a case-by-case basis and the DLC reserves t right t seek additinal clarificatin if necessary. Driver ISTMT Applicants must supply a technical specificatin sheet fr the driver they use in their prduct, shwing the lifetime f the driver based n perating temperature and the temperature measurement pint (TMP) fr mnitring the perating temperature f the driver. In-situ temperature measurement testing must be cnducted, and a reprt must be prvided with the applicatin shwing an perating temperature cnsistent with the driver spec sheet infrmatin and demnstrating that the driver will have a lifetime f at least 50,000 hurs when perating at r abve the highest rated ambient temperature n the fixture s specificatin sheet. As nted in the ISTMT descriptin within the flux maintenance sectin, driver ISTMTs must be cnducted and reprted in the same manner as thermal testing fr safety purpses. Specifically, applicants must characterize the perating temperature f the driver at the fixture s highest rated ambient temperature. This must be dne in accrdance with acceptable prcedures frm safety testing fr measuring and prjecting perating temperatures generally. Fans Prducts that emply n-bard cling fans must prvide a technical specificatin sheet fr each fan type emplyed in the prduct. The fan specificatin sheet must specifically state the lifetime f the fan and a reference perating temperature rating fr that lifetime claim. The lifetime must be at least 50,000 hurs, at an envirnmental temperature at r abve the fixture s highest rated ambient temperature. 9 Electrical Perfrmance/Pwer Quality: The DLC requires the testing and reprting f the fllwing t characterize the electrical perfrmance f the device: Pwer Factr Prducts must have a measured pwer factr f 0.90 at any rated input vltage and maximum designed utput pwer. Ttal Harmnic Distrtin, current (THDi) Prducts must have a measured THDi f 20% at any rated input vltage and maximum designed utput pwer. Fr prducts with driver variatins, including input vltage variatins, electrical testing f each prduct must be perfrmed, sufficient t characterize the pwer quality f each driver, at its applicable nminal input vltages and maximum designed utput pwer. Wrst-case variatins identified must be tested in an accredited labratry. Characterizatin testing may be dne n an in-huse r benchtp set up fr practical simplicity, and results must be dcumented and included in the applicatin materials. Safety: The DLC requires prducts t be apprpriately safety certified by a relevant safety certificatin bdy in the United States r Canada. Specifically, prducts must be certified by an OSHA NRTL r SCC-recgnized bdy t a set f safety requirements and standards deemed applicable t hrticultural lighting prducts by that safety rganizatin. As an ANSI-accredited safety standard fr hrticultural lighting prducts des nt currently exist, the DLC will remain in cntact with relevant safety rganizatins t understand hw they are certifying these prducts and t ensure that certificatins are in accrdance with thse bdies relevant practices. If an ANSI-accredited safety standard fr hrticultural lighting des becme available after these requirements are published, the DLC intends t require certificatins specifically t that standard fr new applicants nly after cnsulting with safety certificatin bdies t ensure the industry is ready t meet end user vlume needs. Fr illustrative and reference purpses, practices f acceptable safety rganizatins are described belw: UL UL has defined a preliminary Outline f Investigatin (OOI), currently identified as UL 8800, fr the review and certificatin f hrticultural lighting prducts. Device manufacturers wh use UL fr safety certificatin purpses are required t be listed n the UL Certificatin Directry under the designatin IFAU. ETL/Intertek ETL has defined an internal set f guidelines fr certifying hrticultural fixtures. Althugh there is nt a reference number fr ETL s guidelines, they generally harmnize with UL 8800, with minr additins. Device manufacturers wh use ETL fr safety certificatin are required t be listed n the ETL Certificatin Directry, specifically as Hrticultural Fixtures. 10 CSA Grup CSA Grup has generated a List f Technical Requirements (LTR) fr hrticultural lighting equipment prducts in Canada, which are publicly accessible. The LTR prvides certificatin guidance used t evaluate prducts fr safety cmpliance t Canadian Electrical Cde, Part 1, by directly referencing applicable published Canadian standards. The cmbinatin f the CSA LTR and UL OOI UL 8800 facilitates a harmnized prduct safety certificatin. Device manufacturers wh use CSA fr safety certificatins are required t be listed under CSA Grup's Classes defined fr hrticultural lighting equipment in Canada and the US. TÜV SÜD TÜV SÜD has defined an internal set f guidelines fr certifying hrticultural fixtures. Althugh there is nt a reference number fr TÜV SÜD s guidelines, they generally harmnize with UL Device manufacturers wh use TÜV SÜD fr safety certificatin are required t be listed n the TÜV SÜD Certificatin Directry, specifically as hrticultural lighting equipment. Other safety rganizatins The DLC will wrk with ther safety rganizatins t understand their rules fr hrticultural prducts as necessary. T be added, safety rganizatins shuld cntact hrticulture@designlights.rg. Special Cnsideratins fr Spectrally Tunable Devices Spectrally tunable prducts (thse with varying utput channels beynd simple, single-axis dimming f the whle prduct) are eligible with the fllwing cnditins: The threshld-qualifying state t be tested must be the manufacturer-designed state with the highest pwer cnsumptin ( maximum pwer ). This may r may nt be the same as an all channels n cnditin, since fixtures may nt be designed t use all their channels simultaneusly. Test reprts must specifically state that the prduct is perated in this maximum pwer mde during the testing, with a descriptin f the cntrl narrative t ensure that the pwer state is at its maximum designed level. In additin t the maximum pwer cnditin, prducts must perfrm PPF testing fr each cntrl channel, in which the channel under test must be set t the maximum designed utput, while all ther channels must be set t their minimum designed utput fr this state. The test reprt must present an identifying name f this channel and setting, the PPF ( nm ttal with three, 100nm-wide bins ), PF FR ( nm), fr each f the single-channel scenaris, and a descriptin f the cntrl narrative t achieve each setting. Fr each channel tested, a crrespnding graphic fr the SQD prduced in that setting must be prvided in the applicatin. The utput f each specific channel testing is displayed n the DLC Hrticultural QPL, with the per-channel test utcmes shwn alngside thse f the maximum pwer state, alng with identifying infrmatin fr each setting. These data are intended t supprt standardized cmmunicatin f infrmatin abut the prduct s spectral tuning range, aiding prduct selectin and user acceptance. 11 Prducts must prvide user-facing dcumentatin narrating the cntrl prtcl and input parameters emplyed in cntrlling the utput. Fr PFM P and PFM FR evaluatin: Prvisins fr prducts utilizing multiple types f LEDs (abve) must be fllwed. ISTMT testing must be prvided n the httest f each f the LED types. Fr each unique LED type, ISTMT testing must ccur at the perating mde that prduces the highest perating temperature in the fixture, fr this LED type. The DLC asks any submitters cnsidering LM-84-based maintenance testing n a spectrally tunable fixture t cntact hrticulture@designlights.rg t discuss their prpsed testing pattern t ensure a successful utcme. Tlerances Except n PPE, where tlerance is specifically nted t be -5%, measurement tlerances in fr hrticultural lighting prducts directly mimic the requirements in the DLC prgram fr SSL General Illuminatin. Specifically: There is a tlerance n all ISTMT measurements f 1.1 C r 0.4%, whichever is greater, fr all thermal measurements. There is a tlerance f 5% fr drive currents tested in LM-80. There is a tlerance f 3 percentage pints n pwer factr measurements. There is a tlerance f 5 percentage pints n THDi measurements. Supprting Dcumentatin Test Reprts The DLC requires that all testing be cnducted at apprpriately accredited labratries. Specifically: Testing f flux, intensity, and electrical characteristics must be cnducted at labratries that are accredited t ISO and the apprpriate reference test standard by accreditatin bdies that are signatries t the ILAC-MRA. Labs cnducting whle-fixture perfrmance testing must als be acceptable via the DLC requirements fr LM-79 labs in the DLC SSL prgram. Labs cnducting testing f device-level and/r fixture-level phtn flux maintenance must als be acceptable via the DLC requirements fr LM-80/LM-84 labs. If demnstrating flux maintenance at the fixture-level, a cmpleted TM-28 calculatr must be prvided fr the fixture, with the applicable LM-84 infrmatin accmpanying it. The DLC will nly accept applicatins fr prducts with their wn testing, with nly limited variatins fr drivers allwed, as specified in the Efficacy sectin abve. Additinal gruping r family appraches will be cnsidered if market cnditins warrant as the sectr matures. Given the multiple different axes f perfrmance and prduct variability in this applicatin, the DLC will be bserving prduct data t determine equitable ways t determine wrst case prduct family members, which wuld be a prerequisite fr family gruping appraches. Requirements Update Intervals and Prduct Qualificatin Duratin Update Interval The DLC Hrticultural Lighting Prgram intends t fllw a 24-mnth majr update cycle and a 12- mnth minr update cycle. Six mnths prir t the new majr cycle s start date, the DLC will annunce a new efficacy threshld fr the upcming requirements revisin. The new threshld will be based n a query f all qualified prducts in its Hrticultural QPL and determine the fifteenth percentile f PPE that value which is the dividing line between the least efficacius 15% f prducts, and the mre Testing and Reprting Requirements fr LED-based Hrticultural Lighting V1.0 Effective Octber 18, 2018 Page 12 f 13

13 efficacius upper 85% f prducts. Further details f hw the DLC will perate its majr and minr update cycles can be fund here. Prduct Qualificatin Duratin The DLC allws prducts qualified during a majr revisin cycle t remain n the QPL fr the remaining time in that 24-mnth majr revisin cycle, plus a grace perid f six mnths. Thse prducts meeting the requirements f the fllwing cycle will have a means f easily cnfirming their cntinued cmmercial availability, and thse requiring an update t their tested perfrmance will have a means f easily updating their existing prduct. Thse prducts that are nt re-cnfirmed r updated fr the fllwing revisin cycle s requirements will be delisted at the end f the six-mnth grace perid fllwing the nset f the new requirements becming active.
