2 November 2013 Volume 1, No. 1 History Initiative of the Information Centre of AEBR in Simon Kuznets Kharkiv National University of Economics NGO Euroregion Slobozhanschyna and Kharkiv National University of Economics initiated the establishment of the Information Center of the Association of European Border Regions. Kharkiv Regional State Administration held it this initiative (letter to the Department of Economics and International Relations of HOAG from , 12-13/212.). Creation of Information Center of AEBR was included in the work plan of the Board and the Secretariat of the Ukrainian Association of district and regional councils in The Secretary-General Martín Guillermo-Ramírez March 31, 2013 The Secretary-General Martin Guillermo Ramirez sent a letter to the leadership of Euroregion Slobozhanschyna in which he reported on the support of the initiatives of the Information Center of AEBR on the basis of Kharkiv National University of Economics and initiative to create Ukrainian Euroregional group on cooperation with AEBR. April 3, 2013 in Kharkov, on behalf of the Secretary- General of AEBR Martin Guillermo Ramirez had a meeting with Mr. Alfred Evers, on the activities of the Euroregion Slobozhanschyna and the opening of the Information Center of AEBR in the Library building of Kharkiv National University of Economics. This initiative NGO Euroregion Slobozhanschyna and Kharkiv National University of Economics was considered and supported through the work of the General Assembly AEBR in Berlin on 7-8 November 2012 and at a meeting of the Executive Committee of the AEBR in Santiago de Compostela March 8, In January and February 2013, two meetings at the level of representatives of Kharkiv Regional State Administration, Kharkiv National University of Economics and NGO Euroregion Slobozhanschyna on the opening of the Information Center of AEBR. Beginning Presentation of the launch of the Information Center of AEBR on the basis of Kharkiv National University of Economics, was presented at a meeting of the Executive Committee of the AEBR in Santiago de Compostela March 8, In preparing this presentation was attended by representatives of Kharkiv National University of Economics, NGO Euroregion Slobozhanschyna, the secretariat of the Ukrainian Association of district and regional councils, the Department of Economics and International Relations of Kharkiv Regional State Administration. 3 Visit to Kharkov Cooperation During the III International Forum Ukraine EU: a new level of cooperation, which was held in Kharkov May 25, 2013 held a video conference with the participation of the Secretary General of the Association of European Border Regions Martin Guillermo Ramirez. Martin Guillermo Ramirez,the Secretary-General of the Association of European Border Regions (AEBR ) visited Kharkiv region on working purposes from November 12th to 14th. The Secretary-General of AEBR Martin Guillermo Ramirez confirmed the intention to create an information center in Kharkov of AEBR based Kharkiv National University of Economics. The idea of the International Center of AEBR supported the Association of Local Self-Government Euroregion Carpathian and Association of Council of Municipalities of the Belgorod region. NGO Euroregion Slobozhanschyna and Kharkiv National University of Economics initiated for November 12-14, 2013 celebrations to mark the opening of the Information Center of AEBR in Kharkov. As a part of the Days of crossborder cooperation. Euroregion Slobozhanschina on November 12, 2013 in Simon Kuznets Kharkiv National University of Economics the Secretary- General of Association of European Border Regions Martin Guillermo Ramirez, vicerector of Simon Kuznets Kharkiv National University of Economics Mykola Afanasiev and the president of Kharkiv NGO Euroregion Slobozhanschina Eduard Syromolot signed an agreement on the establishment of the Information Centre of the Association of European Border Regions at Simon Kuznets Kharkiv National University of Economics. Main objective of an Information Center in AEBR at Simon Kuznets Kharkiv National University of Economics: - coordination of cooperation between European border regions of Ukraine, Russia and the European Union; - the development of the Ukrainian- Russian border cooperation ; - the establishment and implementation of cross-border cooperation projects ; - strengthening the role of local communities in the development of crossborder cooperation ; - promotion of the Euroregion Slobozhanshina. Martin Guillermo-Ramirez got acquainted with the activities of the Centre of the university success of the Association of Francophonie, the Information Centre of the European Union, the World Bank Information Center, and then left notice in the book of honorable guests of Simon Kuznetz Kharkiv National University of Economics. 4 The conference Interaction between European regions in the framework of the Association of European Border Regions was held at the Information Centre of the European Union, the moderator of the 1st block of which was Natalia Vnukova, head of the of Financial Services Management of Simon Kuznets Kharkiv national university of Economics. Within this block, Martin Guillermo Ramirez made a presentation: - on the activities of the Association of European Border Regions; - the current state of the development of cross-border cooperation in the world; - new strategies Euroregional development. The Secretary-General of the Association of European Border Regions gave scientific and methodological literature on the development of crossborder cooperation and maps to the Information Centre of AEBR at Simon Kuznets Kharkiv National University of Economics. The 2nd block of the conference Interaction between European regions in the framework of the Association of European Border Regions, was moderated by Natalia Gavkalova, head of the Department of Public Administration and Regional Economics of Simon Kuznets Kharkiv National University of Economics. During this block students and post graduate students of Simon Kuznets Kharkiv National university of Economics made presentations that were accompanied by discussion and answering of questions. After the conference a work meeting of the Information Center of AEBR was held, which addressed issues of election management bodies of the information center, as well as the draft of the Declaration of Days of cross-border cooperation. Euroregion Slobozhanschina Conference Interaction of Euroregions in frames of AEBR The second day of visit On the second day of the visit meetings were held with representatives of Merefa City Council, to advise on the development of cross-border cooperation between intermunicipal Kharkiv and Belgorod regions in the framework of cross-border (trans-border ) cooperation on the development of local government Belgorod and Kharkiv areas in and the development of new strategies for intermunicipal cooperation between local governments of the two regions. The visit began with a joint meeting of Martin Guillermo Ramirez Merefa mayor Veniamin Sitov, representatives Merefa City Council as well as of Simon Kuznets Kharkiv National University of Economics, Kharkiv NGO Euroregion Slobozhanschina at a training base of FC Metalist in the village Vysokiy. In Merefa City Council Benjamin Sitov, the chairman of Merefa City Council and the representatives of local government provided informative presentations: the deputy mayor of Merefa Dejneka Ruslan talked about the history of the city, the first deputy mayor Zybnev Vadim talked about housing and communal services of the city and the secretary of the City Council Dyadchenko Tatiana talked about the work of the City Council in the field of inter-municipal cooperation and participation in various programs as well as on the prospects of cross-border cooperation. After the presentation of Merefa guests were invited to get familiarized with the Museum of military and labor glory at the Merefa Lyceum named after the Hero of the Soviet Union V.P. Miroshnichenko. Then guests got acquainted with the traditions and history of the city at the ethnographic museum in Merefa in school 6. The concert program performed by creative teams of Merefa urban recreation centers completed this wonderful meeting. On November 14 Martin Guillermo Ramirez participated in the working meeting with representatives of the Department of Economics and International Relations of the Kharkiv regional state administration, got acquainted with the social organization of Kharkiv NGO Euroregion Slobozhanshina and the Association of employers of Kharkiv and held its final meeting at Simon Kuznets Kharkiv National University of Economics with the representatives of the Department of Public Administration and the Regional Economy. 5 Declaration of Days of transborder cooperation. Euroregion Slobozhanschina 2013 We, the representatives of the Association of European Border Regions of Simon Kuznets Kharkiv National University of Economics, Kharkiv NGO Euroregion Slobozhanshina - the founders of the Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics, following the results of the meetings of Communication Group of Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics and work meetings with representatives of local authorities of Kharkiv region from 12 to 14 November 2013 noted the following. The implementation of a joint initiative by the Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics was made possible due to the establishment of important communications with the Association of European Border Regions. On November 12, 2013 the Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics was opened. From November 12 to November 14 of 2013 work meetings and important communications related to the opening of the Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics were held. It has been 55 years since the creation of the first Euroregion Euroregion and today we can talk about the efficiency and effectiveness of the integration of such a small form as a small model of territorial development of all countries of Europe. In turn, the Euroregions are effective tools for enhancing the capacity of border regions of neighboring countries and a platform for the development of new strategies for inter-territorial cross-border cooperation. A very important development direction of Euroregional cooperation could be the creation of Euroregional cooperation group with AEBR and Ukrainian- Russian network of Euroregions. The establishment of urban and rural areas integrated in the Euroregion Slobozhanshina will serve as a starting point for the formation of new strategies for the development of Euroregional cooperation between Kharkov and Belgorod regions. Relevant is the continuation of the work in the Euroregion Slobozhanshina on the formation of multi- municipal cooperation. One of the main priorities of the agenda of Euroregional development is the activation of cross-border cooperation of territorial communities and the inclusion of the capacity of higher education institutions to create projects of development of territories. Creating an Information Center of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics is one of the most important stages in the formation of the space Euroregional cooperation in Ukraine. Information Centre of the Association of European Border Regions in Simon Kuznets Kharkiv National University of Economics will deal with informing of local authorities of border areas and all interested parties on the programs of cross-border cooperation.
