1 CRP 7190 Special Topics: Planning Theory and Politics LEC 002 CRP AR Fall 2014 Variable credits (Letter grade or S/U) M 2:00 4:30, SBL 208 Professor Mildred Warner PhD Assistant: Yunji Kim Is planning a science or art? Frederick Law Olmsted Jr. defined city planning as the intelligent control or guidance of the physical form of the city, in its entirety 1 while scholars like Frederich von Hayek and Peter Gordon have critiqued central planning for ignoring individual preferences. Still others, like Michel Foucault and James Scott have questioned the claims of rational planning that devalue local knowledge. The debate continues, but one thing is certain: planning is a human activity and cannot ignore politics. Planning is also an activity that has real consequences on people s lives. Thus it is essential for planning scholars to know the theories of planning as well as theories of how planning impacts society. This course will expose students to theories about cities, planning, and the social implications of planning in cities. In detail, the course will cover theories of the city and planning; public finance, economic development, and growth; democracy and citizenship; inequality; neoliberalism; and power and conflict. Learning goals This course is a PhD seminar that focuses on the understanding of advanced theories in planning. In particular, the course will focus on critical thinking and reading skills. Students will gain proficiency in presenting, discussing, and synthesizing advanced planning theories. 2 take responsibility for moderating the discussion. This will help students gain experience in managing, as well as participating, in academic discussions. Course structure & Assignments This is a graduate student seminar that requires intensive reading and thoughtful reflection in preparation for meetings. Each student will choose one reading to summarize for the next week. These summaries should highlight the key points of the reading. A short critique or questions may be included at the end of the summary. These summaries will be circulated among the entire group via no later than 24 hours before class. Students should read these summaries in preparation for the seminar. In general, sessions will be moderated by students, except when guest lecturers are invited. Guest lecturers will be scholars who have expert knowledge of the material covered for that week. For students receiving 4 credits, there will be a short reflection paper required at the end of the semester. The paper should show how you plan to use the theories to study your research question. The purpose is to help students synthesize the materials discussed in this course and to help thinking about dissertation projects and/or A exams. Course Outline 1.
