2 Broad Challenges we Recognise Unabated growth of informal settlements - the provision of services also attracts additional growth, which will become a major problem when relocations are required. Leadership deficit, Unresponsive statutory prescript to informality - poor legislation to curb land invasions or growth of existing settlements, which leads to unprecedented evictions. Densification is a myth - unresponsive financial modalities to ambitious densification strategies. Trust deficit between City government and communities. Community buy-in on the context of achieving spatial intergration objectives in key targeted Integration Zones. 3 Creating integrated urban spaces Pessimism won t take us to the NEXT The City has taken the approach of moving beyond just the provision of infrastructure and top structures, to one that promotes transformation, empowerment, safe, inclusive and sustainable communities; SDG 11,17 in practise. 5 REGIONAL CONTEXT BLACKBURN INFORMAL SETTLEMENT Blackburn Village (the focus area) is located within the Cornubia Integrated Human Settlement footprint Cornubia is a strategic landholding in close proximity to the King Shaka International airport, which links impoverished areas to the more upmarket and affluent ones

7 The brief context Blackburn Village is an informal settlement is situated within the Cornubia Integrated Human Settlement project, which is a NDHS priority project and a precedent-setting model of a public people - private partnership. The Blackburn Informal Settlement is a densely populated settlement, consisting of approximately 2700 informal dwelling units, occupied by single people and families. The Municipality,Tongaat Hulett Developments, Black burn community, NPO s collaborating to improve the lives for the residents of the Greater Cornubia, through the Socio economic Sustainability and Innovation Programme (SSIP). Essential and basic services, such as sanitation, street lighting,roads, footpaths and household electrification - under the incremental services program. This programme has reached far beyond the provision of improved shelter and infrastructure. The emphasis of the programme is on organizing the community, open space management and various economic participation programmes, which is informed the participatory approach through understanding the ground realities process of census data. Meaningful participation - THD leading facilitation jobs/opportunity linkages, through demand driven workforce preparation and enterprise development and incubation.

Therefore skills and enterprise development became a key focus area. Second major focus is the safety and cleanliness of the area.

15 A SOCIAL ACCORD - BBV MASTERPLAN: BUILDING SOCIAL CAPITAL THROUGH MEANING FULL COLLABORATION -THE SSIP FRAME Privately owned pockets of land have been acquired by ethekwini Municipality. a) Lead by THD & Co driven with the CityiThuba Office - Economic opportunity Demand and Supply and Linkage b) NPO s and Communities - ECD Centre there are +/- 400 children in the settlement under the age of 6 years old Community Hall for meetings and community social events ITHUBA COMMUNITY CENTRE c) Wildlands will set up a Recycling Centre on the premises, thereby creating cleaner area and job creation d) An After Care Centre managed by TREE that can assist children between Gr 1 12 with homework e) City Parks and Rec - An upgrade to the sports field and facilities.

17 BBV THE ROUTE TO THE ECD CENTRE, BEFORE AND AFTER Census data showed that a need for 400 children under the age of 6 years living in BBV had none to little access to ECD. The centre can accommodate 68 children and has been set up in such a way that it meets the stringent criteria of with Department of Social Development. Educators are mentored by Domino Foundation, JAM provide the nutritional porridge.
