2 MISSION To improve traceability of the results of chemical measurements everywhere in the world

3 Origin of CITAC-CITAC begun under snow! For a small band of analytical quality enthusiasts, 12 March 1993 will also be remembered as the birth date of CITAC. Whilst holed-up in the Peachtree Hotel in downtown Atlanta, with gale force winds sweeping vehicles down the street and lumps of ice falling from the fortieth floor onto the plastic roof of the foyer, the first meeting of CITAC was taking place. During the height of the storm, no one could enter or leave the hotel, so there was ample time to discuss aims and objectives and to plan the work programme. All of this followed a survey of the views of analytical measurement scientists in 1992, which concluded that there was a need for a new initiative, to develop a metrologically based, international, chemical measurement system. Thus the idea of chemical measurement traceability came into reality

5 Initial Work Plans 1. Prepare a directory of CRMs under development 2. Prepare a directory of chemical metrology activities 3. Provide advice on quality requirements for RM producers 4. Develop strategies for evaluating the uncertainties of chemical measurements 7. Prepare a guide on the QA requirements for nonroutine analysis and analytical R&D

6 Comparison studies A CITAC comparative study on the measurement of forensic ethanol in water standards. The Laboratory of the Government Chemist (LGC) acted as the project leader. Three certified solutions with nominal ethanol concentrations in water of 50, 80 and 200 mg/100 ml were distributed to 16 standards laboratories in Europe, Asia, North America and Australia. The laboratories analysed the solutions by methods of their choice and reported the results together with measurement uncertainty data and other information such as accreditation status and level of experience of the project leader. The methods used included potassium dichromate oxidation/titration (5 laboratories), gas chromatography with headspace (5 laboratories), gas chromatography nonheadspace (6 laboratories) and infra-red (1 laboratory) and enzyme (1 laboratory) techniques.

7 OBJECTIVES To facilitate the practical realisation of traceability in chemistry: to develop concepts that can be applied broadly at analytical laboratories and to disseminate those concepts; To foster collaboration in metrology in chemistry as a means of effecting technology transfer and cost sharing; To promote the metrological principles through guidelines and other tools for analytical laboratories; To promote and harmonise quality practices in the analytical laboratories.

12 STRATEGIES a truly international forum for the exchange of information with respect to worldwide traceability of results of chemical measurements; provide tools for analytical laboratories for establishing traceability to stated references ; share views, clarify important concepts and raise the awareness of the needs and possibilities leading to traceability in chemical laboratories; prepare guides, discussion papers and scientific papers for Journals in relation to traceability, uncertainty and quality assurance issues; organise seminars, symposia and workshops and participate in conferences to promote the message of traceability;

13 STRATEGIES play a bridging role between industry, governments, universities, metrologists and accreditation bodies and provide guidance to the analytical community; work closely with other groups e.g. CCQM, ISO/REMCO, IUPAC, ILAC, AOACI, regional and national professional chemistry societies and institutions, like EURACHEM without duplicating work already being conducted by other groups using these societies and institutions to act as a channel to the field laboratories; initiate and, where needed, coordinate work for the harmonisation and validation of analytical methods based on traceability and other metrological concepts..

15 Guides Provide advice on quality requirements for RM producers A guidance document has been prepared by several committees including CITAC, EURACHEM, EAL and REMCO. Following approval by REMCO, the document was published as ISO Guide 34. The guide provides detailed information at the technical level on the quality system requirements for producing reference materials.

20 CITAC Best Paper Award The aim of the nomination is to highlight remarkable published papers (including conference proceedings) in the field of Metrology in Chemistry which may not have been "discovered" after their publication in a national or regional journal and is not readily accessible to the larger metrological/analytical community. simply be papers that are worthwhile to draw attention because of their important scientific content. All CITAC members are eligible to nominate papers. self recommendations or nominations are permitted.

25 Conclusion Our moto is: If the full benefits of improved analytical measurements are to be realised internationally, a truly global approach is needed. CITAC is truly a global organisation and a bridge between Analytical laboratories and metrology organisations
