11 TENANT SNOW REMOVAL RESPONSIBLITIES Leased areas per contract Footprint of parked aircraft (plus 25 feet) Passenger Walkways to Aircraft Remove Ground Support Equipment to allow snow removal equipment access. Ramp Deicing - Airport Approved Chemicals only No Sodium Chloride No Urea Sand may barrels be provided upon request
12 TENANT SNOW REMOVAL RESPONSIBILITIES Snow piles, windrows or other accumulations shall not: Be closer than 25 from any security fence Block any access gates or controls Block or impede and taxiway or taxilane Impose an obstruction within the OFA of any taxiway Infringe upon, block or interrupt the business of other airport tenant leaseholds
13 Snow Removal Contractors Standard Operating Procedure #31: Tenant Procedures For Snow Removal and Ice Control MUST HAVE a Certificate of Liability Insurance on file with the WAA not less than $2,000,000 Name both the City of Wichita and Wichita Airport Authority as additional insured 24/7 Contact name - phone number on file with Airport Police and Fire If working on the Air Operations Area (AOA) MUST HAVE: TSA Security Access ID Badge AOA Orientation Training by Airport Operations

18 SNOW REMOVAL PRIORITIES
19 SNOW REMOVAL PROCEDURES Runways: Start operations on the runways as soon as snow is present and continue until the storm has ended Runway sweeper -brooms, (high speed MB brooms, broom heads) Optimally four (4)* Plows (P-series Oshkosh, 22 with poly blades) are used on the runways when snow is too heavy for the brooms to move Snow Blower is used to clear windrowed accumulations * Brooms provide a cleaner surface, reduction of hard packed snow on the surface, clearer pavement markings and better friction values
20 SNOW REMOVAL PROCEDURES Taxiways and Ramps: Cleared by plow trucks* and/or sweeper-brooms Blowers are used on all movement areas as necessary * Plows with Steel blades may be used on taxiways and 1R/19L. They do a better job of clearing, but cannot be used over in-pavement lights
21 ICE REMOVAL PROCEDURES Runways/Taxiways/Ramps: Materials used are Potassium Acetate (E-36), NAC and sand Application rates based on type and severity of precipitation Pre-treat all surfaces prior to the arrival of freezing precipitation or prior to existing precipitation reaching the freezing point Continued applications on open surfaces to ensure safest possible conditions Monitor surface conditions (physical inspections and surface sensors), friction testing, pilot braking action reports and reapply as needed

23 Winter Field Condition Reporting Types of Surface Contaminants: ice, snow, slush Condition of contaminants: wet, dry, packed, loose Depths of contaminant : by 1/8 inch to 1 inch, then by inch increments When the cleared runway width is less than the full runway width and / or the sides are different than the runway center When Mu s on any portion of a runway fall below 40 PIREPs of Poor Braking Action Nil PIREP shall close the runway until satisfactory inspection is completed.
24 WINTER FIELD CONDITION REPORTING Contaminate conditions that cover 25% or less of the cleared/treated/usable surface be classified as "Patchy." Anything more than 25% will be considered to be 100% of the surface.
25 MU (friction) values range from 0 to 100 where zero is the lowest friction value and 100 is the maximum friction value obtainable. Runway MUs will be NOTAMed & reported to ATC when friction values are 40 or below on any zone of the runway When friction values rise above 40 on all zones of any active runway previously showing a friction below 40. The reported values in all case is: ABOVE 40. MU value NOTAM will be cancelled In a case where friction values for the three runway zones are above and below 40 i.e the reported MU values would be
26 AC 150/ C AIRPORT WINTER SAFETY AND OPERATIONS CHAPTER 5. RUNWAY SURFACE ASSESSMENT AND REPORTING 5-3 Runway Friction Surveys. Airport operators must not attempt to correlate friction readings (Mu numbers) to Good/Medium (Fair)/Poor or Nil runway surface conditions, as no consistent, usable correlation between Mu values and these terms has been shown to exist to the FAA s satisfaction.
27 WAA AIRFIELD CONDITION REPORTING Airport Operations advises ATCT Cab (Ground/Tower) of the latest runway friction MU values via radio. Airport Operations advises ATC Supervisor/TRACON of latest Winter Field Conditions and friction MU values via telephone. Winter Field Condition Reports are then issued as NOTAMs NOTAMS issued are available on FAA National Airspace System When issued, ICT NOTAMs are disseminated via and/or FAX (WHEN TIME PERMITS) DIRECT DIGITAL NOTAMs greatly speed up the process of issuance and delivery. The official source for reported airfield conditions is:
28 DIRECT DIGITAL NOTAMs Very precise description (long) and scripted format (not optional) Must have a termination date / time. Defaults to 24 hours When we are issuing a Mu value NOTAM, we are not guaranteeing it to be good for 24 hours An OBSERVED time is now required for MU value NOTAMs. Example:!ICT XX/XXX ICT RWY 19R FICON VER MU 35/35/35 OBSERVED AT
29 1. Snow removal is ALWAYS performed on a closed runway Preferable to close even a single active runway with an expect open time 2. Runway 14/32 closed immediately when snow & ice removal procedures begin 3. Consistent standardized procedures for closing and opening a runway.
30 Unified Call Signs During Active Snow Removal 1. Snow Boss unified WAA call sign for snow removal crew supervisor. *Other crews or equipment may also be operating on taxiways or ramps 2. OPS Lead unified WAA call sign for Operations duty airfield manager and coordinator with ATCT. Only OPS LEAD Closes or Opens Runways
31 Runway Opening Procedures 1. Airport Operations shall perform a runway surface friction assessment and advise ATCT of current MU readings and runway surface conditions prior to opening a runway. 2. SNOW BOSS shall advise and confirm with OPS LEAD that all snow removal equipment is clear of the runway. 4. OPS LEAD shall advise Airport Communications Dispatch (Base) that the runway is open. (no vehicles permitted on the runway after this point) 5. Airport Operations shall complete a last chance runway inspection to confirm no equipment, parts, or hazardous snow accumulations are on the operating surface of the runway. 6. OPS LEAD shall advise and confirm with ATCT that: All vehicles and equipment are clear of the runway and runway XX is open
