Introduction The Corporation of the City of Brantford (City) retained CH2M HILL Canada Limited (CH2M) to provide environmental services for three properties 347 Greenwich Street, and 22 and 66 Mohawk Street collectively known as the Greenwich Mohawk Brownfield (Site), located within Brantford, Ontario. Remediation activities occurring on Site are expected to cause emissions to the air, including off gassing of volatile organic compounds (VOCs) from soil during excavation and handling, combustion products from on Site mobile equipment and dust from soil handling and transport. To provide information regarding the emissions of VOC and particulate matter and lead, discrete ambient air monitoring has been conducted as previously reported in letters dated June 26 and July 9, Additional ambient air monitoring is planned over eight separate events from July 23 and extending into September The purpose of this letter is to provide the ongoing results of the sampling activities for these additional sampling events. VOC monitoring was being performed at six station locations using Summa Canisters. At four of the six stations there was a monitor for the discrete collection of samples for analysis for Particulate Matter less than 10 micrometres in diameter (PM 10 ) and lead. The VOC and PM 10 samples were collected over a 24 hour period on days when normal activities were occurring on Site and on days when there was no precipitation. Two sets of polycyclic aromatic hydrocarbons (PAHs) samples were taken on September 17 and on September 24, Sampling Activities VOCs VOC samples were collected, handled, and analyzed in accordance with USEPA Method TO 15 Determination of Volatile Organic Compounds (VOCs) In Air Collected in Specially Prepared Canister and Analyzed by Gas Chromatography/Mass Spectrometry (GC/MS) (US EPA, January 1999). The method is based on the measured intake of VOC containing air into a specially prepared canister over a known period of time. Since several of the expected VOCs have 24 hour point of impingement (POI) O. Reg. 419/05 standards and ambient air criteria associated with them, the sampling duration was also 24 hours. Sampler inlet height was initially set at approximately 2 metres above ground; however, subsequent sampling events, beginning on September 2, utilized sampler inlet heights of approximately _EN KWO CH2M HILL Canada Limited COMPANY PROPRIETARY
2 Tara Tran, MCIP, RPP Page 2 October 14, metres above the ground. VOCs were quantified consistent with Table 1 of US EPA Compendium Method TO 15 EPA/625/R 96/010b (USEPA, January 1999). The lab analysis was performed by ALS Environmental (ALS). ALS maintains accreditation from the Standards Council of Canada for VOC analysis by High Resolution gas chromatography mass spectrometry (GC/MS) (HRMS). PM 10 /Lead Samples were obtained under a typical flow rate of approximately 16.7 litres/minute (24 cubic metres per day (m 3 /day)) onto a pre weighed 47 millimetre (mm) quartz filter. As with the previous sampling, BGI Incorporated PQ 100s will be used for the sample collections using a PM 10 cyclonic separation head. Collection started on midnight and ended on midnight the next day at all four locations. Weighing of the filter after sample collection determines the mass of PM 10 over the course of the day and 24 hour average concentrations are determined by dividing by the total volume of air sampled (typically 24 m 3 ). Lead was measured on the filter particulate using EPA Method 6010C, Inductively Coupled Plasma Atomic Emission Spectroscopy. Analyses for PM 10 and lead was completed by Maxxam Laboratories. PAH Samples were collected using the hi volume (approximately 300 m 3 per day) Tisch TE1000 PUF Samplers using polyurethane foam (PUF) cartridges and 4 inch filters. The equipment flow rates were calibrated using a slack tube manometers calibrated by Tisch Environmental on September 16, Samples were collected over a 24 hour period. Speciated PAHs will be measured according to EPA Method TO 13A, Determination of Polycyclic Aromatic Hydrocarbons (PAHs) in Ambient Air Using Gas Chromatography/Mass Spectrometry (GC/MS). Analyses for PAHs were done by Maxxam Laboratories. The sampling locations for both VOC, PAH, and PM 10 are shown in Attachment 1. PAH samplers are located in close proximity to the PM 10 samplers. The sampling schedule and wind information during the sampling time periods are provided in Table 1. Grey highlights indicate new information provided in this report. Table 1. A wind rose for a time period from one hour before sampling start to one hour after sampling end was generated for each sampling event and provided in Attachment Results ALS Certificate of Analysis (COA) for VOCs, and Maxxam COA for particulate matter and lead are included in Attachment 3. A summary of the results of the eight VOC sampling events, and the six PM 10 and lead sampling events are provided below. This following list only shows the VOCs that had at least one measured concentration above the method detection limit at any one or more of the six sampling locations, but all lab results for PM 10 and lead are listed. The results indicate none of the VOCs scanned by Method TO 15 exceeded the Schedule 3 standards or applicable guideline values, and lead did not exceed the applicable Schedule 3 standards. In Table 2, all VOCs except toluene and ethyl acetate have health based limiting effects within O. Reg. 419/05, while toluene and ethyl acetate have an odour based limiting effect. Benzene does not have a Schedule 3 standard, so the 24 hr Ontario Ambient Air Quality Criteria for benzene was used. The MOECC has not established a standard or guideline for 1,1,2 trichloroethane or 4 ethyl toluene, therefore the result was compared to the Texas Commission on Environmental Quality Effects Screening Level (TCEQ ESL). The results indicate that lead and VOC property line concentrations were less than applicable standards and guidelines at all sampling locations during the sampling events _EN KWO CH2M HILL Canada Limited COMPANY PROPRIETARY
4 Tara Tran, MCIP, RPP Page 4 October 14, 2015 There were a total of five occurrences of property line PM 10 concentrations being greater than the Ontario interim ambient air quality criterion of 50 µg/m 3 on July 27 (one station), Aust 21 (one station), and on September 2 (three stations). No exceedances were measured on the subsequent September 11 sampling day. It should be stressed that the PM 10 interim standard is not a health based standard and is used for decision making purposes only. PM 10 readings are used by the project team to refine and implement additional dust control strategies, as necessary. It should be stressed that the identifier ND in the table below means that the contaminant was not detectable by the laboratory, meaning that within the uncertainties in the analysis method, the concentration is not statistically greater than zero. A summary of the September 17/18 and September 24/25 PAH sampling results are presented in Table 3. In Table 3, naphthalene and benzo(a)pyrene have health based limiting effects within O. Reg. 419/05, while biphenyl has 1 hour odour based limiting effect guideline concentration. The MOECC has not established a standard or guideline for several of the speciated PAHs, therefore the results were compared to the Texas Commission on Environmental Quality Effects Screening Level (TCEQ ESL) where available. Only those PAHs that were lab detected at least one monitoring location and have either an MOECC or Texas ESL are shown in Table 3.
