PURPOSE This Airside and Landside area snow clearance, ice preventi and/or removal and aircraft de-icing describes: the duties of the Organizatis involved; the informati exchanged between the Organizatis involved and the outside; the general operating instructis. 2. INTRODUCTION ADR SpA, in order to reduce the disruptis of Airport operatis arising from potential snowfalls and / or ice formati, has shared with ENAV-Ciampino this "Snow removal and icing preventi " Airport Plan for the winter seas (1st December th April 2017). The criteria used comply with the ctents of enclosure ICAO 14 chp.2, par.2.9 and in the ICAO Airport Service Manual secti 9, chp.4. When snow is forecast the airport with at least 24/48 hours' notice, AdR will decide whether to immediately call a Snow Committee meeting to evaluate the actis to take. Should the forecast weather event (snow or ice) be expected to be significant and disrupt the airport operatis, the Snow Committee (if called up by the Movement Area Post Holder) could forecast a reducti of airport capacity. This aerautical informati will be broadcast by issuing a specific NOTAM for the carriers. 3. ORGANIZATIONS INVOLVED Organizatis Involved are the public and private organizatis which take part in the operatis and/or ctribute to carrying out such operatis in various capacities. SCOPE OF APPLICATION This Plan will be activated if snowfalls or ice formati affecting the aircraft movement area are forecast (also identified as Airside ) and the daily airport traffic inside the airport grounds beyd the Customs Ctrol points (also known as Landside ) bordering the roads located outside the airport grounds (Via Appia). Preventive measures will be implemented in the Airside, whilst snow and/or ice removal operatis will be carried out in the Landside. The operatis can be activated at any time during the 24 daily hours, according to the changing weather cditis. The reference period starts the 1st of December and ends the 30th April of each year. If necessary, the Plan can still be activated by the ADR Airport Stati Manager, together with the Movement Area Post Holder, outside the above mentied period of time. 5. PLAN CONTENTS 6.1 Organizati respsible for the snow and ice removal operatis AdR S.p.A. is respsible for ensuring and notifying access cditis of the Airside and Landside areas, in relati to being affected by snow and/of ice. To this avail, if snow has been forecast for the Ciampino airport, AdR must: call a Snow Committee meeting at least 24/48 beforehand (if deemed necessary, according to the weather forecast received from the ENAV weather centres) in order to decide what to do; notify the Ciampino site ENAC officer duty that an TAF has been issued (see par. 6.3); notify the Ciampino site ENAC officer duty that the ENAV has received the airport warning of snow or ice (snow fall early warning 6 hours before and heavy snow warning not before 6 hours from the beginning of the snow fall);

5 Snow Clearing, Ice Preventi and Aircraft (english translati for disclosing purposes ly in any case of Page 5 coordinate the operatis; recommend to the Ciampino site ENAC officer duty that the air traffic should be suspended and restarted according to the airport operatial cditis; take actis to prevent the formati of ice in the movement area and strategic road network used to access and/or exit the airport ; identify the operatis to be carried out, in terms of priority, paying special attenti to the order of take-off of the aircrafts; specify the airport capacity of incoming aircrafts (flights/h) in terms of availability of aircraft car parks with Ciampino ENAV C.A. and later send this informati to the Ciampino office ENAC officer duty. 6.2 Snow Committee The "Snow Committee" is the technical task-force, csisting of the following representatives: AdR S.p.A. Ciampino Office ENAC Officer duty ENAV C.A. Ciampino AOC Handler Financial Police Carabinieri Ciampino Border Police Fire Department - Ciampino site Local Police If necessary, this committee will be required to meet up by AdR S.p.A. (it will be called by the Movement Area Post Holder) normally 24/48 hours before the forecast snow and/ice formati (based the informati provided by TAF), or every time it is deemed to be necessary. In the event of heavy snow falls and/or of ice the airport, the committee will need to: recommend, share and carry out ctingency actis to effectively manage the snow emergency; ask the ADR and the ENAV-Ciampino to specify the airport capacity to be broadcast in the event of a reducti of the number of flights and to notify the ENAC-Lazio airports Management in relati to the later issue of the NOTAM following the reducti of flights/h; provide the correct informati to the carriers with adequate notice; pre-coordinate any alternative flights offered for cancelled flights; manage the snow emergency, involving mobility managers to find out the status of active cnectis to/from the airport and the cditis of the road network (all the roads cnected to the airport).

Ciampino is the Organizati in charge of broadcasting the informati related to show falls and/or ice formati Ciampino airport, supplied by issuing of a TAF Terminal Aerodrome Forecast (Airport Forecast). Rome Ciampino TAFs are processed and broadcast by the ENAV Weather Forecasting Unit located in Ciampino ACC, at GMT and updated very 6 hours (later TAF broadcasts at 12.00, and GMT), valid for 24 hours. Should the TAF forecast snow falls and/or ice formati, the ENAV C.A. Ciampino will send a copy of the message to Flight Ctrol to fax number and will make a call to cfirm receipt. Flight Ctrol will promptly notify the Movement Area Post Holder and the Snow Coordinator. The Movement Area Post Holder will assess if setting up Snow Committee meeting is required. ENAV CA Ciampino will provide further updates every time they become available Later, if necessary, the Rome Weather Forecast Unit, through the ENAV C.A. Ciampino, will disseminate the Airport Warning of snow falls and ice formati forecast, i.e. freezing cditis, in any case not before 6 hours from the forecast time of the weather event. In compliance with the current procedure, the airport warning received by the C.A. Ciampino, is faxed after calling Flights Ctrol (Fax no ). 6.4 Suspending and resuming air traffic to carry our the snow clearing and ice removal operatis The Ciampino site ENAC officer duty will order to suspend and later restore the air traffic according to when the snow clearing or ice removal vehicles will start and end their operatis the movement areas, supplied by Aeroporti di Roma. 6.5 Snow clearance and/or ice removal procedures and priority of operatis in the Airside After receiving from ENAV the airport warnings, i.e. the snow warning 6 hours before the snow has been forecast and later the heavy snow warning no earlier than 6 hours from the start of the weather event, Flight Ctrol and the ADR Service Airport Stati Manager will alert the staff respsible for managing the snow emergency, following the MOV-10 procedure. The snow Coordinator will, at least two hours before the forecast event, coordinate the maintenance and technical staff for spraying the antifreeze. Later, during the snow fall, the Snow Coordinator will supervise the operatis to be carried out in the Airside and Landside. Aeroporti di Roma must ensure that the operatis in the following areas are restored, in the order shown below:

7 Snow Clearing, Ice Preventi and Aircraft (english translati for disclosing purposes ly in any case of Page 7 runway and AA and AF cnectis ALPHA taxiway access areas for the ADR Fire Department and First Aid aircraft aprs, taxiing areas and bordering roads Landside access for the secti they ctrol (see enclosure 2a and 2b) The external company subctracted by AdR S.p.A., alerted by the Service Airport Stati Manager, together with the Snow Coordinator will, if necessary, proceed to collect and move the snow in the Airside to the dedicated snow dumping areas, under the supervisi of the Operatis Security in radio ctact with the TWR. Should the interventi of other supporting vehicles be required, they will be activated by the company subcctracted by AdR. During these snow clearing operatis, all the required actis must be carried out in order to: avoid the accumulati of snow piles near the edges of the runaways, ensuring that they are kept clean and that visual aids are fully visible. remove the snow inside the critical areas of the radio aids, in coordinati with ENAV- Tecnosky, every time that the height of the snow is approaching the maximum height set. Snow clearance the aircraft parking areas must ensure visibility of the associated signage. Chemical antifreeze products which will be used if necessary the paved areas do not ctain corrosive, toxic, flammable and polluting chemicals, and do not negatively affect the gripping cditis of the paved areas Snow clearance service performance and features Snow clearance must be carried out with combined vehicles equipped with a snow plough blade, a rotating brush, a snow removal blade, a snow blower turbine and a snow plough turbine. The operati must be carried out according to a standard sequence, which may vary according to the heaviness of the snow fall. This sequence requires the vehicles with snow plough blades to be at the frt, allowing the thick snow to be cleared by moving it and dumping it towards the edge of the paved area, followed by the operati of the road sweeper which, being fitted with a turbine blower, will remove the layers of laying snow towards the runway and taxiway shoulders. If the snow fall is heavy, causing therefore thicker quantities of laying snow, it will be the snow plough blade, fitted with a snow plough turbine, to move this laying snow to the green areas inside the strip.

8 Snow Clearing, Ice Preventi and Aircraft (english translati for disclosing purposes ly in any case of Page 8 In the event of large piles of snow laying in the green areas inside the strips, they must be removed by using the vehicles provided by the company subctracted by AdR S.p.A., fitted with tyred blades, and lorries to move the snow to suitably allocated areas. The time required to clear the snow will depend the the heaviness of the snow fall Methods and procedures used to detect the fricti coefficient the runway The measurements of the fricti coefficients the runways are carried out by Operatial Safety staff by evaluating the feasibility of this operati according to the weather cditis and type of pollutant. The measurement will be carried out according to internal procedures, whilst processing the available data (fricti coefficient, pilot braking actis reports, Runway Cditi Code) to produce the SNOWTAM model and the Runway State Group Message will be carried out according to the methods specified in procedure MOV-05 of the airport manual. The final data csisting of the SNOWTAM model and of the Runway State Group Message will be faxed to the TWR (TWR fax 06/ ) Snow clearance and ice preventi to allow access to aircraft refuelling vehicles AdR S.p.A. will proceed to clear the snow and/or prevent ice formati even entrance/exit roads inside the 31st military formati parking area, used by the aircraft refuelling vehicles (see enclosure 3). 6.6 Snow clearing and ice preventi in the Landside Aeroporti di Roma, after receiving the ENAV weather warning, will ensure that the snow clearing and ice preventi operatis in the airport Landside are carried out by the company subctracted by AdR S.p.A. Should this not be possible, AdR will temporarily carry out this operati in advance by using their own vehicles. Snow clearance priority will be given to external rescue vehicles access roads (gates no. 9 and no. 6 dedicated to external rescue vehicles access to the Airside area entrance and exit respectively (see enclosure 2a)), to Terminal access, to south customs point access and to the 31st flight formati parking area access, then to bus stop and taxi rank access and to car park access. Compared to the above described, for the durati of the renovati of the general aviati terminal entry and exit from Airside of external emergency vehicles is ensured through the gate No. 5 that replaces the gates No. 9 and No. 6 in the event of activati of the PEA (see Annex 2b). These priorities could change according to the weather cditis, and will be evaluated case by case with the ENAC Lazio Airports Manager duty - Rome Ciampino Airport Office and the Public Organizatis (Polaria, Carabinieri and Local Police).

The external grounds to be ctrolled by AdR is highlighted in the enclosed floor plan (see enclosure 2a and 2b). Note: the vehicles belging to AdR S.p.A. used to clear the snow and without a number plate, but covered by an insurance policy, are exceptially authorised to be used also in the Lanside as back-up to vehicles with number plates, if necessary. 6.7 Snow clearing and de-icing vehicles and equipment - N 3 Snow plough blades fitted a vehicle (blade width 4.30m) - N 1 FRESIA 2000 road sweeper with snow plough blade and turbine blower (blade width 5.50m) - N 1 snow auger with snow blower (auger width 2.50 m) - N 1 Iveco Trakker with snow blade (blade width 5.60m) - N 1 antifreeze sprayer lt of Safeway antifreeze liquid All the snow clearing vehicles, both those belging to AdR S.p.A. and to the subctractor, must be fitted with snow tyres; furthermore, the vehicles used to assist the aircrafts in the aprs where snow has not been cleared yet can be used ly if they are fitted with snow tyres. 6.8 Informati the cditi of the roads cnected to the airport The ADR Manager duty, if the snow and/or ice removal have been completed, will ctact the Local Police in order to be notified in real time of the traffic cditis of the roads cnected to Ciampino airport. If the cditis allow the external roads to be accessed by external rescue vehicles (ARES 118), flight operatis will be resumed. If not, the runway will remain closed; its closure will be notified to the Movement Area Post Holder and to the Ciampino site ENAC officer duty. 6.9 External media External media used to broadcast notices to users and to operators are radio and televisi networks and the press; the Stati Manager duty, through ADR Public Relatis, will provide useful informati to the external media to allow them to write press releases after such informati has been notified to Rome Ciampino Airport Office. Airport informati for internal users and operators is provided with the systems being used by the ADR management company and by the airlines, within their own duties operatis

10 Snow Clearing, Ice Preventi and Aircraft (english translati for disclosing purposes ly in any case of Page 10 The procedures to be followed to activate and use the aircraft de-icing service are listed below. They specify the tasks assigned to single organizatis and the flow of informati between them Vehicle and fluids used The de-icing vehicles used by AdR to provide the de-icing/anti-icing service is the e man operated type, fitted with a basket able to reach the heights required to reach all the critical parts of aircrafts operated at CIA airport (up to code E). The de-icer tanks have a capacity of 5300 litres of water ad 2270 litres of abc-3 type Kilfrost fluid. The fluid used for the de-icing operatis is Type II (ISO 11078, AMS 1428). The fluid ratios which can be used are listed below: 100% water 50% water and 50% kilfrost fluid 100% Kilfrost fluid General Informati The de-icing service is available 24/7 and is carried out by ADR Operati and Maintenance Staff and must be requested to ADR Flight Ctrol. In order to ensure a fair and transparent service to all the Operators, the aircraft sequence to subject to the de-icing operatis will be applied from the time the request is received. Exceptis can be made for rescue/state/humanitarian/emergency/fire fighting flights or if they are specifically requested by ENAC or Polaria. From 24:00 to 06:00 LT the service must be requested by giving a 60 minute notice Activating the service The de-icing request must be received by Flight Ctrol by phe no If specific de-icing instructis are required (details of wing surfaces to be treated), the request must also ed to: aptcoordinaticia@adr.it or faxed to no Service provisi The de-icing and anti-icing service is carried out by using the de-icing equipment parked in the aircraft aprs. The de-icing/anti-icing operatis carried out by ADR csist of the following main stages: Receiving the service request Carrying out the de-icing operatis Filling in and signing the service provided form (Enclosure 4) Activating the invoicing procedure

11 Snow Clearing, Ice Preventi and Aircraft (english translati for disclosing purposes ly in any case of Page 11 The de-icing operator receives the de-icing/anti-icing request from Flights Ctrol (apr, carrier, aircraft) and carries out the following operatis: he goes algside the aircraft and receives the instructis from the carrier (engineer, ramp officer, airline representative) the service required (surfaces to treat, mixture ratios to be provided and procedure to be carried out); after carrying out the operati, he fills in the form provided (see enclosure 4), writing all the informati related to the operatis and handing over a signed copy to the carried or their delegate and asking them to countersign the form; he then ctacts ADR Operatial Security staff at the end of the treatment to ensure access to the apr.
