1 Rockville City Police Department Police Crime Report For the time period of December 21-31, 2017 Tips of the Week: ARE YOU READY??? Did you know that temperatures 20 degrees below zero OR 90 degrees above Fahrenheit affects road conditions and can cause serious driving problems? The Rockville City Police Department would like to remind residents that driving in the winter means snow, sleet and ice can lead to slower traffic, hazardous road conditions, Hot Tempers, and unforeseen dangers. Below are some tips to assist motorists to make it safely through the winter for both you and your vehicle. Tips for Winterizing your Car: Check the ignition, brakes, wiring, hoses and fan belts. Change and adjust the spark plugs. Check the air, fuel, and emission filters, and the PCV valve. Inspect the distributor. Check the battery. Check the tires for air, sidewall for wear and the tread for depth. Check the antifreeze levels and the freeze line. Check the windshield washer fluid level. Make sure that your gas level is full. Tips for Driving in the Snow and Ice: The best advice for driving in bad weather is not to drive at all, if you can avoid it. Don t go out until the snow plows and sanding trucks have had a chance to do their work, and allow yourself extra time to reach your destination. If you must drive in snowy conditions, make sure your car is prepared, and that you know how to handle the road conditions. Make sure that you CLEAN ALL SNOW AND ICE OFF OF YOUR CAR. This includes the windshield, back window, headlights, and taillights, as well as side windows and side mirrors and your vehicle s roof. When driving, decrease your speed and leave yourself plenty of room to stop. You should allow at least three times more space than usual between you and the car in front of you. Brake gently to avoid skidding. IF YOUR WHEELS START TO LOCK UP DO NOT PANIC JUST EASE OFF THE BRAKE. TURN ON YOUR LIGHTS to increase your visibility to other motorists. Use low gears to keep traction, especially on hills.

2 DO NOT USE CRUISE CONTROL OR OVERDRIVE on icy roads. Be extremely careful on bridges, overpasses and infrequently traveled roads, which will freeze first. DO NOT PASS SNOW PLOWS AND SANDING TRUCKS. Those drivers have limited visibility, and you are likely to find the road in front of them worse than the road behind them. Do not assume your vehicle can handle all conditions. Even four-wheel drive vehicles can encounter trouble on winter roads. DO NOT USE A CELL PHONE WHILE DRIVING. IF YOU MUST MAKE A CALL, PULL OVER TO THE SIDE OF THE ROAD. What to do if your rear wheels start to skid: DO NOT PANIC. Take your foot off the accelerator. Steer in the direction you want the front wheels to go. If your rear wheels are sliding left, steer left. If they are sliding right, steer right. If your rear wheels start sliding the other way as you recover, ease the steering wheel toward that side. You might have to steer left and right a few times to get your vehicle completely under control. If you have standard brakes, pump them gently. If you have anti-lock brakes (ABS), do not pump the brakes. Apply steady pressure to the brakes. You will feel the brakes pulse this is normal. What to do if your front wheels start to skid: Again, DO NOT PANIC. Take your foot off the accelerator and shift to neutral, but don t try to steer immediately. As the wheels skid sideways, they will slow the vehicle and traction will return. As it does, steer in the direction you want to go. Then put the transmission in drive or release the clutch, and accelerate gently. What to do if you get stuck: Do not spin your wheels. This will only dig you in deeper. Turn your wheels from side to side a few times to push snow out of the way. Use a light touch on the accelerator, to ease your car out. Use a shovel to clear snow away from the wheels and the underside of the car. Pour sand, kitty litter, gravel, or salt in the path of wheels, to help get traction. 3 City Police Reported Incidents A weekly Crime Report of serious incidents is provided by the Rockville City Police Department to serve as an overview of incidents occurring within the City Limits of Rockville. Please note this summary does not reflect every reported incident that has occurred. Also, the words arrested and charged do not imply guilt. A R R E S T S On 12/21/17 at 12:50 a.m., a male, age 19, was arrested for resisting arrest and obstructing and hindering a police investigation, following an incident that occurred near the intersection of College Parkway and Princeton Place. On 12/23/17 at 10:35 a.m., a male, age 27, was arrested for trespassing, following an incident that occurred in the 700 block of Rockville Pike. On 12/24/17 at 2:59 a.m., a male, age 25, was arrested for theft, following an incident that occurred in the 100 block of Gibbs Street. On 12/27/17 at 4:42 a.m., a male, age 30, was arrested for second degree burglary, conspiracy to commit second degree burglary, malicious destruction of property, and conspiracy to commit malicious destruction of property, following an incident that occurred in the 5700 block of Fishers Lane. On 12/29/17 at 9:45 p.m., a male, age 29, was arrested for trespassing and failure to identify oneself to a police officer, following an incident that occurred in the 2200 block of Veirs Mill Road. I N C I D E N T S 300 block of Oak Knoll Terrace, an unknown subject gained entry into a residence through an unsecured front door on 12/20/17 between 2:00 p.m. and 3:00 p.m. Once inside the unknown subject removed U.S. currency and a watch block of Shady Grove Road, the complainant reported that an unknown subject entered the business on 12/21/17 between 6:30 p.m. and 7:00 p.m. The suspect removed several seafood items and exited the store without paying for them. The suspect is described as: B/M, 5 8, 145 pounds, thin build, brown eyes, very short black hair, dark brown skin tone Last Seen Wearing: black shirt, black pants 2000 block of Veirs Mill Road, an unknown subject gained entry into a business by breaking the front glass window between 12/21/17-6:00 p.m. and 12/22/17-7:40 a.m. Once inside, the suspect removed U.S. currency, a cash register, and hair clippers.

4 5900 block of Halpine Road, an unknown subject gained entry into a residence by breaking a kitchen window on 12/22/17 between 4:00 p.m. and 10:00 p.m. Nothing was taken block of Okinawa Avenue, the complainant reported that an unknown subject removed a wallet from a vehicle between 12/22/17-5:30 p.m. and 12/23/17-12:30 p.m block of Ridgway Avenue, the complainant reported that an unknown subject removed a drill and a leaf blower from an unlocked vehicle between 12/22/17-6:30 p.m. and 12/23/17-2:05 p.m. 100 block of East Montgomery Avenue, the complainant reported that he had been taking money out of his wallet when an unknown subject approached on 12/23/17 at 7:15 p.m. The suspect grabbed the victim s wallet. A struggle ensued between the victim and the suspect, when the suspect forced the victim to the ground. After obtaining the wallet, the suspect then fled on foot. The suspect is described as: B/M, , 230 pounds, beard Last Seen Wearing: knit hat and black jacket with a white horizontal stripe across the back and on the sleeves block of Shady Grove Road, the complainant reported that an unknown subject entered the business on 12/25/17 at 3:35 p.m. The suspect walked over to a display, and using a pair of plyers, removed 2 cell phones. The suspect then exited the business. The suspect is described as: B/M, approximately 22 yo, 5 6, thin build, medium brown skin tone Last Seen Wearing: black knit hat, black windbreaker jacket and blue jeans 1000 block of Rockville Pike, the complainant reported that an unknown subject entered the business on 12/26/17 between 5:00 p.m. and 5:30 p.m. The suspect walked over to a display and removed two pairs of designer eye glass frames. The suspect then exited the business. The suspect is described as: Unknown race/m No further description 500 block of Hungerford Drive, the complainants reported that an unknown subject entered several vehicles and removed charging cords, headphones, spare change, and a mini tool set between 12/26/17-6:00 p.m. and 12/27/17-6:00 a.m. 300 block of Hungerford Drive, the complainants reported that an unknown subject entered several vehicles and removed a charging cord and an Ipod between 12/27/17-5:50 p.m. and 12/28/17-2:20 a.m block of Rockville Pike, the complainant reported that an unknown subject entered the business on 12/28/17 between 10:30 a.m. and 10:40 a.m. The suspect walked over to a display and removed two pairs of designer eye glass frames. The suspect then exited the business fleeing on a skateboard. The suspect is described as: A/M Last Seen Wearing: pink Bedazzled hat
