Parameter estimation: definition of efficient estimators, inverse problem, Bayesian statistics, confidence intervalles, statistical tests. Simulation: modeling and simulation of oscillator noise, Monte-Carlo method, experiment-theory-simulation comparison. Objects of study and projects Time stability analysis: definition of new algorithms for time stability estimation of clocks (quartz, atomic standards, millisecond pulsars), particularly for long and very long term (several years). Study of millisecond pulsar timing: estimation of time stability of millisecond pulsar, estimation of the cosmological gravitationnal wave background, connection of the pulsar coordinate frame to the International Celestial Reference Frame by VLBI measurement. Achievement of a multiple oscillator reference clock: ultra-stable quartz oscillator (high stability for duration lower than 1 seconde) controlled by a hydrogen MASER (high stability in the 1 hour - 1 day range) and by a Cesium atomic clock (high stability for 1 month and above). This topic has led to the HOROM InterReg project (see below), where I supervise two PhD students.

SCIENTIFIC RESPONSIBILITIES Direction of the Observatory of Besançon (since April 2002) The Observatory of Besançon consists of 44 members: 16 researchers, 2 post-doctoral researcher, 5 PhD students, 21 engineer/technician/administrative staff. In 2007, I was reelected as head of the observatory of Besançon to a term of 5 years. Astro-Environment Observatory Project (since 2007) I am responsible for a project to extend the scope of the observatory of Besançon to environmental sciences. The UFC has two laboratories in the science of the universe field: UTINAM (UMR 6213, 120 members, see below) and the Laboratory of Chrono-Environnement (UMR 6249, 180 members), whose research topics cover geology, ecology and archeology. This project aims to strengthen collaborations between these two laboratories by creating a research federation, on the one hand, and pooling service activities through the establishment of a Joint Service Unit (UMS) CNRS / UFC, on the other hand. We ask for the implementation of this project for the next four-year term (January 1 st, 2012). Direction of the Laboratory of Astrophysics of the Observatory of Besançon (from 2004 to 2006) Until December 2006, the LAOB (UMR UFC / CNRS 6091) was the only research lab in the observatory of Besançon. The UMR 6091 was structured in 3 research teams: Astrophysics of Large Surveys, Dynamics and Photophysics of Diluted Media, Time and Frequency Metrology. Since January 2007, the LAOB was dissolved by fusion in the Institute UTINAM, UMR 6213 (see below). Participation in the establishment of the Institute UTINAM (UMR 6213) Three laboratories involved in fondamental sciences in Besançon have merged (January 2007) to form the Institute UTINAM: LCMI (chemistry), LPM (molecular physics) and LAOB (astrophysics), or approximately 120 members. I think I played an important role in this process, especially for having convinced Georges Jolicard, professor at LAOB, to be in charge of this project and for having shown the scientific relevance of the project to our parent bodies (UFC and CNRS) as well as to the colleagues from the three laboratories. Council of Doctoral School Louis Pasteur (from 2004 to 2007) As the director of LAOB, I represented the field of astrophysics in the Council of Doctoral School Louis Pasteur which includes the laboratories of mathematics, physics, chemistry and economics of the UFC. Scientific responsibility of the time and frequency metrology team (since 1994) I supervise the research activities of the time and frequency metrology team of the observatory of Besançon. This team which is involved in research as well as in services (maintenance of time scales, time and frequency transfer, calibration), is composed of 3 researchers, 3 engineers and 6 technicians. 2
3 C. RELATIONSHIPS WITH INDUSTRY Contracts with the French Space Agency (CNES): Study and definition of an internal time scale for the Galileo satellites (4 contracts from 1997 to 2006). Expertise to the European Commission (2004) I was appointed as expert to the Galileo Joint Undertaking for participating in the evaluation of responses to calls for tenders on the Galileo European Navigation Satellite System. InterReg : HOROM Project -Reference Clock with Multiple Oscillators- ( ). Project in partnership with the Swiss company Oscilloquartz, the Institute of Microtechnology (Neuchâtel, Switzerland) and the French company Gorgy Timing. Objective: To validate the technological choices of a composite clock. InterReg : SIDGET Project -Integrated System for Diffusion and Generation of a Time Scale- ( ). Project in the continuity of HOROM, in partnership with the Swiss company Oscilloquartz, the Institute of Microtechnology (Neuchâtel, Switzerland) and the French company Gorgy Timing. Objective: To develop a composite clock prototype. D. SCIENTIFIC IMPACT Doctoral Supervision Since 1993, I supervised 6 PhD students and I attended 8 Thesis juries. In addition to the qualification and promotion of colleagues, this charge involves also the evaluation of laboratories in the field of astronomy and astrophysics with the French Evaluation Agency (AERES). Evaluation of academic structures In addition to the evaluation of national laboratories carried out under the AERES, I was recruited by the University of Lausanne in 2007 as an expert to analyze the self-evaluation report of the Faculty of Geosciences and Environment of Lausanne. Dissemination of scientific culture The dissemination of scientific culture has always been an important part of my activity, including public lectures, observation sessions, visits of the observatory of Besançon and protection of its heritage. That s why I was in charge of the mission for the dissemination of scientific and technological culture in the UFC until
