Spectral expansion λ j, φ j, j N : eigenelements + X Every solution can be expanded as y(t, x) = (a j cos(λ j t) + b j sin(λ j t))φ j (x) j= with a j = y (x)φ j (x) dx, b j = y (x)φ j (x) dx, for every j N. Moreover, Ω λ j Ω + X (y, y ) L H = (aj + bj ). Then: where j= T T + X y(t, x) dxdt `aj cos(λ j t) + b j sin(λ j t) φ j (x) A dxdt ω ω j= + X = α ij φ i (x)φ j (x)dx i,j= ω T α ij = (a i cos(λ i t) + b i sin(λ i t))(a j cos(λ j t) + b j sin(λ j t))dt. The coefficients α ij depend only on the initial data (y, y ).

Solving of the uniform design problem sup C T (ω) = ω Ω ω =L Ω sup ω Ω ω =L Ω P inf (a j +b j )= + X α ij φ i (x)φ j (x) dx i,j= ω serious difficulty due to the crossed terms. Same difficulty in the (open) problem of determining the optimal constants in Ingham s inequalities.
The model Two difficulties arise with this model. Theoretical difficulty. The model is not relevant wrt practical expectation.
The model The usual observability constant is deterministic and gives an account for the worst case. It is pessimistic. In practice: many experiments, many measures. Objective: optimize the sensor shape and location in average. randomized observability constant.
Randomized observability constant Averaging over random initial data: Randomized observability inequality C T,rand (ω) (y, y ) L H E T! y ν(t, x) dxdt ω + X where y ν(t, x) = β,j ν a j e iλ j t + β,j ν b j e iλ j t φ j (x), with β,j ν, βν,j i.i.d. There are examples where the inequality is strict.
The uniform optimal design problem Conclusion: we model the problem as sup ω Ω ω =L Ω inf φ j (x) dx j N ω Remark This is an energy (de)concentration criterion.
Remark: another way of arriving at this criterion Averaging in time: Time asymptotic observability inequality: C (χ ω) (y, y ) T L H lim y(t, x) dx dt, T + T ω with 8 < R C (χ ω) = inf : lim T R 9 ω y(t, x) dx dt T + T (y, y ) (y, y ) L H = \ {(, )} L H ;. 17 Solving of the problem sup ω Ω ω =L Ω inf χ ω(x)φ j N j (x) dx Ω. Convexification procedure U L = {a L (Ω, (, )) a(x) dx = L Ω }. Ω sup inf a(x)φ a U j N j (x) dx L Ω A priori: sup ω Ω ω =L Ω inf φ j N j (x) dx sup ω a U L inf a(x)φ j N j (x) dx. Ω
Solving of the problem Moreover, under the assumptions WQE (weak Quantum Ergodicity) Assumption There exists a subsequence such that φ j dx dx Ω vaguely. we have (reached with a L) sup a U L inf a(x)φ j N j (x) dx = L Ω Uniform L -boundedness There exists A > such that φ j L A. Remarks q It is true in D, since φ j (x) = sin(jx) on Ω = [, π]. π Moreover, this relaxed problem has an infinite number of solutions, given by a(x) = L + X j (a j cos(jx) + b j sin(jx)) with a j (and with a j and b j small enough so that a( ) ).
Remarks In multi-d: L -WQE is true in any flat torus. If Ω is an ergodic billiard with W, boundary then φ j dx Ω dx vaguely for a subset of indices of density. Gérard-Leichtnam (Duke Math. 99), elditch-worski (CMP 996) (see also Shnirelman, Burq-worski, Colin de Verdière,...)
Solving of the problem. Gap or no-gap? A priori, under WQE and uniform L boundedness assumptions: sup ω Ω ω =L Ω inf φ j N j (x) dx sup ω a U L inf a(x)φ j N j (x) dx Ω = L. Remarks in D: Note that, for every ω, With ω N = S N k= lim inf sin (jx)dx < L. N + j N π ω N R π ω sin (jx) dx L as j +. No lower semi-continuity property of the criterion. h kπ N+ Lπ N, kπ N+ + Lπ N i, one has χ ωn L but this cannot follow from usual Γ-convergence arguments.
Solving of the problem Theorem Under WQE and uniform L boundedness assumptions, there is no gap, that is: sup inf χω UL j N χω (x)φj (x) dx = sup inf a U L j N Ω a(x)φj (x) dx = L. Ω the maximal value of the time-asymptotic / randomized observability constant is L. Remark The assumptions are sufficient but not sharp: the result also holds also true in the Euclidean disk, for which however the eigenfunctions are not uniformly bounded in L (whispering galleries phenomenon). E. Tre lat Optimal shape and placement of actuators or sensors
Solving of the problem Theorem Under WQE and uniform L boundedness assumptions, there is no gap, that is: sup χ ω U L inf j N Ω χ ω(x)φ j (x) dx = sup a U L inf a(x)φ j (x) dx = L. j N Ω the maximal value of the time-asymptotic / randomized observability constant is L. Remark The assumptions are sufficient but not sharp: the result also holds true in the Euclidean disk, for which however the eigenfunctions are not uniformly bounded in L (whispering galleries phenomenon).
Solving of the problem QUE (Quantum Unique Ergodicity) Assumption We assume that φ j dx dx Ω vaguely. (i.e. the whole sequence converges to the uniform measure) U b L = {χω U L ω = } Theorem Under QUE + L p -boundedness of the φ j s for some p >, sup χ ω U b L inf χ ω(x)φ j (x) dx = L. j N Ω Remark: The result holds as well if one replaces UL b with either the set of open subsets having a Lipschitz boundary, or with a bounded perimeter.
Solving of the problem Comments on ergodicity assumptions: q true in D, since φ j (x) = sin(jx) on Ω = [, π]. π Quantum Ergodicity property (QE) in multi-d: - Gérard-Leichtnam (Duke Math. 99), elditch-worski (CMP 996): If Ω is an ergodic billiard with W, boundary then φ j dx dx vaguely for a Ω subset of indices of density. - Strictly convex billiards sufficiently regular are not ergodic (Lazutkin, 97). Rational polygonal billiards are not ergodic. Generic polygonal billiards are ergodic (Kerckhoff-Masur-Smillie, Ann. Math. 86). - There exist some convex sets Ω (stadium shaped) that satisfy QE but not QUE (Hassell, Ann. Math. ) - QUE conjecture (Rudnick-Sarnak 994): every compact manifold having negative sectional curvature satisfies QUE.
Solving of the problem Hence in general this assumption is related with ergodic / concentration / entropy properties of eigenfunctions. See Shnirelman, Sarnak, Bourgain-Lindenstrauss, Colin de Verdière, Anantharaman, Nonenmacher, De Bièvre,... If this assumption fails, we may have scars: energy concentration phenomena (there can be exceptional subsequences converging to other invariant measures, like, for instance, measures carried by closed geodesics: scars)
Solving of the problem
Solving of the problem Come back to the theorem: Under certain quantum ergodicity assumptions, there holds sup χ ω U L inf φ j (x) dx = L. j N ω Moreover: We are able to prove that, for certain sets Ω, the second problem does not have any solution (i.e., the supremum is not reached). We conjecture that this property is generic.
Solving of the problem Last remark: The proof of this no-gap result is based on a quite technical homogenization-like procedure. In dimension one, it happens that it is equivalent to the following harmonic analysis result: Let F the set of functions + X f (x) = L + (a j cos(jx) + b j sin(jx)), with a j j N. j= Then: d(f, U L ) = but there is no χ ω F. (where U L = {χ ω ω [, π], ω = Lπ})
Truncated version of the second problem Since the second problem may have no solution, it makes sense to consider as in P. Hébrard, A. Henrot, A spillover phenomenon in the optimal location of actuators, SIAM J. Control Optim. 44 (5), a truncated version of the second problem: sup ω Ω ω =L Ω min φ j (x) dx j N ω
Truncated version of the second problem sup ω Ω ω =L Ω min φ j (x) dx j N ω Theorem The problem has a unique solution ω N. Moreover, ω N has a finite number of connected components. If Ω has a symmetry hyperplane, then ω N enjoys the same symmetry property.
Truncated version of the second problem Theorem, specific to the D case ω N is symmetric with respect to π/, is the union of at most N intervals, and: there exists L N (, ] such that, for every L (, L N ], sin x dx = sin (x) dx = = sin (Nx) dx. ω N ω N ω N Equality of the criteria the optimal domain ω N concentrates around the points kπ, k =,..., N. N+ Spillover phenomenon: the best domain ω N for the N rst modes is the worst possible for the N + first modes.

Further comments. Existence of a maximizer Ensured if U L is replaced with any of the following choices: V L = {χ ω U L P Ω (ω) A} (perimeter) V L = {χ ω U L χ ω BV (Ω) A} (total variation) V L = {χ ω U L ω satisfies the /A-cone property} where A > is fixed.
Further comments. Intrinsic variant. Maximize inf φ(x) dx φ E ω over all possible subsets ω of Ω of measure ω = L Ω, where E denotes the set of all normalized eigenfunctions of g. Same no-gap results as before. Examples of gap: unit sphere of R, or half-unit sphere with Dirichlet boundary conditions.
Further comments. Parabolic equations y t = Ay (for example, heat equation) Observability inequality: T C T (χ ω) y(t, ) L y(t, x) dx dt ω The situation is very different.
Further comments. Parabolic equations y t = Ay (for example, heat equation) In that case, the problem is reduced (by averaging either in time or w.r.t. random initial conditions) to sup inf γ χ ω U L j N j φ j (x) dx with γ j = er(λ j )T. ω R(λ j ) Theorem Assume that lim inf γ j (T ) a(x) φ j (x) dx > γ (T ), j + Ω for every a U L. Then there exists N N such that sup χ ω U L inf j N j φ j ω = max χ ω U L inf γ j φ j, j n ω for every n N. In particular there is a unique solution χ ω N. Moreover if M is analytic then ω N is semi-analytic and has a finite number of connected components.
