2 page LET ME PLEASE START WITH SOME GENERAL ITEMS WHICH HAVE BEEN DISCUSSED DURING THE MEETING : SYSTEM OF ATTESTATION OF CONFORMITY To make it clear after having received some questions in the last weeks I ' d like to point out again that the decision that all fire protection products with fire resistance fall under system 1 is an essential part of the EOTA mandate and written there. INITIAL TYPE TEST = APPROVAL TEST Theoretically an approval body could demand from the manufacturer to undertake 2 different tests for 1) the ITT ( Initial Type Test ) and 2) the approval test Of course this is not in the interest of the industry. So I ' d like to draw your attention to the fact that it has been stated very clear by the Group of Notified Bodies that this demand can only be valid if the test lab which did the first test is not a notified body! Recommendation for the manufacturer : take care that the test lab you are cooperating with is by all means a " notified body ". Preferably the sponsor should try to arrange with the approval body in advance which notified body should overtake those 2 tests. The referring NB - document ( where the above mentioned statement is written ) will be checked and distributed to the WG with the next papers. MEETING OF EOTA - CONVENORS Here some results of the last EOTA - Convenors - meeting ( 25 / 09 / 02 ) in Brussels : " Dummy - ETA " A proposal from the Convenor of the " Convenors - Group ", Dr. Bedotti, was made, that each WG should produce a " Dummy - ETA " to be able to check whether the work in the group proves conformity to the mandate and the ETAG. The WG was not excited to overtake some additional work despite of the fact that such a tool could be helpful. page - 2 -
3 page Decision : due to the fact that the " Dummy - ETA " is just a recommendation, the group decided not to start with this new item yet. Identification of Products Referring " methods of identification " it should be in the responsibility and decision of each WG depending on the individual products which methods should be required. Identification in this sense is understood not for the product on works, but for the ITT and the results of the afterwards production. Flexible solutions are required. The Convenors Group has made a clear distinction : Identification for CE - marking Identification for the approval body in its assessing ( chemical components ) PT 2 is discussing this item and will give some guidance. Papers with reports of the Convenors - meeting and the PT 2 - draft will be circulated. REMARK : please apply for copies if interested Mounting and Fixing Decision : EOTA has to deal with mounting and fixing. PT 4 : should coordinate the work in the various groups and take care for the coordination with the CEN - bodies ( CEN TC 127 ad hoc 40 ). EXAP EXAP - rules have to be included in the ETAGs. Those should be based on CEN - work or on results of the NB ( Group of Notified Bodies ). There is no need that the rules must be fully extended in every detail. The main target must be not to hinder the progress in the standardisation work. It was mentioned that the EAPFP will send a letter to Mr. Leoz - Argüelles with the proposal to transfer the ad hoc 28 - work from CEN to EOTA ( please compare my last reports, especially the one of the 23 rd October - meeting, which will be circulated by the EAPFP - secretariat previously next week ). page - 3 -
4 page Installation rules The term " correctly installed " has to be followed in a very general way. The practicability of installation rules must be provided in the ETAG and general guidance must be given. The manufacturer has to take care for simple installation rules and has to give advice for the guideline. EOTA - SEMINAR IN ANTWERP'S As a result of this seminar ( which took place in Antwerp's end of Sept. 02 ) EOTA, CEN and the Europ. Comm. will have a meeting in November to discuss new ways of improving and speeding up the work for the ETAs. MEETING ON 23 RD OCT 2002 Please compare the already above mentioned EAPFP - report about this meeting. It was pointed out very clear by the Convenor, Prof. Hoppe, that the comments about reactive products are fully understood, however the statement can just be a recommendation by the people who had attended this " informal " meeting. The final decision is - like always - up to SCC. FLAME RETARDANTS The program and a convenor for the new Task Group have not been agreed yet. EOTA favours a convenorship for UK ( eventually Warrington ). Remark : experts from the industry ( BUDENHEIM? CLARIANT? ) would be welcome! DURABILITY / ARTIFICIAL AGEING / IDENTIFICATION Some fundamental questions have been discussed : how to prove by test methods changes in the product performance over defined periods of durability? how to prove changes in formulation and chemical composition? are small scale tests adequate for such proves? The answer / result is that different proves for different products according to the intended use are necessary. page - 4 -
5 page E.G. : characteristic - tests for reactive products, small scale tests for boards. Conclusion : a case by case approach for the different products is necessary. GENERAL PART OF FIRE STOPPING AND FIRE SEALING PRODUCTS The General Part of Fire Stopping and Fire Sealing Products has been discussed again in detail point by point to implement new decisions and definitions ( according to comments of Brian Haynes / BBA and Eric Winnepeninckx / BBRI ). A new revised draft will be distributed by the secretary. Some open questions have still to be solved by EOTA PT 2 and EOTA TB. WORK IN THE TASK GROUPS REACTIVE COATINGS ON STEEL No meeting in the last months. The paper is not far progressed. It is definitely a demand from the industry to cover as well as the performance on steel : - fire resistance of concrete - fire resistance of wood The decision is to split the group into referring subparts : - concrete - timber - steel Those groups are of course open for other experts for the different substrates. Question / apply for the industry : are experts interested to work in the new sub groups? ( GERMANY :Hensel?, Dr. Wolman?? ) ( FRANCE / SWITZERLAND SIKA? - Dr. Thorey?? ) Experts please contact me and I will initiate contacts to the convenor, Mrs. Dr. Rohling page - 5 -
6 page Not much progress since last meeting. RENDERINGS Next meeting : end of November. A new draft will be distributed afterwards. Some links to " coatings on concrete and timber " have to be checked! Main problems : - durability - maintenance on the various substrates. CABLES AND PIPES The document is rather far progressed. The latest version has been drafted in middle of October Still some problems have to be solved, especially : - EXAPs - durability aspects Next meeting end of November in Berlin will bring more progress and hopefully forward the draft to the final state. LINEAR JOINTS The document has made good progress, but still there are basic problems : Reaction to Fire - Classification of Products for Linear Joints by the SBI ( mounting and fixing ) - see comments above factory production control has not yet been addressed Next meeting : 20. Nov LINEAR GAP SEALS IN THE SBI Dr. Haselmair presented the results of two test series of linear gap seals especially in regard of mounting and fixing according to the intended use. page - 6 -
7 page The results of the SBI - Tests prove very clear a direct relation of the volume of the product to the results in the SBI. E.g. : a product which is " disappearing " rather fast delivers logically low contribution to the values of the FIGRA, especially to the " Rate of Heat Release ". So the results of the SBI - configuration according to the intended use have to be verified by additional tests, in this case by the " small burner test " ( EN ISO ). A kind of " standard configuration " should be fixed which defines the size of the gaps in a realistic way to guarantee that there will be enough mass of material to prove test evidence. This group either deals with the following product areas : - air transfer grilles - cavity barriers Air transfer grilles Problem here as well : reaction to fire classification. The SBI is definitely not an adequate test procedure. No solution in the moment. Cavity Barriers Special definitions = flexible cavity barriers ( not : curtains - those are covered in the CEN work in a link to doors ). BOARDS Paper proves the fastest progress and is provided for presentation to the EOTA TB. REACTIVE COATINGS A report has been presented to the meeting and is available by request. PLACE AND DATE OF NEXT MEETINGS Project Team : tba according to the WG - meetings ( no date fixed yet ) Working Group : The work will be splitted into 2 groups to provide progress : page - 7 -
