Since appointments to the posts of Directors and Division Leaders fall within the co petence of the Council, I now submit my proposals to Council for approval. 72/232/5/E OCR Output

2 csrn/1123 Page l SENIOR STAFF APPOINTMENTS LABORATORY I My proposals as regards senior staff appointments are the following: the replacement of Professor L. Van Hove, whose term of office expires on 30 June 1974, and who has expressed the wish not to have his appointment renewed, by Professor S. Fubini as Director of the Theoretical Physics Department for a three year period, as from l July As you know, Professor Fubini was a staff member of the Theoretical Studies Division during the period He then became Professor of Theoretical Physics at the Universities of Padova ( ) and Torino ( ). In 1968 he was offered a Professorship of Theoretical Physics at MIT which he held until December 1972 when he accepted an indefinite appointment in grade 14 with CERN. Professor Fubini is a remarkable leader and adviser of young research theoreticians and he has introduced a number of well known particle physicists to the field. He has always had the particular gift of selecting excellent collaborators and of giving them fruitful research problems. He is an eminent elementary particle theoretician and the theoreticians would particularly welcome his appointment. Information on Professor Fubini's career is attached as Annex I to the present document together with his curriculum vitae and a list of publications. The renewal of Dr. E. Michae1is's appointment as Leader of the MSC Division for a further two year period, as from lst July Since, however, Dr. Michaelis himself has expressed the wish not to continue to serve in this capacity after the completion of the SC improvements programme, it is understood, that, should circums tances permit, his appointment could be terminated earlier by mutual consent. The appointment of Dr. W. Schnell as Leader of the ISR Division for a period of one year as from 1 January As you know, when the ISR Division was set up, in June 1972, it was decided that the office would be filled on OCR Output 73/232/5/e

3 CERN/1l23 Page 2 the basis of a yearly rotation. Dr. Schnell will succeed Dr. Bonaudi who held this office in l973. A table, showing the situation of Directors and Division Leaders by the end of 1973, is attached as Annex II. OCR Output

4 ANNEXUI (a) PROFESSOR FUBINI'S SCIENTIFIC ACHIEVEM NTS l. Earlv Works Up to about 1961, Professor Fubini made a number of contributions to the field theory of strong interactions, to dispersion relations, as well as to the theory of pion photo production and electroproduction phenomena. He introduced, in collaboration with Professor Cini, an important approximation method to the Mandelstam representation. This became an important tool for the study of pion nucleon scattering. 2. Multiperipheral Model, Regge Poles and Cuts It was in 1961 that Professor Fubini, in collaboration with Drs. Amati and Stanghellini, carried out his famous work on the multiperipheral model and on related questions concerning Regge poles and Regge Cuts. The importance of the multiperipheral model is easily measured by the role which it has played in the last lo years, not only as one of the most interesting attempts at describing general inelastic collisions, but also as a sort of theoretical laboratory for investigating a large number of purely theoretical problems. The connections with the vast domain of Regge theory (including the existence of cuts in addition to poles in the angular momentum plane) has turned out to have many far reaching consequences. 3. Current Algebra Professor Fubini also played an important part in the formulation and investigation of current argebra. He contributed much to this general method of strong interaction theory and introduced an important technical tool, the so-called infinite momentum frame. This work was done with Dr. Furlan and others. 4. Superconvergence Relations 73/232/5/e OCR Output Professor Fubini and collaborators opened yet another line of research in strong interaction theory, based on the concept that certain dispersion relations are superconvergent (i.e. have a very rapid convergence of the dispersion integrals), a fact which implies strong constraints on physical parameters. This line of work introduced theoreticians into the wide field of finite energy sum rules relating low energy and high energy parameters. Very rapidly tiis method became the basis of numerous investigations by many people. It is now a completely classical technique of strong interaction physics.

5 cern/1123 ANNEX I (a) Page 2 5. Dual Models Another major contribution made by Professor Fubini concerns the general theory of dual resonance models ( or generalized Veneziano models). In well known papers written with Dr. Veneziano, he studied the factorization properties of such models and established the high multiplicity of states which they imply. In addition, he introduced an appropriate operator formalism which soon became a fundamental tool in all investigations on dual resonance models. 6. Other Work In parallel with the above investigations, all of which have become classical knowledge in a very short time, Professor Fubini studied a large number of other questions. We quote among them singular potentials, angular momentu decomposition in the exchange channel of hadron reactions, field-theoretical represent ations and group-theoretical properties of dual models as well as their relations with light cone properties. 73/232/5/E OCR Output
