7 1 Outline of the delivery This reporting obligation onsists on the provision of data regarding Strategi noise maps related data as listed in annex VI for all major roads, railways, airports and agglomerations with the following thresholds: Agglomerations>100,000 inhabitants. Major ivil airport > 50,000 movements/year All major roads >3 million vehiles/year All major railways >30,000 trains/year Information on strategi noise maps onsist on 4 main bloks of information: 1. Statistial data onsisting on: o o People exposed to different noise bands by different noise soures by L den and L night and alulations differentiated by exposure to major soures, most exposed, quiet, areas and dwellings exposed, et. (details an be found in the desription of the reporting obligation in Reportnet and in hapter 4 of this Annex) It is reommended to provide the information orresponding to number exposed to the different noise bands and to dwellings hundred (solely), in order to avoid potential onfusions. Unique odifiation 2. Spatial data onsisting on: o o Noise ontour maps foused on the noise emission soures (obligatory in the ase of major roads, major railways and major airports, and voluntary in the ase of the agglomerations) Quiet areas inside and outside agglomerations (Details an be found in hapter 5 of the urrent Annex) 3. Supplementary information (if needed), detailed in hapter 6 of this Annex. 4. Metadata (how the data provided has been reated and onstraints of this data: a detailed list of information that should be provided is speified in hapter 7). So, it is expeted that eah subfolder reated to deliver data oerning this reporting obligation will ontain at least, statistial and spatial data, both with the orresponding metadata files. How data should be delivered through Reportnet is explained in a separate hapter in the main doument. It is highly reommended that the data provided follow the templates that have been speially reated for this purpose, with speifi quality hek rules designed for helping the ountry to report the data following the speifiations and ensuring the data oheree and at the same time, to failitate the manual quality hek developed by several EU institutions. The analysis of the quality of the data as well as of its ompleteness will be only done for the information requested as ompulsory, whih will be basis to evaluate the ompliae of a speifi ountry. The rest of automati quality hek rules have been introdued in order to guide the reporter. To be highlighted that unique odes are highly relevant in order to ensure traeability as well as the linkage between different dataflows or different types of information in the same dataflow. 8 2 Data submission proess The proess to submit the requested information is very simple: 1. Download the template provided for tabular data 2. Fill in the template in your personal omputer 3. Upload the filled in template into the Reportnet system 4. Run the quality hek rules and orret the data if neessary (if this is the ase, go bak to step 2) 5. Download the template provided for spatial data 6. Upload the requested spatial data as separate files or in a ZIP file using the Add zip file button. 7. 9 The reporter would be able to find the instrutions and the explanation of the detailed data to be delivered for eah oept speified in the END in hapter 4 (oerning the statistial information to be reported) and in hapter 5 (oerning the spatial information to be delivered). Moreover, hapter 3 ontains a hek list of what needs to be done in order to fulfil the requests of the END for this speifi deliverable, to ensure that the data provided is ompliant with the minimum requirements speified in this Annex. Chapter 6 deals with the supplementary information that an be provided, and hapter 7 details the ontent of the metadata files to be provided for eah doument delivered. Finally, in hapter 8, details oerning the naming onventions for the files that should be uploaded in Reportnet are proposed and hapter 9 ontain the general quality hek proess followed oerning this dataflow. 10 3 Chek list for the data reporters This setion ontains a list to be heked by the (experieed) noise information reporters through Reportnet, to be sure that the data reported aomplish the minimum requirements speified in this annex. Data preparation: - Have you downloaded the most reent template for DF_4_8 from the Reportnet data ditionary (9 tables)? - Is your data given in the orret units? - Is your data plausible and omplete? - All the ells are fulfilled and where no data should be provided (due to data not available ordata not appliable), have they been fulfilled using the explanatory values -1 and -2? - Have you inserted your ountry data into the template (xls or xml)? - Do you provide a metadata file / supplementary report and do they ontain all neessary information (e.g. desription of data atuality)? - Does the supplementary report ilude a short summary in English? - Do the shapefiles ilude a projetion-file? - Do the shapefiles fulfil the requirements (names and values of the attributes, et.)? - Have you ompleted all the metadata files for all the information you need to provide for this deliverable? Quiet areas data: - Do you have quiet areas? Inside agglomerations? Outside agglomerations? - Have they been delimited and reported? - Do the metadata file / supplementary report ontain a desription of the methodology how the quiet areas have been defined? File names: - Do the file names follow the naming onvention proposed? And if the naming onvention is not available, does the name indiate the ontent of the file? Uploading proess: - Have you delivered the data through Reportnet? If this is the ase, have you log in, reated a new envelope, entered the envelope and ativated the task? - Have you uploaded the filled template and GISfiles with the orresponding metadata file, and the supplementary reports (in ase it is needed)? - Have you run the automati QA for all the tables? - If neessary (beause the automati QA is not passed suessfully for all tables) have you orreted the data and uploaded the orret tables again? - Have you heked that your data is delivered? Have you press the option Complete task? - Have you logout from Reportnet? Related tasks: - Chek if an update of any other dataflow is neessary (e.g. DF_1_5 due to a hange on the noise soures, a hange of the total number of inhabitants in agglomerations et.) o It is important to be aware that, if DF1_DF5 isupdated in Reportnet at the same time than DF4_DF8, the automati quality heking rules that hek the 4 ETC/ACM Tehnial Paper 2017

12 4 Statistial information expeted to be reported In order to harmonise the statistial information to be reported to the European Commission, an Exel Workbook has been designed ontaining 10 different worksheets, 9 of them expeted to be fulfilled with information oerning the noise exposure data per noise soure requested by the END, and the last worksheet is solely for internal use (for the onversion of the files to enable the automati quality hek of the data being reported). The expeted information to be reported is indiated in the first row of the nine worksheets. Empty fields are not allowed in those worksheets; therefore, one of the following values should be provided in ase there is no information available for a speifi ell: Field value Meaning Desription -1 Data not appliable This may apply to the following ases: - Table / field not to be reported beause no agglomeration, or no major roads, or no major railways or no major airports fall in the sope of the Diretive (meeting the minimum threshold speified by END). - For the agglomerations ase if a speifi noise soure is not present. - A field value does not exist (e.g. EURoadID) -2 Data not available This may apply to the following ases: - Data not mandatory for reporting - Data not yet available (mandatory data) - Data not available (mandatory data) The -2 value should not appear in the mandatory ells orresponding to the final data delivery (in ase more than one delivery is done by one MS). Coerning this dataflow, 0 value will be understood as 0 hundreds exposed (meaning that there ould be from 0 to 49 exposed at that noise band for that noise soure), or 0 dwellings exposed to a speifi noise band, et. Information oerning the number exposed inside agglomerations and the number exposed from major transport soures as well as the number of dwellings are expeted to be reported rounded to the nearest hundred. For example, if there are 5235 exposed, the figure to be provided is 5200, rounding it to the nearest hundred (e.g = between 5150 and 5249; 100 = between 50 and 149; 0 = less than 50). For onsultation purposes, all the information expeted to be provided in the template exel sheets is detailed in the following subsetions (it is not the purpose to reprodue the format of all the spreadsheets, it is just a summary of the details of the data requested in eah exel sheet,). 13 EC and EEA will deline responsibilities for not quality heking and therefore, not iluding into NOISE (Noise Observation and Information Servie for Europe) those deliveries not following the speifiations and guidelines provided in this annex. The speifiations detailed in this doument will be adapted to the INSPIRE guidelines speifiations as soon as they beome available and offiial.
