Both n thory (s,.g. Montgomry, 1972) and n ractc (s,.g. Schmalns t al., 1998), markt-basd olcy nstrumnts ar known to fostr cost ffcncy n nvronmntal olcy makng. Howvr, rmt trad has bn oosd by many obsrvrs such as nvronmntal organsatons and oltcal arts. Som consdr trad n olluton rmts as a way to try to avod on s oblgatons, to ay othrs to clan u, or to ay ndulgnc, s Goodn (1994). Ths could also b usd as an argumnt aganst sllng rmts by dvlong countrs as sllng quotas to ndustralsd countrs would not lad to abatmnt n th countrs rsonsbl for th roblm.
