Integrated Geodatabase Model for effective planning of District -Hamirpur Developed by District Administration,Hamirpur in collaboration with Centre for Geoinformatics Research and Training, CSK HPAU,Palampur

Abstraction factors The attempt is to make the Disaster Management Plan dynamic rather than static The Disaster Management Plan was static and information to the concerned document cannot be updated. Since inventories are part of the Plan, regular updation is required which is easy to update on the web based portal. Information in different maps/ layers provided in maps can be seen separately for making them more useful and hand on- Back end exercises can be conducted by any or all.

District administrative boundaries Block level maps Tehsil level maps Police Circles PWD Circles Panchayat level maps

Objectives i) To generate the basic GIS datasets Block/GP level for the District alongwith maps at various administrative levels ii) Integration of the attribute data as much as available to the spatial datasets (linking information to locations) iii) Mapping of various infrastructures on Block level/gp Level base maps, alongwith resource mapping (Spatial Inventory) iv) Reducing the Response time for rescue operations v) Planning and monitoring of the development activities

Identifying the areas of the disaster, Nearest response team available, Shortest route to approach the scenario, Limiting the time of Search and rescue operations, ****A readily available map handbook in every line department depicting all resources and important areas prone to any land slide, hazard or natural calamity, etc. will be very useful for preparation and management during the disaster.

Parameters incorporated so far: Samudayik bhawan, Panchayat Ghars, Schools locations Fire station locations PHC locations, Grounds, helipads Police stations/chowkis Taxi stands, bus stops, Vulnerable sections Hazardous zones, petrol pumps Industries

Intending to generate geo-spatial informations on micro-level Village Panchayat Block District State

Outputs: Geo-referenced Spatial information (encompassing administrative maps, Infrastructures, resources, Thematic maps) generated as a part of decision making for what can be done and where. Outputs in the form of Interactive Graphical User Interface which are made available in a single window through WebGIS Portal (web link available at District website under disaster management section- Sample Bhijri Assets Link) A handy and easy to use Atlas of all assets at Block wise with all coordinates (Latitude and longitude) is printed and made available for usage at DEOC and line departments. Extensive mapping at village level carried out.

Geotagging for following assets completed Administrative Buildings Agriculture offices Anganwadi Kendras Ayurvedic Clinics Banking Facilities Complete District Map Degree college District Elevation profile District Major roads Flood and Accident Prone areas Food and Civil Supply Grounds and Potential helipads High schools HPPWD assets HPSEB assets Major river and khads Middle and Sr.Sec Schools PHC and Health clinics Police stations and booths Postal facilities Primary schools Ref.PanchayatBoundaries Religious places Telephone exchange and utilities Vetinraryhospitals Water tanks and sources

Impacts: Web based application can be used by all types of users (GIS and non GIS). There will be no dependency on any GIS software for viewing the information and Spatial Data Infrastructures (SDIs) generated. Effective channel of communication among government agencies, relief/rescue teams and managers concerned with the complex role of disaster management thereby reducing response time. The Project outcomes can be used for effective outputs at the planning level as well as geo datasets could be used for monitoring and impact assessment at later stages.
