Role of the Locational Guide Map State agencies shall not provide funding for certain growth-related projects unless such projects are located within a priority funding area LGM shall not be used to determine consistency with text of State C&D Plan Priority funding area requirements of CGS Sec. 16a-35d allow for a PFA exception process that is weighted toward consistency with the municipal POCD Ensures local support for projects located outside of PFAs Reduces the need for interim map changes Encourages municipalities to develop robust POCDs

PFA Delineation Options for 2018-2023 Geographic unit (i.e., Census Block), PFA Criteria, and Conservation Criteria remain unchanged Public input being sought on whether to change methodology for delineating the boundaries of PFAs from Census Blocks containing one to any two or more of the following criteria: Designation as an Urban Area or Urban Cluster in 2010 Census Boundaries that intersect a ½ mile buffer surrounding existing or planned mass-transit stations (busway or passenger rail) Existing or planned sewer service Existing or planned water service Local bus routes when service is provided 7 days a week

Priority Funding Area Criteria: PFA Criterion Designation as an Urban Area or Urban Cluster in 2010 Census Boundaries that intersect a ½ mile buffer surrounding existing or planned mass-transit stations (busway or passenger rail) Source of Data U.S. Census Bureau Generated by OPM using data from CT DOT Existing or planned sewer service Existing or planned water service Local bus routes when service is provided 7 days a week DEEP; municipalities; COGs DPH; municipalities; COGs CT DOT; local transit authorities; COGs

Conservation Factors: Conservation Factor Core forest areas greater than 250 acres Drinking water supply watersheds Aquifer Protection Areas Wetland soils greater than 25 acres Undeveloped prime, statewide important, and locally important agricultural soils greater than 25 acres Hurricane Inundation Zones 100-year flood zones Critical wildlife habitats Locally important conservation areas Source of Data UCONN CLEAR Changing Landscape Project DPH DEEP DEEP; DoAg DoAg; USDA NRCS FEMA; CT DESPP FEMA; CT DESPP DEEP Municipalities

Application of the LGM for 2018-2023 * Exception Process Requires a State Growth-Related Project to be Consistent with the Municipality s POCD

Submitting LGM comments and edits to OPM Submit written comments to Dan Morley at Daniel.Morley@ct.gov Comments on Census Blocks and updates to specific mapped features can be made directly on a web application (pending release): http://ctmaps.maps.arcgis.com/home/webmap/viewer.html?webmap =d6cb7fa3c3d54ca98546dfd5130b9c69 Updates to all mapped data can also be provided to OPM (eric.k.lindquist@ct.gov) in a GIS file format or as a PDF map
