ESPON Internal Seminar 2-3 December 2009 in Malmö Targeted Analyses: Using European Knowledge in Practice Introduction to the Workshops Michaela Gensheimer
The European Perspective e in Regional Territorial ial Analysis and Policymaking Regions are no isolated entities. Regions can benefit from understanding the larger (European) territorial context because it adds to potential and sets preconditions for territorial development. ESPON has knowledge and tools to make the larger context operational for regions: Applied Research Scientific Platform Targeted Analysis The question is: how can regions use ESPON?
ESPON CU Quick Screen of Targeted Analyses Step 1: Framework Central question: How is European wide information out of the ESPON Knowledge Base being used in regional territorial analysis and policymaking? Analysed documents: Expressions of Interest Project specifications Project proposals Inception Reports Interim Reports (if available)
ESPON CU Quick Screen of Targeted Analyses Step 1: Framework Sub-questions addressed: What type of questions do policymakers pose? What type of research questions is this translated into? What research methods and techniques are being applied? What (expected) research output is formulated? What elements of the ESPON Knowledge Base are being What elements of the ESPON Knowledge Base are being used?
ESPON CU Quick Screen of Targeted Analyses Step 2a: Analysis and structuring of information Elements of the ESPON Knowledge Base: Data, indicators, typologies and classifications Description of the territorial structure Different geographical scales & interdependencies Partial structures Functional coherent sub-entities Description i of developments Different geographical scales & interdependencies Driving forces Development trends for specific activities Territorial changes (allocation / distribution) Future developments / scenarios Information on territorial co-operation and governance Innovative research methods
ESPON CU Quick Screen of Targeted Analyses Step 2b: Analysis and structuring of information We recognise various regional approaches to the European territorial context: The characteristic region The performing region The related region The integrated region The influenced region The influencing region
The characteristic i region Key words: Identity, being unique, Research techniques (example): Comparative analysis, comparative SWOT, Research output (example): Definition of the regional identity as lever for development Added value to the wider territory / assets to preserve Identification of regions for exchange of experiences ESPON Knowledge Base: Comparable data, indicators, typologies
The performing region Key words: Performance, competition, being the best, Research techniques (example): Benchmark, SWOT, Research output (example): Definition of comparative advantages as lever for development and as basis for investment strategy Definition of weak point that require policy action ESPON Knowledge Base: Comparable data, indicators, typologies Territorial changes, recent developments
The related region Key words: Territorial structure, networks, spatial interaction, Research techniques (example): Analysis of relations and flows, spatial positioning, Research output (example): Definition of spatial structures (transport, ecologic, ) and possibilities to reinforce them Definition of (possible) complementarities and synergy ESPON Knowledge Base: Description of territorial structures
The integrated region Key words: Coherent territory, macro-region, Research techniques (example): Definition, description and delineation of a territory Research output (example): Definition of the direct territorial context of a region Definition of a area for territorial co-opereation ESPON Knowledge Base: Typologies, description of the territorial structure at different levels of geographical scale Territorial co-operation models
The influenced region Key words: Territorial impact, forces from outside, adaptation, Research techniques (example): Translation of global/eu-wide scenarios, Research output (example): Identification of relevant policy themes at regional level Development paths for appropriate regional policy action and adaptation ESPON Knowledge Base: Description of the development of the European territorial structure, including interdependencies between scales, driving forces, scenarios,
The influencing i region Key words: Hinterland, sphere of influence, spill-over-effects, Research techniques (example): Impact analysis, flow analysis, Research output (example): Defining policy themes for territorial co-operation Definition of areas you compete with ESPON Knowledge Base: Territorial co-opereation models
Further steps Step 3: ESPON Seminar and the following workshops Critical reflection Input
Further steps Step 4: Guidance for regional practitioners and researchers (seminar paper) From policy question to a relevant analytical output How to address the European territorial context? How to make use of ESPON knowledge? Including: Overview on how to formulate regional analysis Best practices Barriers in using ESPON Lessons for future ESPON projects
