Salmon realized he had no choice but to scare away his enemies so he made up a legend regarding Tog. People heard the legend and were so afraid of the story, they did not try to fight with Tog.

Jack called the police and gave them a detailed account of what had happened. The police told Jack that they had been searching for this malicious man for months.
