Introduction Background Web applications References
Maps released on the Internet self-service not filed for record referenced by Commissioner s orders (Minn. Statute 161.16, Subdivision 2) Right of Way map, related maps Customer driven internal operations primary external customer influence growing Several applications available
Purpose of the Right of Way map The map and its related documents Evolution of the map Methods of data organization
Right of Way Map The purpose of the Right of Way map is for use as a general index to identify official documents and other records associated with the acquisition, disposal and administration of highway right of way. It is not a boundary survey, asbuilt survey or plat; nor is it intended to represent or be used in place of the official documents of record. Contact the appropriate MnDOT district office for more detail or information regarding the current status of specific rights or interests of highway right of way.
The Right of Way map: is a general index reflects both acquisition and disposal originates from a single construction project event shows right of way boundaries may change and distort from what was once a snapshot in time measurements, the location of features, and corresponding labels are approximations is not a boundary survey, as-built survey, plat, or official document of record improves communication when seeking details/information from MnDOT district offices
Property/administrative boundaries follows land acquisition and disposal single project, may evolve to include multiple projects most current map a myth not a plan, does not show proposed projects 3,082 right of way maps 421 CAD maps, 2661 roll maps (raster) Recognizing the process MnDOT transportation district to Central Office multiple source maps are refined into the Final Map not mapped by final certificate Not all trunk highways are mapped
Other maps right of way plats monumentation plats snow fence maps construction plans railroad valuation maps railroad station plats Commissioner s orders includes graphic Commissioner s order maps Utility permits

CAD development Linen, mylar & sepia media Raster imagery available 1921 - First maps developed with linen & ink 1987 - First maps with CAD 1997- All maps are scanned 2002 - Spatial index (internal only) 2003 - EDMS (tabular index) 2007- RWMM (spatial index) 1920 1950 1980 1990 2000 2010
Linen Transformation from linen to digital form scan of 35mm film at 200 dpi standard sheet size scan of linen at 400 dpi match line to match line CAD early years MicroStation V8i GIS enabled current right of way line district supported limited availability
Standards, degree of consistency considerable variation in project size/map length map update methods vary small acquisition projects may be added to existing map CAD or raster large acquisition projects likely to be new map CAD early acquisition parcels timing for map updates and new map development the project may not be 100% acquired district offices have best knowledge of current activity
(current) R/W Boundary (previously) existing R/W
Standards To help with map currency, look for these: road width line symbol parcel number map number (rarely) turnback or reconveyance on raster most line work is not modified, labels ref. only temporary easement expiration date planimetric features (prior to construction) abrupt change in style of text or line weight date of Commissioner s orders
Standards Consistent most line styles parcel caption block or single (content similar) most parcel numbering Not consistent CAD levels level name, weight, color items to watch out for on turnbacks and reconveyances placement of Commissioner s orders table (front of map) location flags (at location of change) narrative and graphic
Standards Source of standards may be local road authority Typical scale(s) 1inch = 100 feet some at 50 and 200 metric scales (sometimes mixed with English) important when plotting
Formats CAD -.DGN Raster -.TIF Group IV compression LZW compression (file size is 3 times larger)
Indexing practices, methods Control Section, example: C.S.1810 State Project Number, example: SP1810-98 900 number Parcel number example: 1810 (371=19) 902 0315 Sometimes a parcel number may represent only an acquired right such as access control No references to local government PID Roads dedicated by Minn. Stat. 505 are not automatically part of Trunk Highway must be taken in by Commissioner s order
