November 02, 2017 RP023-17 Provide Veterinary Medical Services for the Animal Welfare & Enforcement Division on an Annual Contract Addendum 2 The question deadline has been POSTPONED to November 07, 2017. The due date for proposals has been POSTPONED to December 01, 2017. Q1. Why did Gwinnett County decide to outsource the services at this time? What is the goal of outsourcing? A1. The goal is to provide a comprehensive medical program for the Animal Welfare Facility that we would like to have in house rather than with veterinarians here and there. Q2. What is the current process? A2. Currently we have a veterinarian that is a part time medical director position. We utilize her license for the purchase of medications. In addition, we have numerous veterinarians that work for us on a contractual basis for surgeries including some vet techs. Q3. Can you provide a list of veterinary supplies that are available (surgical tables, autoclave, etc.)? If Gwinnett County provides the equipment, who is responsible for repairs if the equipment breaks? A3. Gwinnett County will provide supplies and equipment and repairs. Q4. Are their preferred vendors for supplies? A4. The awarded vendor will not order supplies. It will be their responsibility to inventory supplies and notify County staff when orders need to be placed. Q5. Should this proposal include medications? A5. No. This proposal is for service only. We will provide supplies. Q6. Heartworm treatment. A lot of animal shelters are now providing heartworm treatment. The medication is very expensive. I assume Gwinnett County is not providing any type of treatment at this time. A6. At this time we provide testing. We do provide vouchers to those adopting dogs that test positive. As part of this contract, in the future, we do foresee entertaining in-house heartworm treatment. Q7. One of the requirements is to provide list of personnel and copy of his/her license. It is very possible that the proposer would need to staff up in order to fulfil this contract. Do we need to provide resumes for current employees with the expectation that other would be hired? A7. Please fully explain in your proposal so we can properly evaluate. Q8. What is the contract start date? A8. It will be after award by the Board of Commissioners.

RP021-17, Addendum 1 Page 2 Q9. What is the proposer expected to input into Shelter Buddy? A9. Medical only. AWE will provide training on Shelter Buddy. Q10. For cruelty/neglect cases, if the awarded vendor does not have a forensic veterinarian on staff, will they be allowed to send bodies out or subcontract out to a specialist for necropsy? A10. Yes. Q11. Who handles healthcare and administration of medications for animals on Sunday? A11. We have staff in place for that now. Q12. Will the current medical director and medical staff remain on staff with Gwinnett County? A12. The current medical director, veterinarians and veterinary technicians will no longer be needed once this contract is in place. However, County staff will remain. We have a vet tech and an animal care specialist that will remain. Q13. Will this contract cover all euthanasia fluid for the entire facility, not just what is needed medically? Will the County order this under the veterinarian s license? A13. Yes that is correct. Q14. Will all euthanasia decisions for medical reasons have to come from the contracted veterinarian instead of Animal Control making that decision? A14. Yes. Q15. What about for non-medical euthanasia? Will the contractor s medical staff still be performing those euthanasians? A15. We would like to see that as an option in the proposal. It is not required but we would like to see that in the proposal. There may be times when it would be necessary. There are times when an animal picked up is injured and must go to the closest medical facility. At that point, that medical staff will make the necessary decisions for the medical care. Q16. Who currently performs euthanasia? A16. Animal control staff. It is our desire that if we have an animal of questionable health to have a professional veterinarian or veterinary technician diagnosis and make the most humane and logical treatment plan an program for that animal. Whether it is to treat or euthanize, we want a professional s advice. Q17. Is there a separate budget above the contractor s fee for emergency veterinary care visits? If the contracted veterinarian recommends that an animal to go emergency care on a Sunday, does that come from a separate budget? A17. Yes. Q18. What diseases and illnesses do we treat in-house? A18. Kennel cough, upper respiratory, broken femur, etc. Q19. Do we have separate sick bay facilities for cats and dogs? A19. Yes. Q20. Are there any illnesses that we do not want to treat in-house? A20. Parvo, Panleuk. Q21. Will the awarded vendor have input on the usage of the medical rooms? A21. That is negotiable and open for discussion.

RP021-17, Addendum 1 Page 3 Q22. Do we have access to a trailer (like a school trailer) to be used for housing sick animals? A22. Not that we are aware of but it is a possibility in the future. Q23. Please provide the Shelter Buddy Income and Output reports by month for 2015, 2016 and 2017 YTD. A23. See attached. Q24. This facility is used as an education facility. Will this be able to continue? A24. We absolutely hope so. Q25. Where does the animal food come from? A25. Hill s and donations Q26. Do we ever have farm animals and how are they cared for? A26. Occasionally. The awarded vendor will be responsible for the animals care. Q27. What is the method for handling special medications or feedings? Is there a med sheet? A27. Yes we have a med sheet and are open to suggestions on this form. Q28. Do you have a TNR program? A28.
