All three Participating States (Anambra, Bauchi and Ekiti) have made marked progress under both components toward achievement of indicator targets for the second year (2014). Despite general elections and government transitions, which caused delays in implementation activities, the project managed to undertake critical activities, namely in meeting 2015 indicator targets for which verification has been completed, and validation/authorization to disburse is underway. In respect of the original project, available data for the three Participating States indicate that the project has continued to achieve its targets in teacher deployment (rural areas and core subjects), in attracting a greater number of students in technical vocational schools, and in increasing the number of beneficiaries. As of October 15, 2016, 2016, disbursements were about US$65.3 million equivalent (48% of the Credit). Project implementation has gathered momentum despite the delays mentioned above. The project is strongly focused on verification of achievement by each State of their respective DLI targets. All three states have disclosed key activities either on their websites or through national newspapers (e.g. regarding teacher incentives and grants to schools). The challenge ahead is how to accelerate implementation, while focusing at the same time on the level of monitoring, which is typical of a results-based approach operation, and scaling-up original project activities in the North East to support the Government s emergency response program to these conflict-afflicted states.
