Major Impact Traffic Incidents and Mitigation 12/5/2013 (Thursday) Time: 9:15 pm 11:35 pm Location: St. Louis County Westbound I-44 before Lewis Road Event: Incident involving tractor trailers sliding on ice Action: Transportation Management Center posted web-based and text message alerts, displayed advanced messaging on roadside message boards informing motorists of the lane closures and to use an alternate route. MoDOT Emergency Responders, MSHP, and Eureka Fire Department responded. Estimated Initial Impact: A tractor trailer slid down the ramp jackknifed and blocked all lanes. Result: Lane 1 was closed at 9:15 pm and was reopened at 10:10 pm for a 55 minute closure. Major Impact Traffic Incidents and Mitigation 12/13/2013 (Friday) Time: 7:33 pm 10:34 pm ***Fatal*** Location: St. Louis County Westbound I-44 at Bowles Avenue Event: Head on collision involving a wrong way driver, 5 cars, 4 injuries, and a resulting fatality Action: Transportation Management Center posted web-based and text message alerts, displayed advanced messaging on roadside message boards informing motorists of the lane closures and to use an alternate route. MoDOT Emergency Responders and Maintenance, MSHP, St. Louis County Police, Fenton Fire and EMS, and a tow responded. MoDOT Incident Management Coordinator, EOC and Motor Carrier were notified. Traffic engineer on plow duty near the TMC heard the crash information over the maintenance radio and stopped at the TMC to make arterial signal adjustments. The signal at WB I-44 @ Bowles was changed to free operation and the off-ramp max time was increased from 30 seconds to 50 seconds. Traffic was diverted up and over the WB ramps at Bowles. Estimated Initial Impact: Total closure of Westbound I-44 Result: All lanes were closed at 7:33 pm and remained closed for accident reconstruction and recovery of vehicles until 10:34 pm. All traffic was forced to divert up and over at Bowles Avenue until incident cleared. The traffic engineer was not able to remain at the TMC to monitor incident or make additional adjustments because of snow plow responsibilities. Once it was reported that the crash was cleared, the engineer returned to the TMC to put the signal back to normal operation within 30 minutes. Major Impact Traffic Incidents and Mitigation 12/14/2013 (Saturday) Time: 2:02 am 7:14 am ***Fatal*** Location: St. Louis City Eastbound I-44 at Jamieson Avenue Event: A two vehicle crash involving a wrong-way driver resulting in a fatality Action: Transportation Management Center posted web-based and text message alerts, displayed advanced messaging on roadside message boards informing motorists of the lane closures and to use an alternate route. MoDOT Emergency Responders, St. Louis City Police, Fire and EMS, St. Louis City Medical Examiner and Coroner, and Bill s Towing responded. Estimated Initial Impact: An SUV was traveling westbound in the eastbound lanes and was struck by a tractor trailer. The SUV rolled over and the driver was ejected. Crash closed all lanes. MoDOT Emergency Responders and Maintenance, MSHP, Bridgeton Police, Robertson Fire and EMS, and a Tow responded. Motor Carriers and EOC were notified. Estimated Initial: Lane 1, Lane 2, and the right shoulder were blocked Result: Lane 1, 2 and the right shoulder were closed at 11:49 pm. Lane 1 and 2 opened at 3:53 am for a total closure of 3 hours and 54 minutes. Lane 3 was closed at 11:51 pm and opened at 3:53 am for a total closure of 3 hours and 52 minutes. Lane 4 was closed at 11:53 pm and opened at 12:15 am to relieve the queue. Lane 4 was closed again at 1:30 am and re-opened at 4:13 am for a total closure of 2 hours and 43 minutes. The right shoulder remained closed until 4:13 am. Maintenance assisted with traffic control and accident reconstruction took place because two of the three transported had critical injuries. There was a 3 minute queue when the incident cleared. MoDOT Emergency Responders, Overland Police, Community Fire and EMS, Department of Natural Resources, and a Tow responded. Motor Carriers and EOC notified. Estimated Initial: Van hit box truck around curve blocking right shoulder, lanes 3 and 4 Result: Lanes 3, 4 and the right shoulder were closed at 11:48 am. Lane 2 closed at 11:52 am and opened at 12:48 pm for a total closure of 56 minutes. Lane 3 opened at 2:54 pm for a total closure of 3 hours and 6 minutes. Lane 4 opened at 2:56 pm for a total closure of 3 hours and 8 minutes. The right shoulder opened at 3:00 pm for total closure of 3 hours and 12 minutes. Reconstruction took place and arrow board trucks were used to warn motorists of incident around curve. Traffic queued to Route 340 during height of event and lessened to a ½ mile when lane 2 opened. Arterial Mitigation Efforts 12/11/13 Wednesday AM Peak Location: Route 267 and Bayless Ave, St. Louis County Event: Two different crashes occurred on NB I-55 before Virginia Avenue with 2 left lanes shut down creating a 6 mile back up with a 20 minute queue Time: 7:16 am - 8:31 am Total Time: 1 hour 15 minutes Action: Call arrived from a traffic engineer explaining there was a large queue on EB Bayless Avenue approaching Route 267. At 8:38 am the timing plan was changed with 7 seconds added to Bayless Avenue to help clear out the queue. No PTZ was available so controller observations were made to see if Bayless Avenue was gapping out and clearing the queue. At 9:12 am the timing was returned back to normal operation. Result: Lack of PTZ coverage and no on site observations prevented an accurate assessment from being made, but controller information showed more gap outs of Bayless Avenue after the timing was adjusted. 12/12/13 Thursday AM Peak Location: WB I-70 between Zumbehl Road and Cave Springs, St. Charles County Event: 3 vehicle crash in the two right lanes, one roll-over. Large backup on WB I-70 that extended to the west of the Route 94 overpass with a 14 minute queue. Time: 8:05 am 9:51 am Total Time: 1 hour 46 minutes Action: Traffic was exiting at Zumbehl Road and using the outer roads as a diversion to get around the crash. Most of the traffic was turning south onto Zumbehl Road and using the South Outer Road (SOR) as a diversion. The timing plans at the Westbound I-70 Ramp at Zumbehl Road and Eastbound I-70 Ramp at Zumbehl Road were changed to plans favoring traffic from the westbound Ramp to the SOR. Once traffic was back to free flow on Westbound I-70, the controllers were turned back to normal operations. Result: Once the new timing plans were implemented, an immediate improvement was noticed on the Westbound I-70 WB Ramp at Zumbehl Road with only a minor effect to the flow of Zumbehl Road. Mobility improved on I-270 from MO 340 Olive Road to Dougherty Ferry Road. The southbound lane addition project has positively impacted mobility along this route. Mobility remained low on Eastbound I-270 at Lindbergh Boulevard and I-170. Final 1/14/2014 3:47 PM 17

Southbound I-270 Lane Addition This is the second month of reporting on the southbound lane addition on I-270 between Dougherty Ferry and I-44. Current volumes are slightly higher than last month and consistent with or considerably higher than pre-construction data from December of 2012. Average speeds have increased considerably through the project area from I-64 to MO 30. Speeds begin to show a downward trend past Sappington to MO 21 from last month and closely resemble pre-construction speeds. Early indications show the lane addition has improved mobility through the project area. Note: Sensors were down at Dougherty Ferry Road December 4-13, 2013. Final 1/14/2014 3:47 PM 18

Average Rate of Travel on Selected Signalized Routes by Calendar Year Average Travel Time per Mile Arterial Management The purpose of this measure is to determine how well selected arterials across the region are operating during the peak traffic times. As improvements are made, such as signal timing, equipment upgrades, or access management improvements, this measure will show the effects of those efforts and decisions on the arterial system. Travel times are measured on various arterial routes. For most routes, data is collected from driving each route multiple times during the A.M. and P.M. peak periods and timing how long it takes to traverse the route. For Rte. 141 and US 67, the Sensys Travel Time system is utilized to determine the travel times and allows a much more comprehensive collection of data. The travel time is compared to the speed limit and the average minutes per mile are calculated. An average minutes per mile based on a perfect run through the corridor is calculated and used as the baseline for comparison. If the actual average minutes per mile are at the baseline, traffic is moving at the speed limits without any stops. The routes where data was collected include the following: Route 141*, from I-55 to I-64 Route 30, from Route PP to Weber Hill Road Route 100, from Route 340 to Maple Lane US 50, from Union West City Limit to Denmark US 67*, from Route 367 to I-270 * Routes where data was collected using Sensys system. Manually collected data used this month due to Sensys equipment/system failures. Work Zones Whenever additional travel time is reported, this additional time shall be evaluated using this chart and adequate mitigation measures should begin within the parameters of this chart. TMC and field personnel are partners in the mitigation of traffic and notification of additional travel times should trigger the appropriate response from both parties. Chart is designed to be an additional travel time reference to establish parameters for gauging the travel impact through work zones and to provide guidance for taking mitigation actions. Travel times can be collected or reported via Blue Toad technology, field personnel, call reports, ITS, TMC cameras, etc. Major and Moderate impacts trigger an IAR (Immediate Action Required) event. IAR means work zone user and TMC partner together to take immediate actions to reduce or eliminate distress. During an IAR event mitigation procedures can range from increased driver notification up to and including removal of work zone. Additional mitigation procedures may require involvement of administration through use of the work zone resolution ladder.
