The City of Yorkton is accepting tenders for parking lot snow removal services at the following City facilities: 1. Gloria Hayden Community Centre, 279 Morrison Drive 2. Godfrey Dean Cultural Centre, 49 Smith Street East 3. Yorkton Public Library, 93 Broadway Street West 4. Tourism-Chamber Building, Highway 9 South 5. Deer Park Golf Course, 670 Broadway Street West (Highway 52 West) A. Project Components: 1. Clearing and piling of snow within facility parking lots. 2. Removal of snow piles when requested. B. Project Specifications: 1. Snow Clearing Clearing of snow from all roadway and parking lot areas. 2. Snow Piling Snow is to be piled in the identified area. 3. Snow Hauling a. Snow hauling is to be completed only when requested. b. Snow piles at the Godfrey Dean Cultural Centre and the Yorkton Public Library south parking lot are to be removed as clearing occurs. 4. Site Inspections a. Site inspections are mandatory in order for tenders to be considered. b. Site inspections will commence at the Gloria Hayden Community Centre, 279 Morrison Drive, at 10:00 a.m. on Wednesday October 3, 2018, and will continue to the other facilities afterwards. 5. Project Timelines: a. The contract shall be in place from November 1, 2018 to March 31, 2019, with the understanding that snowfall may occur outside of these dates and may require clearing, but would be completed only when requested. b. Snow clearing is to be completed by 8:00 a.m. the morning after snowfall. A second removal may be required on days of heavy snowfall, and would be completed only when requested. C. Conditions of Tender: 1. Facility locations may be awarded individually, or in any combination thereof, which best suits the City s interests, as determined by the City. 2. Tender summations that are unsigned, incomplete, conditional, illegible, unbalanced, obscure, or that contain additions not called for, reservations, erasures, alterations, or irregularities of any kind may be rejected. 3. Tenders shall not be withdrawn, modified or explained after being deposited with the Community Development, Parks and Recreation department unless such withdrawal, modification or explanation is made in writing and received by the department prior to the closing time and date. Modification of the tender must be followed by a letter of confirmation signed and sealed in the same manner as the tender.
4. During the tender period, Bidders may be advised by Addenda of any changes to the tender document. All such changes will become part of the tender. The City will endeavor not to issue any Addenda later than seven (7) calendar days prior to the closing date for receipt of tenders. The City reserves the right to make such additions, deletions, or alterations in the Terms and Conditions as may be considered desirable or necessary. 5. The Proponent shall include in the tender all applicable government(s) taxes, custom duties, excise taxes and all other taxes with respect to their bid. 6. The City reserves the right to reject any or all tenders. 7. The lowest or any tender may not necessarily be accepted. 8. Proponents are advised that no commitment shall exist under this contract until such time that the Proponents receive official written confirmation from the City of Yorkton. 9. The City may refine or renegotiate the terms of any tender before entering into an Agreement with the successful Proponent. 10. Each Proponent shall examine carefully all documentation in this tender document. A Proponent may not claim after the submission of a tender that there was any misunderstanding with respect to the conditions imposed by the tender document. 11. It is the intention of the City to select the Proponent considered qualified to operate the snow removal services as prescribed in this document. It is therefore necessary that each Proponent is aware that the levels of service will be monitored constantly and will directly affect the spirit of any agreement entered into. It is considered that the key to the success of these operations is based on the co-operation provided by the Proponent. D. Safety Conditions: 1. As per Section 3-12 of the Saskatchewan Employment Act, the City of Yorkton is responsible to ensure that its contractors work in compliance with the Occupation Health & Safety legislations, and to maintain consistency of safety rules and regulations between its contractors and City workers. 2. The Proponent shall ensure that all operations and all employees comply with the guidelines set out by the Worker s Compensation Board. 3. The Proponent shall comply with The Saskatchewan Employment Act and The Occupational Health and Safety Regulations, 1996 passed pursuant to the said Act, as both may be amended from time to time, throughout the term of the Agreement. 4. Upon acceptance of a tender, the winning Proponent shall provide to the City of Yorkton a copy of the Proponent s COR Certification, if COR certified by the Saskatchewan Construction Safety Association. If not COR certified, the successful Proponent shall provide of copy of their Health & Safety Program. In the absence of a Health & Safety Program, the successful Proponent will be required to follow the City of Yorkton s Health & Safety Program, and a copy will be provided to the Proponent. E. Godfrey Dean Cultural Centre 49 Smith St. East Specifications: 1. Clearing is to be completed by 8:00a.m. 2. Snow is to be hauled away as cleared. 3. A pile can be left on the west edge of the lot until hauled. 4. Clearing of the back lane/alley is not included. Hazards: 1. Power poles 2. Gas Meters 3. Dumpsters
Yorkton Public Library 93 Broadway St. West Specifications: 1. Clearing is to be completed by 8:00a.m. 2. Snow in the north parking lot can be piled in the empty lot until requested to be hauled away. 3. Snow in the south parking lot is to be hauled away as cleared. A pile can be left in the southeast parking stalls until hauling is completed. Hazards: 1. Curbs and medians 2. Dumpsters 3. Light/Power poles
Tourism-Chamber Building Highway 9 South Specifications: 1. Clearing is to be completed by 8:00a.m. 2. Snow can be piled on the south section of the roadway, and on the grassy area to the east of the building until requested to be hauled. Hazards: 1. Curbs and medians. 2. Water filling standpipe in northeast corner.
Deer Park Golf Course Highway 52 West Specifications: 1. Clearing is to provide one lane of access to the clubhouse only. 2. Clearing of the complete parking area is not required. 3. Clearing is to be completed as requested by the Recreation Services Manager. 4. Snow is to be piled near the storage shed at the entrance to the golf course. Hazards: 1. Curbs and medians. 2. Gates and fixtures.
