Current Operations FEMA Region VI Tropical Storm Harvey Harvey lingers on, with torrential rain causing catastrophic and life-threatening flooding over southeastern TX. Flash flood emergencies are in effect for portions of this area. Situation: (Advisory 31A as of 2:00 a.m. EDT): Located 20 miles N of Port O Connor, TX Maximum sustained winds 40 mph Moving ESE at 3 mph; torrential rains will continue Primary Hazards: Watches & Warnings: Tropical Storm Warnings and Flash Flooding Emergencies in effect Rainfall: Harvey is expected to produce additional rain accumulations of 15 to 25 inches. Total accumulations may reach 50 inches along the upper TX coast Storm Surge: The combination of a dangerous storm surge and the tide will cause normally dry areas near the coast to be flooded by up to three feet of water Wind: Tropical storm-force winds occurring near the center of the storm will persist the next couple of days Surf: Swells are likely to cause life-threatening surf and rip current conditions along the TX/LA coast Tornadoes: A few tornadoes are possible through Monday near the upper TX coast into far southwest LA Impacts: Texas: Widespread wind and flood damage with river flooding at record levels; floodwaters continue to rise No official reports of fatalities or injuries, media reports indicate as many as five deaths Survivors throughout the impacted area require search and rescue via boat or helicopter Power outages: 261k customers without power in Houston and counties along the southeast coast Communications systems are out, including landline, cellular, internet, and mass media platforms Transportation networks are severely impacted; ports, roads, rail systems, and airports remain closed Tornado spotted yesterday in TX with no reported impacts Louisiana: Mandatory evacuation for Cameron Parish (3,500 people); voluntary evacuation for Vermillion Parish (10k people) Three tornadoes reported in LA yesterday, one commercial building damaged FEMA/State and Local Response: FEMA Headquarters: NRCC activated to Level I (24/7); NWC at Watch/Steady State (24/7) National IMAT West deployed to Austin, TX National IMAT East-1 deploying to Houston, TX; planned arrival this evening National IMAT East-2 is on Alert Regional IMATs: R-II, R-V, R-VII, and R-VIII deployed to TX Mobile Emergency Response Support (MERS) fielded 13 teams and numerous communications capabilities throughout the impacted area 2 (Back to top)
