Annex-I W O R L D M E T E O R O L O G I C A L O R G A N I Z A T I O N INTERNATIONAL TRAINING COURSE ON THE APPLICATION OF METEOROLOGICAL SATELLITE PRODUCTS 26 June to 6 July 2018, Beijing, China ENROLMENT INFORMATION The International Training Course on the Application of Meteorological Satellite Products is organized by the WMO Regional Training Centre Beijing (RTC-Beijing), sponsored by China Meteorological Administration (CMA). Courses Aim The course is designed to help trainees to learn of the latest developments in the application of meteorological satellite products, and to master the interpretation of satellite data to support weather analysis. It is also helpful to improve participants abilities in carrying out operational forecasting and scientific research. Expected Learning Outcomes After the courses, participants will be able to: 1) Apply the basic theory and principles of radiative transfer to the interpretation of meteorological satellite imagery interpretation. 2) Access, select, display and manipulate satellite data. 3) Carry out weather analysis, forecasting and monitoring by using meteorological satellite imagery and data in particular FY-4. 4) Use Satellite Weather Application Platform (SWAP) and Satellite Monitoring Analysis Remote-sensing Toolkit (SMART). Target Audience Meteorologists in meteorological departments engaged in satellite meteorology, especially those from developing countries. Course Content The course contents include: 1) General introduction to FY satellites and their application; 2) Current and future products of geostationary satellite including FY-4 products such as wind profiling radar (WPR), cloud spectral image, lightning image observation, space weather monitoring; 3) Brief introduction of satellite meteorology, the content and characteristics of satellite observation, the latest development in the application of meteorological satellite products; 4) Satellite data reception and handling; 5) Weather analysis and forecasting by using meteorological satellite data; 6) Cloud motion wind product; 7) User-oriented satellite application platform: Satellite Weather Application Platform (SWAP) and Satellite Monitoring Analysis Remote-sensing Toolkit (SMART) which will cover laboratory practice for torrential rain and strong convective weather monitoring, wild fire monitoring, and drought monitoring; 8) Visits to CMA operational centres. 9) Participant forum about their respective satellite meteorology.

Course Format The format includes lectures, practical session, group discussion, study tour and participant presentation. Assessment 1) An observation will be made by the training course organizer at RTC Beijing and lectures for participants attendance and performance at the lectures and other learning activities of the training course; 2) Each participant is required to make a presentation with PPT concerning Satellite Meteorology in their country; 3) Each participant is required to submit a conclusion report on the training, at least one page and no less than 800 words, to examine their understanding and acceptance of the knowledge transferred; 4) The instructors will assess participants performance in practical sessions. Instructors Senior experts in relation to the satellite meteorology from CMA, China National Satellite Meteorological Centre (NSMC) and CMA Training Centre etc. Language The course will be conducted in English. Participant Qualifications for Admission Participants are required: 1) To be specialized in satellite meteorology with a minimum of one year s professional experience; 2) To be in good physical health with no infectious diseases. Physically fit to fulfill all course activities; candidates with limited physical mobility will not be accepted; 3) To be proficient in English; 4) To prepare a report on the use of satellite meteorology of the participants service and a brief introduction of the participant s professional experiences for the purpose of exchanges; 5) Not to bring family members to the training course; if bringing a family member, the participant has to pay extra expense; 6) To observe all the laws, rules and regulations of People s Republic of China and respect the Chinese customs during the training period. Application and Selection Process 1) The applicants must be meteorologists who are working as operational forecasters or in the field of climate service and other related field from Meteorological and Hydrological Services of developing countries. The nominated candidates are requested to submit the Application Forms and Passport Copy (necessary) together with evidence of English proficiency (if there is) to RTC-Beijing China for examination and endorsement; 2) Application shall be submitted and reach RTC-Beijing no later than 11 May 2018 with a copy to WMO Secretariat. 3) Admission Notices will be issued to the accepted participants by e-mail by the RTC-Beijing. With the Admission Notices, the participants are requested to go through all the necessary formalities for entering China and bring all the documents (Admission Notices, Health Document, and Application Forms) to

RTC-Beijing on the registration date of 26 June 2018. 4) Only accepted applicants that receive the Admission Notices endorsed by RTC- Beijing can participate in the training course. Costs 1) Tuition is free for all the accepted participants that receive the endorsed Admission Notices by RTC-Beijing China; 2) RTC-Beijing will provide local support to the accepted participant from developing countries, including accommodation, meals, and pocket money (50 Yuan RMB per day, 600 Yuan RMB in total). Normally one application from each Developing Country or two applications from each Least Developed Country are endorsed by the WMO RTC Beijing China for the local support; 3) Other accepted applications or their respective governments need cover their accommodation and meals during the training period; 4) The international travel costs including round trip tickets, transit fares and subsistence allowance during the travel are to be covered by the participants or their employers; 5) The expenses of visa, medical care, insurances and domestic salaries for the participants should be borne by the participants; 6) It should be taken into account when booking the flight tickets that the scholarship covers exclusively from 26 June to 6 July 2018. Any liability or expense out of this term shall be entirely at the expense of the participants; 7) The organizer of the Training Course on the Application of Meteorological Satellite Products does not hold any responsibility for such risks as loss of life, accidents, illness, and loss of property incurred during the whole period of participation in the training course.
