2 NewsBulletin TUKIO LA TETEMEKO LA ARDHI MKOANI KAGERA 4 1 Tukio la tetemeko: Tarehe 10/09/2016 saa 9 na dakika 27 mchana kumetokea tetemeko la ardhi mkoani Kagera. Kitovu cha tetemeko hilo ni kwenye makutano ya latitudo 10 06 na longitudo 31055 eneo ambalo ni kilomita 20 kaskazini mashariki mwa kijiji cha Nsunga na kilomita 42 kaskazini magharibi mwa mji wa Bukoba (Picha Namba 1 na 2). Kitovu hicho kilikuwa kilomita 10 chini ya ardhi kwenye eneo hilo. Nguvu za mtetemo wa ardhi wa tetemeko hilo ni 5.7 kwa kutumia skeli ya Richter ukubwa ambao ni wa juu sana kiasi cha kuleta madhara makubwa. Kutokana na ukubwa huu maeneo mengi ya mkoa wa Kagera ikijumuisha mji wa Bukoba yamepatwa na madhara makubwa sana ikijumuisha nyumba nyingi kupasuka (Picha Namba 3 na 4), watu wengi kujeruhiwa kwa kuangukiwa na vifusi na kuta za nyuma ambapo inakisiwa kuwa watu 13 wamepoteza maisha yao. 2 Sababu za kutokea tetemeko hilo: Kwa kuwa kitovu cha tetemeko hilo kiko chini sana ya ardhi (Km 10) na kwa kutafasiri umbile la mawimbi ya tetemeko hilo yaliyonakiliwa na vituo vya kupimia matetemeko ya ardhi (Picka Namba 5) inaonekana kuwa tetemeko hilo limetokana na misuguano ya mapange makubwa ya ardhi iliyopasuliwa na mipasuko ya ardhi mithili ya mipasuko kwenye bonde la ufa. Kwa kuwa eneo lililokumbwa na tetemeko la ardhi liko karibu na mkondo wa magharibi wa bonde la ufa la Afrika Mashariki inakisiwa kuwa mtetemo huu umesababishwa na kuteleza na kusiguana ka mapande ya miamba juu ya mipasuko ya ardhi ya bonde hilo la ufa. 5 Baadhi ya nyumba zilizobomolewa na Tetemeko la ardhi Bukoba. 3 Upimaji wa matetemeko ya ardhi. Mapaka sasa na duniani kote hakuna vifaa au taratibu za kuweza kutabiri utokeaji wa matetemeko ya ardhi. Vifaa vyote na taratibu zote za kuratibu/kupima matetemeko ya ardhi vinapima ukubwa na tabia ya tetemeko baada ya tetemeko kutokea. 4 Tafiti za kina. Wakala wa Jiolojia Tanzania umepeleka wataalamu katika eneo la tukio ili kuendelea kufanya utafiti wa kina juu ya tetemeko hilo. Taarifa zaidi juu ya tukio hili zitaendelea kutolewa kulingana na matokeo ya tafiti hizo pamoja na tafasiri ya taarifa na takwimu za matetemeko ya ardhi zinazonakiliwa na vituo vya kupimia matetemeko ya ardhi nchini hususan kituo cha Geita ambacho ndicho kilicho karibu sana na eneo la tetemeko hili. 5 Mambo Muhimu ya Kuzingatia Kuepuka Madhara Yanayoweza Kusababishwa na Tetemeko la Ardhi i. Kabla ya tukio: (a) Elimu ya tahadhari inapaswa itolewe ili kila mmoja aelewe nini cha kufanya linapotokea tetemeko la ardhi ikiwa ni pamoja na kupata mafunzo kutoka kwa watu wa msalaba mwekundu kuhusu namna ya kuhudumia majeruhi ama wahanga na pia jeshi la zima moto ili kupata elimu kuhusu namna ya kutumia kizimamoto. Elimu na mafunzo hayo yatasaidia kuwaweka watu katika hali ya tahadhari na hii itasaidia kupunguza taharuki wakati wa tukio kwa vile watakuwa sasa wanajua namna ya kuchukua tahadhari. (b) Kufanya mazoezi ya kuchukua tahadhari hizo mara kwa mara ili kujizoesha kwani mara nyingi wakati wa matukio ya majanga kama hayo watu huchelewa kuchukua uamuzi wa haraka kujinusuru kwani huwa bado wanajiuliza kwamba wafanye nini. Hivyo mazoezi ya mara kwa mara ya jinsi ya kuchukua tahadhari humfanya mtu kufanya uamuzi wa haraka pindi tukio linapotokea. majengo yanayofaa kujengwa katika eneo husika kulingana na ardhi ya mahali hapo, kuepuka ujenzi wa nyumba katika miinuko mikali yenye kuambatana na mawe/ miamba (suspended boulders) na kuepuka ujenzi wa makazi katika maeneo tete yenye mipasuko ya miamba (faults) na uwezekano mkubwa wa kutokea matetemeko. ii Wakati wa tukio: (a) Wakati wa tukio la tetemeko la ardhi unashauriwa kukaa mahali salama kama vile sehemu ya wazi isiyo na majengo marefu, miti mirefu na miinuko mikali ya ardhi. Watu wanashauriwa kukaa nje ya nyumba katika sehemu za uwazi. (b) Endapo tetemeko litakukuta ukiwa ndani ya nyumba unashauriwa ukae chini ya uvungu wa meza imara, ama kusimama kwenye makutano ya kuta na pia ukae mbali na madirisha na makabati ya vitabu, vyombo au fenicha ili kuepuka kuangukiwa na vitu hivyo. (c) Unashauriwa usitembee umbali mrefu kwa lengo la kutafuta mahali salama kwa sababu tetemeko la ardhi hutokea ghafla na huchukua muda mfupi. Takwimu zinaonesha kwamba watu wanaotaharuki na kukimbia ovyo wakati wa tukio la tetemeko ndio hupata madhara ama kuumia. NewsBulletin 3 TAHARIRI Poleni Watanzania kwa Tetemeko la Ardhi Mnamo tarehe 10 Septemba, 2016, lilitokea tukio la Tetemeko la Ardhi katika Mkoa wa Kagera ambapo kwa mujibu wa taarifa ya Wakala wa Jiolojia Tanzania (GST), nguvu za mtetemo ni 5.7 kwa kutumia kipimo cha Ritcher, ukubwa ambao umetajwa kuwa ni wa juu sana. Aidha, kutokana na tukio hilo, maeneo mengi ya Mkoa wa Kagera ikijumuisha mji wa Bukoba yamepatwa na madhara yakiwemo ya vifo, majeruhi, nyumba kupasuka na nyingine kuanguka. Kwa mujibu wa Taarifa ya awali ya utafiti ya GST, imeelezwa kuwa, chanzo cha tetemeko hilo ni msigano wa mapande miamba katika uelekeo wa Kaskazini kusini uliosababisha kuteleza kwa pande la miamba kuelekea ulalo wa Mashariki. Vilevile, baada ya tukio hilo kutokea, GST wametoa taarifa mbalimbali kuhusu tukio hilo na kueleza kuwa, tayari timu ya Wataalam ipo mkoani humo kwa shughuli za Kitaalam ambazo zinahusiana na tukio husika. Miongoni mwa Wataalam hao ni pamoja na Katibu Mkuu wa Wizara ya Nishati na Madini, Profesa Justin Ntalikwa ambaye alipata wasaa wa kutoa elimu ya namna ya kujikinga kwa wahanga wa tukio hilo. Miongoni mwa njia ambazo Prof. Ntalikwa aliziainisha ni pamoja na kukaa maeneo ya wazi wakati tukio kama hilo linapotokea, kuingia chini ya uvungu au chini ya meza ambazo zipo imara na kukaa katika kona za nyumba. Aidha, pamoja na elimu iliyotolewa, Wakala huo umeleeza kuwa, utaendelea kutoa taarifa zaidi juu ya tukio hilo kulingana na matokeo ya tafiti zinazoendelea kufanywa na wataalam hao kupitia vituo vya kupima mitetemo vilivyopo maeneo mbalimbali nchini na hususan kupitia Kituo cha Geita ambacho kipo jirani na Mkoa wa Kagera. Kutokana na tukio hilo, Wizara ya Nishati na Madini inawapa pole wananchi wote walioathirika na tukio hilo ambalo Wataalam wanaainisha kuwa ni miongoni mwa majanga ya asili. Aidha, Wizara inawasihi wananchi wote kuzingatia elimu inayoendelea kutolewa kuhusu namna ya kujikinga pindi matukio kama hayo yanapotokea. (h) Kumbuka kuwa matukio ya matetemeko ya ardhi huweza kuambatana na moto hivyo jihadhari na matukio ya moto kwa vile tetemeko la ardhi linaweza kusababisha kupasuka kwa mabomba ya gesi au kukatika kwa nyaya za umeme ama kuharibika kwa vifaa vinavyotumia umeme na kusababisha hitilafu ya umeme. When speaking of infrastructure investment deals, you cannot ignore the role of the multilateral banks, Credit agencies and other local and international commercial banks as primary lenders to the project financed infrastructure investment. Being an Ex-bank staff myself, I have witnessed it on the first hand at the Commercial bank Standards. Banks do not have money of their own, banks keeps customer deposit and lends it at interest rate higher than what they give to depositors. Project Financing and Credit risk Project financing a term used to describe financing arrangements between different funding sources and project owners. Structuring infrastructure financing could be complex exercise that demands clear understanding from all the parts involved, short of that can increase the risks to the project development. An overview of the typical risks of a project finance transaction that could affect company s ability to meet its debt obligations, including construction risk, operational risk, offtake risk and political risk. Financiers will always demand Project participants to be clear on the method as mitigates to manage these risks including political risk insurance, offshore reserve accounts and turnkey construction contracts. News 12 Bulletin TMAA expands laboratory services through SMMRP ISO/IEC 17025 Accredited Laboratory By Greyson Mwase, Dar es Salaam The Tanzania Minerals Audit Agency (TMAA) is a semi-autonomous institution established in 2009 under the Executive Agencies Act, Cap. 245. The aim of TMAA is to maximize Government revenue from the mining industry through effective monitoring and auditing of mining operations and ensuring sound environmental management. TMAA is the successor of the Minerals Auditing Section under the Ministry of Energy and Minerals which was responsible for undertaking gold auditing of the major gold mines in the Country. The Ministry of Energy and Minerals through the Sustainable Management of Mineral Resources Project (SMMRP) has been supporting the TMAA by providing new laboratory equipment. Describing the TMAA Laboratory, the Manager for Laboratory Services, Engineer Mvunilwa Mwarabu, says The Agency has a modern laboratory which provides laboratory services on behalf of the Government as well as commercial services for mineral explorers, miners, mineral traders, buyers and exporters. She adds TMAA Laboratory receives all sorts of mineral ores, concentrates, bullions, rock and soil samples from individuals as well as corporate entities to ascertain mineral contents. The main objectives of the TMAA include improving delivery of quality services, improving auditing of quality and quantity of produced and exported minerals, and strengthening the auditing of capital investment and operating expenditures of large and medium scale mining entities. Other objectives are strengthening the auditing and monitoring of environmental management of large, medium and small scale mines, strengthening management of information on minerals produced and exported by large, medium and small scale mines and strengthening the mechanisms for minerals royalty collection from large, medium and small scale mines. Explaining the roles and functions of TMAA, Mwarabu says that the agency monitors and audits the quality and quantity of minerals produced and exported by large, medium and small scale miners to determine revenue generated and thus facilitate collection of payable royalties. It audits capital investment and operating expenditure of the large and medium scale mines for the purpose of gathering taxable information and provide the same to the Tanzania Revenue Authority (TRA) and other relevant authorities. We also monitor and audit environmental management, environmental budget and expenditure for progressive rehabilitation and mine closure, Mwarabu says. She further explains that most people prefer using the TMAA laboratory because it is operated with qualified, skilled, experienced and committed staff as well as modern equipments utilizing the best technology. Quick and accurate analysis results in high customer satisfaction. Highlighting the services offered by TMAA laboratory, Mwarabu says they include sampling, sample preparation, moisture determination, drying, determination of gold and silver content in bullion, and analysis of soil, concentrate and geological/ exploration samples using fire assay with gravimetric or AAS finish. Other services include the gold quick acid test, rock and mineral identification, jewellery verification for gold (karat value) and identification and grading of diamonds and coloured gemstones. Other services may be offered as per customer requirement, she adds. Upgrading of the TMAA laboratory has been achieved with new equipments provided by the Sustainable Management of Mineral Resources Project (SMMRP). These equipments have enabled the agency to provide services meeting the highest technology standards which contributed to the accreditation of the International Standard Organization Certificate (ISO/EIC 17025). She adds that the agency has been using appropriate validated test methods that incorporate adequate quality control as well as maintaining all laboratory data and records generated in appropriate manner that is easily accessible. We thank the SMMRP for the laboratory equipments because previously we were not working in a very good condition due to the poor machines, but now we have new laboratory equipment with the newest technology that helps us provide service in a timely and accurate manner, Mwarabu emphasises. Mwarabu further notes that the laboratory can serve many people at once, adding that, due to the demand of services, the laboratory is currently serving large and medium scale mining companies as well as small scale mining companies and mineral traders. We have modern an XRF machine and a pulveriser that can take more than three samples at once based on the quantity of the sample, she adds. Future needs include more accessories for the machines they are using for laboratory services as well as funding for additional equipment based on their specifications requirements. She thus asking the World Bank (WB) though the SMMRP to provide a modern building with enough space because the building they are using can t accommodate all staff and equipment. Fomu za maombi ya ruzuku hiyo zilitolewa katika Ofisi za Madini za Kanda (ZMO) na Mikoa (RMO) zikiambatana na vipeperushi maalum vinavyoeleza mambo yote yanayohusu ruzuku. Fomu hizo zilianza kutolewa tarehe 20 Julai, 2016 na ukomo wake ulikuwa tarehe 9 Agosti, 2016, saa 9:30 Alasiri. Wizara inatoa taarifa kuwa, imesitisha kwa muda utoaji wa Ruzuku Awamu ya Tatu ambao ulikuwa umepangwa kufanyika tarehe 19 Septemba, 2016, hadi pale Tathmini ya fedha ya Ruzuku Awamu ya Kwanza na ya Pili itakapofanyika. Aidha, tathmini hiyo itafanyika sambamba na uhakiki wa shughuli za Wachimbaji Wadogo walioomba Awamu ya Tatu, lengo likiwa ni kujiridhisha kama Ruzuku hizo zimetumiwa na walengwa kwa malengo yaliyokusudiwa.
