ECDIS History ECDIS has taken a long time to mature to the point when mandatory carriage can be agreed. IMO Performance Standards for ECDIS were formally adopted by the International Maritime Organization (IMO) on November 23, 1995 and issued as IMO Resolution A19/Res.817. Back-up arrangements for ECDIS were adopted by IMO in November 1996 and became Appendix 6 to the Performance Standards. Page 5
ECDIS History Though IMO's first performance standards for ECDIS were completed in 1995, type approved equipment appeared only in 1999. Principal Obstacles Cost Reliability User Familiarity Page 6

ECDIS Mandatory per time table on the Screen The timetable for new builds is based on the date the vessel s keel is laid. Existing vessels will be required to fit ECDIS in advance of the first survey after the implementation date. There are no requirements for existing cargo vessels of less than 10,000 gross tons. Flag States may exempt vessels that will be taken permanently out of service within two years of the implementation date. Company Presentation Page 9 May 30, 2012 9
Current Issues with respect ECDIS Are: -IMO Regulations -IHO Rules -Port State Control and Vetting Inspectors -Training -Support Page 10
IMO Regulations The relevant regulations are: Regulation 2 Regulation 19 Regulation 27 Page 11
IHO Rules IHO Data Presentation and Performance Checks for Ships the display of navigation areas recently recognised by IMO ESSA (Especially Sensitive Sea Area), PSSA (Particularly Sensitive Sea Area), ASL (Archipelagic Sea Lanes) the display of lights with complex characteristics the display of underwater features and isolated dangers detection of objects by route checking in voyage planning mode Page 12
