Implementation Status and Key Decisions This ISR represents the findings of the November 2016 Implementation Support Mission and subsequent developments. Implementation Performance Rating: Given the improvement in implementation pace, rise in disbursements and signed contract commitments across all three countries, the implementation performance of the overall project rating is upgraded to Moderately Satisfactory (MS). Upon the signing of Broadband contracts by all three countries (expected in March 2017), the contract commitment rate across all 3 countries will rise to approximately 100%. The ratings vary among the countries and CTU, with implementation performance rated Satisfactory (S) for both St. Lucia and CTU, and MS for both Grenada and St. Vincent and the Grenadines. Overall implementation has been delayed, though there has been notable progress recently in a number of areas. These include full functionality and acceptance testing of the contract for the $1.6 million Unified Communications System (UCS) in St. Lucia and opening of the 3-country pooled procurement Broadband Network public tender proposals on October 28, 2016 and commencement of technical and financial evaluations. Progress on implementation of the business incubation and ICT skills components has been well underway in St. Lucia with Grenada and St. Vincent and the Grenadines quickly catching up. The regional activities administered by the Caribbean Telecommunications Union (CTU) are fully on track for completion and have produced a number of important regional studies and guidelines for Public Private Partnerships (PPPs), ITES regional strategy is underway, and Open Access Policy and other regulatory assessments and technical assistance. CTU has also been playing a very important regional coordination and information sharing function related to ICT skills training/certifications between both the CARCIP Phase I countries and the wider CTU regional membership. Rating for achievement of PDO: In light of the progress made towards meeting the indicator targets for which activities are sufficiently advanced to generate impact and likelihood of achieving the remaining targets after the broadband network tender buildout, the rating for achievement of the project development objective is set at Moderately Satisfactory. While the regional broadband PPP tender has taken far longer than anticipated to complete, the collaborative and pooled procurement process between the countries has been excellent and the potential of far higher quality and more cost efficient than could be expected under separate national level procurements will soon be determined. Country Level Details: St Lucia Total disbursements have risen from US$2.360 million or 50% of project funds (as of January, 2016), to US$3.529 million or 59% of project funds (as of September, 2016). Total signed commitments have risen from 66% to 72% of project funds over the same period. Key achievements to date include opening of the Broadband Network public tender proposals on October 28, 2016, ongoing incubation support for 15 businesses and 5 new business selected (totaling 20 business incubations with total amount for this component now fully committed), training of 817 citizens in both basic and more advanced ICT skills (517 currently in certification level program with the total amount for this component now fully committed), Unified Communications System (UCS) now fully operational and undergoing final acceptance testing (experiencing significant cost savings on Government s overall monthly telecom spend). Given the improvement in implementation pace, rise in disbursements and signed contract commitments, the implementation performance of the project rating is upgraded to Satisfactory. Grenada Total disbursements remain unchanged from the previous mission (February 2016) at US$2.36 million, or 26% of project funds as of September 30, 2016. Total project expenditures have risen from US$917,555 to US$1,315,545 over the same period. Total signed commitments have risen significantly from US$1.05 million to US$2.5 million (and increase of approximately 138%). Key milestones achieved since last mission include opening of the Broadband Network Tender proposals on October 28, 2016 (the 3-country pooled tender being managed by the Grenada PCU), increase in number of ICT trainees from zero to 225 persons (approximately 70 % women beneficiaries) in medical billing and coding, digital animation and data operations, and increase in number of business incubation grantees from zero to 21 (24 % women beneficiaries) with second call for applications. Given the improvement in implementation pace, rise in expenditures and signed contract commitments, the implementation performance of the project rating is upgraded to Moderately Satisfactory. St. Vincent and the Grenadines Total disbursements have significantly increased since the previous mission (February 2016) at US$2,036,575, or an increase of 92%. Total signed commitments have risen significantly to US $2,318,927 or 107%. After the Broadband Tender contract is signed in March commitments are expected to increase to US $ 5,379,736 or approximately 100% of program funds (adjusted for SDR exchange rate losses). Key milestones achieved since last mission include opening of the Broadband Network Tender proposals on October 28, 2106 (the 3-country pooled tender being managed by the Grenada PCU), increase in number of ICT trainees from zero to over 200 in a number of basic and advanced ICT skills including networking, security, Web Page Design, Mobile Application Development and Computer Application for Office. Approximately 40 % female participation rate. The STEM SVG completed its first set of training 46 (50% female). The business incubation program has been operating within the Centre of Excellence (COE) since May 2016. Currently, there is occupancy of ten (10) out of twelve (12) residential incubation spaces. Current there are 6 residential and 6 virtual incubates. Given the improvement in implementation pace, rise in expenditures and signed contract commitments, the implementation performance of 1/25/2017 Page 2 of 14

the project rating is upgraded to Moderately Satisfactory. Caribbean Telecommunications Union (CTU) Total disbursements have risen from US$ 1,479,087 or approximately 49% of project funds at the time of the previous mission (February 2016) to US$1,805,066 or approximately 60% of project funds (as of September 2016). Total signed commitments have remained approximately the same level representing 70% of project. Key achievements since the previous aide memoire include completion launching of the Regional ITES Strategy consultancy, selection of the PPP Broadband Advisory consultancy (contract signing expected by November 22). The CTU also provided significant assistance to CARCIP member countries to coordinate, facilitate and provide technical assistance toward finalizing the regional broadband network consultancy/network design and preparation of the related tender document. Given the continued implementation progress and the rise in disbursements and commitments, the implementation performance rating is upgraded to Satisfactory. 1/25/2017 Page 3 of 14
