Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions 1.This Implementation Status & Results report reflects the observations gathered during an implementation support mission conducted during April 10-21, 2017, as well as subsequent follow up activities carried out by the Task Team (TT)assigned by the World Bank to support the Project. 2. The progress towards the Project Development Objective is still incipient, as evident in the results indicators. For that reason, a specific session was organized during the recent support mission to identify measures that could be taken in order to speed up project implementation. Those measures have been discussed and recorded in the mission's Aide Memoire. 3. The main implementation bottleneck is related to the difficulties the PIU and the Ministry of Environment and Sustainable Development (MAyDS) have experienced to sign agreements with other Public Rural Development Agencies (RDAs) to support the development of Integrated Community Plans (PICs) under Component 1, which are the basis for future investments. 4. Component 1 - Sustainable Livelihoods: 57 Communities (or groups of communities) have expressed interest to participate in the project and these communities have been matched with NGOs and one RDA to support preparation of their respective PICs. Twenty two of the 57 communities (totaling 657 families and 102,435 hectares) have already started the development of their PICs under agreements signed with the Project. The PICs are progressing, but in general terms are behind schedule, as heavy rains have affected northern Argentina in recent months limiting access to the remote areas where the beneficiary communities are located. Community forests inventories and management plan preparation in particular have been delayed in part due to the limited access but also because of reductions in extension capacities within institutions originally foreseen as key partners in the field. Alternatives to expedite PIC preparation and implementation are under discussion. 5. Component 2 - Natural Forest Management and Civil Society: The PIU has prepared very well designed Project-related communication materials. 6. Component 3: Skills Development and Technology Transfer: The Project has conducted 14 training events for the members of beneficiary communities. 324 producers participated in those events, out of which 108 were indigenous and 43 were women. Additionally, 10 training events for technical service providers and extension agents were carried out, involving 235 participants, out of which 100 participants were women and 3 were indigenous. 7. Component 4: Forest Monitoring: The establishment and monitoring of a national grid of permanent sample plots has started in Chaco and Santiago del Estero Provinces, with 60 and 20 plots respectively having been installed and recorded in Open Foris Collect, a platform developed by FAO. The bidding process to establish the grid of sample plots in the Salta, Formosa, Tucumán, Jujuy, Rio Negro, Neuquen, Chubut, Santa Cruz and Tierra del Fuego Provinces has already been launched. 8. Next mission: The next implementation support mission would be conducted during September-October, 2017.
