Implementation Status and Key Decisions The etransform project aims to improve the delivery of government services using information and communication technology (ICT). The implementation of the project began in January 2015. The project has a fully functional implementation team, consisting of a project implementation unit (PIU) and technical experts within Ntional IT Agency (NITA). Several project activities are currently under implementation, namely eimmigration, tertiary institutions access program (TIAP), and eparliament, eprocurement, etc. The remaining activities are at different stages of procurement. The project has disbursed 27% of total funds. In light of the Government s decision to finance the digital ID component from its own funds, all activities related to the digital ID were cancelled. Subsequently, GoG identified and proposed a number of new and scaled up activities to use the reallocated funds including: expansion of cybersecurity work, additional ICT support for MOC, Ghana Post Offices, the Cabinet, and the Meteorological department, and scaling up certain activities under implementation (eparliament, eprocurement, etc.). Now that the restructuring is confirmed, it is expected that progress with procurement will speed up. A number of new procurements have been launched with consultation processes, including for the innovation ecosystem, government connectivity and for higher education connectivity. Other tenders have been issued, including for computers in schools, open data, and new staff for the Data Protection Commission and for NITA.
